States Ring in the New Year with Increased Taxes

WASHINGTON -- As Barack Obama lobbies for his aid-to-the-states economic stimulus plan, governors are preparing to sharply raise taxes and fees that will hurt the low-to-middle-income families he wants to help.

A review of budget proposals being cooked up by governors across the country shows they intend to raise next year's taxes on clothes, shoes, soda, hospitals, health insurers, gasoline, auto licenses and many other expenses that most Americans consider necessities.

State officials say they are required by law to balance their budgets and that some tax hikes are necessary to do that, but fiscal analysts say that raising taxes in the middle of an economic downturn will only worsen local economies and prolong the recession.

"Middle-income families do not get wage increases during a recession, but neither should the states. Families have to cut back and so should state governments. They should cut spending," said fiscal analyst Chris Edwards who tracks state budgets at the Cato Institute.

"These states should have been retrenching after budget increases of 7 percent over the last two years, but they repeated the same mistakes they made in the late '90s, assuming the good times were going to last forever," Edwards told me.

In its annual report on the states, the National Governors Association reported last month that, "Most states experienced poor fiscal conditions in 2008, with conditions for fiscal 2009 expected to continue to severely decline as the national recession deepens."

But spending critics said that not enough attention was being paid by the national news media to the plight of taxpayers whose incomes were being depleted by rising sales taxes, fees and higher property taxes.

"Most reporters are covering the state budgets and thinking 'Oh, the poor states' and no one is looking at this from the perspective of the taxpayers who are the ones whose wallets are going to be on the line," said political strategist Trent Duffy.

While states are generally holding the line on income taxes, analysts said many are pushing tax and fee increases on the necessities of life:

-- In New York, Democratic Gov. David A. Patterson has proposed a $4 billion-revenue package that includes 137 new or increased taxes and fees that will impose an 18 percent anti-obesity tax on non-diet soft drinks, extend the sales tax to clothing and shoes under $110, and raise taxes on car rentals, gasoline, cable-TV service and a host of professional licensing fees from barbers to home inspectors and manicurists. He also wants to end property tax rebates and raise fees on motor-vehicle registration, auto insurance and state parks and hike tuitions at state universities.

-- In Oregon, Democratic Gov. Ted Kulongoski's $15.8 billion budget is calling for higher taxes on hospitals, health insurers, cigarettes, gasoline, vehicle registrations and corporations. He wants to push the gas tax up by 2 cents to 26 cents a gallon and raise vehicle-registration fees from $27 a year to $81.

The taxes would hit healthcare facilities across the state "at a time when Oregon's hospitals are facing a severe downturn in their net operating revenue," hospital officials said.

-- In California, Republican Gov. Arnold Schwarzenegger, who won the election by promising not to raise taxes, is proposing a 1.5 percent increase on the sales tax that is now set at 7.25 percent. He also wants to raise the motor vehicle registration fee by $12. His critics say both taxes are regressive because they hit low-to-middle income taxpayers the hardest.

-- Gov. Butch Otter of Idaho, a Republican, is asking the legislature to raise vehicle-registration fees, hike the 25-cent-per-gallon gas tax and broaden the sales tax.

-- In Kansas, Democratic Gov. Kathleen Sebelius and state legislative leaders are calling for a major cigarette-tax increase somewhere between 50 cents and 75 cents per pack to help finance healthcare programs.

Other governors who vowed never to raise taxes seem to be changing their tune in the face of declining revenues. Nevada Gov. Jim Gibbons refused to raise taxes this year, calling instead for $1.2 billion in spending cuts. But now he says, "Nothing is off the table this time."

Wisconsin legislators are also considering tax and fee increases and South Dakota is weighing a gas-tax hike at a time when motorists are finally getting a break on gas prices.

The incoming Obama administration plans to send $400 billion to the states to prevent budget cuts in safety-net programs for low-to-middle income Americans. Yet this all seems moot, as citizens will be squeezed even more by their own states and localities.

Taxes
2009 promises to be another tough year. As most families continue to cut back spending and do with less, the States are spending like there's no tommorrow. California leads the pack in idiotic politicians that want to raise everything from the sales tax to close to 10% to raising gas taxes, car fees etc etc. When do the taxpayers get a bailout? When will we get a reprieve from the never ending taxman? When will the Govt finally start cutting workers and budgets to match their shrinking incomes? Answer - they won't. Perhaps 2009 will mark the year as the year of the Great Tax Revolt!

