The Best Tax Policy

Half a loaf, they say, is better than none. And that’s true, as long as you’re allowed to keep that half.

Americans today are enjoying half a loaf -- the pro-growth tax cuts of 2003. Those cuts lowered tax rates on capital gains and reduced the double-taxation of dividend income. That sparked economic growth by giving people and businesses extra incentives to save and invest.

The results are evident. Unemployment has plunged from an average of 5.8 percent in 2003 (when the tax cuts were passed) to 4.6 percent today. At the same time, tax revenues have soared.

Federal tax collections jumped by 11.8 percent last year alone. This means the federal government collected an extra $254 billion. That should surprise no one, as the right sort of tax cuts can offset at least part of their “cost” by increasing taxable activity.

Because tax revenues increased by more than spending did, the share of the budget financed by borrowing fell from $319 billion in 2005 to $248 billion in 2006. So the Bush administration is correct when it says its policies have cut the deficit.

But this is where the missing half of the loaf comes in. Because even as tax rates were coming down, federal spending kept going up. This is the real fiscal problem facing America, not the deficit (which merely measures the share of government financed by borrowing rather than taxes).

Federal spending jumped by 7.4 percent last year, climbing to $2.65 trillion. This $182 billion increase was about twice the pace of inflation. Federal spending now makes up about 20.3 percent of GDP. What’s worse is that entitlement programs (driven mostly by the massive new Medicare prescription drug benefit) grew by almost $100 billion. That’s why the federal debt continues to grow, even though revenues are at an all-time high.

Eventually we’ll need to pay for all of today’s spending and the even more extravagant spending promised by our many entitlement programs. There are only three ways to do so. We could raise tax rates, which would slow the economy just as our children and grandchildren are entering the workforce. We could borrow more, which would impose higher interest costs on future generations. Or we could control the growth of spending. Continued...

.....President Bush appointed a panel to proposes new ways to reform taxes...HR-25 was proposed to the panel...after many months and millions of wasted dollars the panel recommended tweaking the present income tax system...in other words...no tax reform...

.....the only way that HR-25 can become a reality is if the American people demand it...the same way that Bush's Ammnesty Plan was shot down by a Republican House that responded to the millions of protests they got from their constituents....it can be done if enough people will it.....COLOSSUS

smaller govt, less waste, less tax thiev
i'm happy to see mostly good replies to this issue, and some excellent.
As i paid my (of course) increased property tax bill this week, it galls me how govt wasters can steal more and more, as they choose. No amount of tax thievery is ever enough for them. Where i live, the tax base has grown considerably in 4 years, including a large business expansion. So the tax thieves have much additional money to waste from their new victims, as well as previous victims. Now they want to have an additional 1% sales tax, and say that if we dont vote for that, we will have additional property tax. (which, of course, they'll do, regardless, sooner or later, probably sooner and later.)
And on and on it goes. This line on the 1% sales tax increase, is the same line of 4 years ago, when they were able to get that one passed. Despite their threat, this time i'm not voting for their additional sales tax. And i will be against every tax, because i'm sick of socialist tax thieves and their carte blanche ability to steal anything that they say they can steal. And if they cant steal it now, they'll just make new law, saying they can.
Liberals, socialists, and other fools help them get away with it, by clamoring for their handouts. If the tax thieves were told to shove their handouts, they would have less excuse for tax thievery.
Like the author of this article, i'm for small govt. I'm for miniscule govt. I dont need to depend on some giant, wasteful, thieving bureaucracy to take care of me. I can do it better, without govt interferrence. It's called personal responsibility, the thing that's the opposite of socialism. Govt, liberals, and other pollutants have convinced too many weaklings in this country that they need big govt, big insurance, big law, etc types of socialism to take care of their every need. Some guts and personal responsibility would work much better for the country as a whole. And it works better for me individually, despite constant interferrence and costs caused by socialists. Without socialist costs, personal responsibility would work even better. And many national problems would be gone, especially many financial ones.

it was in fact a tax cut on tax payers. You know, those people who actualy pay taxes were allowed to keep more of their own money. I know that's a crazy idea to you soclialist types, but its the taxpayers who keep the economy going.

of the liberals about doom & gloom. You see, when we, the taxpayers, are allowed to keep more of our own money, we can save it as we see fit, or spend it if we choose. Either way, that helps the economy.
Your other assertion that corporations are so loaded with cash, but have nowhere to spend it? Please, that's a pretty foolish thing to say.

What they do is invest it in capital goods, more employees, or other investment ventures. You see, these investments are part of what helps spur our economy forward. By also increasing employment, they put more people to work and increase the tax revenues for the gov't as well.

***CONCISE PROOF OF HOW IMPORTANT THE CORPORATIONS ARE, THAT THE LIBERAL FOOLS PERPETUALLY TRY TO CRITICIZE AND UNDERMINE. HOW APPROPRIATE IT WOULD BE IF UNGRATEFUL LIBERALS HAD NO CORPORATIONS TO HELP THEM, AND WE COULD SEE JUST HOW USEFUL THEY CAN BE, HELPING THEMSELVES. Liberals always seem to operate on an assumption that there is a limited amount of cash and it needs to be spread out evenly. That's just not true. Otherwise, we would have run out by now. We all know what the liberals want to do w/ our economy, and as Americans, we don't want a socialist economy that is stagnated like our European counterparts. Lower taxes and lower spending are the best tax policy. Spend only what you take in.