I read that one of PEBO's proposal calls for a gasoline tax to raise gas to $4 per gallon. That is exactly what I warned about before the election. Obama will give with one hand, tax cuts for the middle class (if that ever happens) and take with two hands with higher taxes. This is only the beginning as the cost of everything will go through the roof. Welcome back the misery index.

KEEP DIGGING THE HOLE
Being one of those who has lost their job to this economical disaster. I see no light at the end of the tunnel. Soon we who have been hard workers and a big part of the economy are going to be forced to live off the government causing great economical stress on their budgets. So increasing taxes at this point is useless to me I can't afford any of the luxuries they are taxing. I've given up soda, one car, lost health insurance, and am in walking distance to stores so I limit gas to necessity. This being said I don't see government making much tax money on me, all I see is the hole being dug deeper deeper and soon I'll have no way of getting out. Thank you Bush and all you gov. who we believed would work in our direction, unfortunately greed got in the way, you should have to live in my shoes for one day.

Governors - hey stupid! When you have less revenue due to a recession, you cut spending, not raise taxes and spending! Oh, I forgot! You are a darn stupid politician! Perhaps someday soon you will be an extinct breed!

TWICE A YEAR
Twice a year, my newspaper publishes pages and pages of identified citizens and companys which haven't paid their property taxes. The paper never follows this up with whether or not these individuals or companies ever do, or the consequences if they don't.
States and Counties rely on all taxes due to project and meet their budgets. Before my State or County (or any other State or County of) raises taxes on anything in any area, they need to not only prove they have received these past due taxes and are still unable to meet budget, but also prove they have cut, closed, frozen and reduced spending on and in all non-essential public service areas.
Schools must convince taxpayers of their need for increased revenue, and must put their levies on the ballot for the voters to decide.
Taxpayers should demand that their States and Counties also make their case for their need of increased revenue and be forced to put all proposed tax increases on ballots for the voters to decide.

Government Kills the Goose
Those in government can't help but suck the blood from the host that supports them. When the conomy is roaring they pile on more government programs as a way of gaining power. This growth of government exacerbates the normals ebb and flow within an economy and leads to even worse economic performance. When the economy slows the government can't bring itself in line with reality.

Those that produce within our society are forced to carry an ever heavier burden. As the producers are in the minority the politicians see no benefit in paying attention to the effect government policies have on them. As tax revenue drops the looters howl for more.

While the state governments are restrained to taxing or borrowing the federal government can come to the rescue by printing money. That is what will happen. Your savings will be worthless and a loaf of bread will be a hundred dollars. That's called progress.

Second, Don't you folk understand that politicians have to raise taxes so they can continue spending like drunken sailors (my apologies to the sailors).
A few obvious places to start cutting would be farm subsidies to Saudi Arabia (yes it's true) and large corporations. Also, why not trim back the "billions" we spend every year on illegal aliens and their free healthcare, welfare etc.
Just a thought.

Relief for taxpayers
Many ask "when will help for tax payers arrive". That can only happen when the voters admit the Democrats have been lying to them for years and vote them out of power. Look at all the cities and states with the high taxes and financial problems, and you will find they are now and have been controlled by Dems for years.The "ONE" wants to spend money on road, bridges,etc. He can not see that money for these was spent on bike trails,and all kinds of things that are not roads and bridges. If the thieves that steal 3 of every4 dollars spent on these progects were arrested, tried and jailed we would find money for all projects the "ONE" wants to do.Join the NRA, and vote for anyone except Dembocrats.

.....Look at all the States that are in financial trouble ...they are all Blue States ...that should tell us something ...

.....How much better off would Texas and Alaska be if they could cut their ties to the Federal Government and become independent Republics? ...I don't know but I would be willing to give it a shot ...especially when Blue State politicians like Chuck-U Schumer and Barney Frank make laws that affect the quality of life in my State .....COLOSSUS

One of the best ways
to keep your state solvent is to make cedrtain your welfare payments are lower than California and New York. Helps two ways. Lowers outgo directly, and even more important, reduces the number of people with their hand out. There is a large number of people who exist in the underground economy. They draw welfare while working at short term cash jobs. Many illegal aliens are in this group, but it is mostly functionally illiterate male citizens who have never figured out how to take advantage of their opportunities.

socialism: BO didn't run on tax increases. He ran on a tax cut for 95 percent of us. Millions of idiots believed him, and with state taxes going up, millions will be expecting it. WHEN it doesn't happen,...watch out! The belief that Dems are better for the economy will rapidly fade. A tax revolt of some type will be inevitable.

The hands of politicians are tied. They must cut spending. Question is: are the pols stronger than the bureaucracies which their beholden?

Peoples Republic of CA
Having lived in the Peoples Republic of CA for a lifetime now it has become clear that life is good...if you don't have to pay for it. I recently protested a summons issued by the land use inspector due to an overly large wood pile in my front yard. I enjoy splitting and burning wood to heat our home. The complaint came from a neighbor who considered my activity "unsightly" therefore dangerous. He is a former county employee therefore knows all. The inspector finally rescinded the complaint with the proviso that I "share" some of the wood with him as needed. And just the other day my neighbor asked it he could "borrow" some wood for his Holiday fire with his children etc. I cut the wood, split the wood, stacked the wood, and it times of inclement weather burn the wood to save on energy costs.
Now I also get to "share the wood" with those who have done nothing except threaten, extort, and ultimately confiscate the results of my efforts. Hmmm...sound familiar? BTW: when I suggested that they help me split more to replace that which they "borrowed" they both laughed.
Welcome to California 2009.
I am glad that I let them take the green wood which won't burn worth a d*amn, and that I pissed on it before they took it. Thus endeth the lesson.

Taxes: we have the power
Both parties deserve to be thrown under the bus, as they have become one of the same. Stop the insanity and vote Libertarian next time. Only when we taxpayers decide we want REAL change, will REAL change happen. Problem is, the media immediately marginalize any 3rd party, making them out to look like loons. Ron Paul crazy? Yah. Like a fox.

NY taxes
There is already an exodus of citizens from NY looking for lower taxes in other states. Gov. Patterson's proposals, if enacted, will only exacerbate the problem. He may find that there will be no net increase in revenues. One basic economic fact is that as the cost of something goes up, the demand for it will go down.

Watch out Gov. Patterson! If you drive down the demand for goods and services, large businesses will lay off employees and small businesses may fail, thereby eliminating revenues from employees that would otherwise pay NY State Income Tax and the taxes from the failed businesses that employed them. It will only make the economy in NY turn down even further.
This applies equally to other state Gov.'s planning to hike taxes.

Try doing the hard things. Cut back on the number of state employees, either through attrition or lay-offs. Consolidate services where possible. Eliminate nice-to-have but unnecessary services. Stop funding medical treatments for illegal aliens. Instead of jailing illegal aliens for crimes committed, deport them to country of origin. In public school systems, stick to core subjects like math, physics, English, Literature, foreign languages and life-skill courses like Home-Ec., practical math like managing checking accounts, budgeting, etc. Courses should be taught using the English Language. This is the USA and we speak English here. Learn it.

Politicians are loathe to reduce services or shrink government because someone's ox is always going to be gored and the protests are always loud and unpleasant. Well,going broke is unpleasant and so is having one's expendable income reduced not by marketplace forces, but by government's hand pushing deeper into one's pocket. The irony of it is, the politicians think that they are "solving" the problem.

Tax Increases-2009
As yet, in my state of Texas, it has not occurred to the legislature to cut welfare programs,or stop catering to illegal aliens and their illegitimate offspring. Probably has not occurred to any of them that Texas does not have to ACCEPT Medicaid block grants that require matching funds. School property taxes continue to rise because the last legislature engineered a "compromise" which lowers and raises school property taxes at the same time. School taxes were supposed to have been reduced by one third. Did not happen. The voters tell the legislature what to do and how to do it and they don't listen and then pass off a half-assed "compromise" as a tax reduction. The cities raise taxes on businesses which turn around and pass them on to the consumers. Called "franchise taxes", "riders on riders" for utilities, etc. Maddening. And, of course the counties continue to raise taxes because they want more freeways. Hello? We don't need or want any more freeways!!! We don't get to vote much on who gets to raise taxes and who does not. We desperately need referendum power.

Increased Taxes
First of all B.O. is not about helping the middle class; quite the contrary, he wants to exploit them stealthily. Of course, he wants to call the shots and probably does not like the States to take the initiative to fleece the population.

The reason the middle class is getting much of the attention is NOT for altruistic reasons. That demographic is where America’s real collective wealth is and so will be the predatory focus for fleecing in order to pay for the socialist agenda. It will be coupled, of course, with heavy smoke and mirror rhetoric just like during the campaign and the majority sheep who voted for the pretender will just listen with bliss at the propaganda while being sheared unmercifully. What makes me livid is that the majority dupes are inflicting this fleece job on me; very oppressive!

Most folks talking about the CA budget impasse say we need to "invest"(tax) and "cut" taxes (change name to fees) to make up for a $15 Billion "shortfall" (over spending) in the 2008-2009 'budget'.
The prognosis for next year if 2008 is not "fixed" will be a $42 Billion "shortfall". The states' legislature has not passed a balanced budget yet even though the State Constitution demands it by the end of June each year.

(Surprise!!) Our minority state Republican legislators have refused to pass a "budget" (spending plan) that has any tax increases. They say cut spending. Luckily for us the state can only pass a tax increase with a 2/3'ds vote in both houses and the Repub's ain't playing along.

I hope the Repub's put the state into bankruptcy as that seems the only way to force reason into the too grand spending plans. Besides being great for the citizens, (at least the minority who pay taxes), it will force closures of plans to illegals and pork spending.

Where's The Pentagon's $2.3 Trillion?
Why are the feds printing more bailout money into the trillions when they haven't bothered to tell We The People where's the $2.3 trillion missing from the Pentagon's accounting records which belongs to the people and the trillions of other money that is unaccounted for in tax dollars? And, why wasn't anyone held accountable for financially raping the American people knowing this was a intentional known fraud by members of U.S. Congress and bankers who are set free while the average Joe goes to jail for writing a $5 bad check because he has no job? Stop this insanity, America and hold the government accountable for stealing our tax dollars and partying and vacationing and jetting around while many major reporters ignore these issues and concentrate on Obama's pectorals and Americans are jobless, hungry and homeless! Shame on those reporters who could have reported the truth and saved a country!

Only one solution will work.
I know the following is a wet dream and the Amerikan Sheeple will die in the streets of starvation before they would act to help themselves. Only two actions would be necessary to bring the enemy government to its' knees. Every homeowner in Amerika should not pay property taxes. Every taxpayer should list 10 dependents and not send a check to Uncle Scam on April 15th. They can't put us all in jail!

ago because of taxes? Is there anyone that is representing us when it comes to taxes? Hmmm... I doubt anyone in the government is.

A Better Way to Balance Their Budgets
There is a better way for the states to balance their budgets than raising taxes. Stopping the creative bookkeeping would help. As a former Arizonan whose Governor has now been tapped for the position of Secretary of Homeland Security, obviously for payback for campaign support since as a border state government the security of the Arizona residents and citizens was last on her list of priorities, they could start with trimming the pork from their budgets for such expenditures as foreign travel and seminars. Napolitano was in Mexico more than in Arizona while the legislature was in session, and visited Great Britain, Canada, and Iraq in order to further her career on the Arizona taxpayer's dime. Also the per diems and expense accounts of legislators who are traveling for seminars with the Scientologists in Hollywood to study the effects of Ritalin on school children. Obama is simply out of his mind, and appears the citizenry is going to be double whammy....both in the pork he'll try to get for the states, and with Governors wanting to retain their lush lifestyles and budgets, and their sovereign subjects who put them in office, using threats of removal of basic governmental services in order to so do. It appears "let em eat cake" is the motto at all levels of government at the present time.

Liberals think you don't pay enough tax

Liberals are always wanting to raise taxes. It doesn't take much of an excuse.

Currently they are talking about raising taxes on the Gasoline so they can take the single mother trying to support her family and make it harder for her to continue working.

Rich people can and do deduct the Gasoline Tax. Single Moms can not. Just another way Liberals deceive working people into thinking they are for them.

Five Dem Govs want Fed Bailout
Even worse than the new taxes these morons are proposing is the idea of the Fed bailing out these states who spend more than they take in. Never does the topic of cutting the actual spending that is causing these problems even get considered. The American taxpayer is already under enough pressure to cut their own spending and hang onto their jobs, the burden of rescuing fiscally irresponsible states from the deserved results of their spending orgies should not fall on people that don't even live or vote in these liberal states!
