The Taint of Scandal Envelops Democrats

WASHINGTON -- Over the past four years, the Democrats blamed the Republicans for ushering in "a culture of corruption" that they charged had infected every nook and cranny of the government.

The lobbying payoffs and influence-peddling scandals did indeed bring down a number of Republicans, though it turned out that many Democratic lawmakers also had received tainted contributions from the same lobbyists or their clients. But that got less attention from the national news media.

Now the tide has turned against the Democrats on two fronts, and it is they who are being investigated on corruption charges just as they were poised to take over the White House and strengthen their legislative grip on Congress.

Rod Blagojevich's pay-to-play scandal, in which he has plotted to sell Barack Obama's Senate seat to the highest bidder, has pushed the Illinois governor to the brink of impeachment. But it has also embarrassed and distracted the president-elect and his transition advisers, and a top election analyst says the GOP could end up winning the vacated seat.

Obama is not implicated in the scandal, but many questions were raised about whether his designated chief of staff, Rep. Rahm Emanuel -- a hard-hitting practitioner of Chicago-style politics -- is the "president-elect adviser" mentioned in the U.S. Attorney's complaint that details Blagojevich's plans to put Obama's seat up for sale.

Meanwhile, Rep. Charles Rangel of New York, the powerful chairman of the tax-writing House Ways and Means Committee, is being investigated for, among other things, failure to pay his taxes and helping a rich donor to obtain a tax loophole in return for a large contribution to a public-service center named in Rangel's honor.

Last week, Republicans were attacking Democrats with a vengeance for being corrupt -- unleashing a barrage of press releases promoting a flood of newspaper stories about their latest troubles with headlines that read, "Democrats web of corruption continues to grow," "Rangel's troubles create a problem for the Democrats" and "Did Obama team have contact with Illinois governor?"

The smell of a scandal "might be building, though it's not there yet," said Jennifer Duffy, senior political analyst at the Cook Political Report. "But Democrats who have won on this message of culture of corruption now find the tables have turned on them, and they do have to be very careful that it doesn't get bigger," Duffy told me.

For Barack Obama, "it's a distraction he doesn't need right now," she said.

Scandal-wise, this has been a bumper year for the Democrats, who have seen some of their biggest names brought down by one investigation after another.

New York Gov. Eliot Spitzer was forced to resign his office after being caught in a high-priced prostitution ring. A little-known Republican defeated Democratic Rep. William Jefferson of Louisiana, awaiting trial for bribery charges and money laundering, in a runoff election last week. Florida Rep. Tim Mahoney, who replaced disgraced Republican Mark Foley, was defeated last month after keeping his mistress on the House payroll and trying to buy her silence.

More recently, a federal grand jury is investigating another "pay to play" case in which a California financial firm received a $1.4 million contract from the New Mexico government after contributing $100,000 to two of Gov. Bill Richardson's political action committees. Richardson is Obama's nominee to be Commerce secretary.

This week, Obama reported that an internal review of the Blagojevich scandal showed that no one on his transition had done anything wrong or had any improper contact with the governor about the Senate seat. But questions lingered about Emanuel and reports that he had presented a list of names to the governor for the seat.

But Obama supporters cautioned that, even if he did, there was nothing wrong with that if there were no payoffs.

There was "no harm in Obama's staff speaking with Blagojevich and expressing a preference for the appointment as long as they didn't offer anything in return," said Thomas Mann, a presidential scholar at the Brookings Institution.

Republican Party officials, however, were stepping up their attacks on the scandal -- perhaps a sign of things to come when the Obama regime takes over next month.

"The serious nature of the crimes listed by federal prosecutors raises questions about the interaction with Gov. Blagojevich, President-elect Obama and other high-ranking officials who will be working for the future president," said House Republican whip Eric Cantor of Virginia.

Still, while political analyst Duffy thinks the Blagojevich scandal "is pretty darn serious" for the Democrats, "I'm not sure this is serious for Obama; in fact, it's probably not serious at all."

More shoes will surely drop before this investigation is over. But the Republicans are going to keep pounding the Democrats on this one to make sure that they -- and the Senate nominee they pick -- will have little chance of retaining Obama's seat.

"The Republicans could have a chance to take this seat," Duffy said. "I think a special election would give them the chance to do that with a credible candidate."

Democrats being tainted by corruption, really. We have to go back to the 1934 election. Haven't you heard of "Landslide Lyndon". Or the 1960 presidential election, when Nixon said, and I quote "JFK stole the election fair and square". The only reason that the democrats haven't been thrown in jail, is that they are under the protection of the liberal press. If and when we get a trully "free press", is when we will trully have a fair and honest government.

2 years ago the dims told america that if they gained control of congress they would work to do the peoples business. They would spend the first 100 days working full time and pass all this great legislation. They would drain the swamp of corruption

The results, congress became a part tiem job with work weeks of three days or less when they were in session.

Pork spending increased and the red nazi overlooked all dims involved in corruption. Jefferson and rangel continue to walk free.

They passed a watered down minimum wage bill and renamed some govt buildings.

Their dim pal, sec of the treasury paulson pulled the $700 billion bailout figure out of his pocket and the dims added another $170 billion in sweeteners to the bill the dim congress passed.

Suddenly the dims cry and outrage concerning the federal budget was of no importance.

Democrats did talk about the "Culture of Corruption" for republicans, and if democrats are equally corrupt, then they deserve the same label.

But there's just no way in hell that the Democrats could ever be as corrupt as the Bush administration (Bush, Cheney, Gonzalez, Rumsfeld, et al.). This was far and away the most corrupt administration in history (not to mention the most incompetent and immoral).

Well said. Term limits is probably the best way to combat the corruption among our Washington pols, although some say that it might place more power into the hands of bureaucrats and lobbyists.

Of course, those people already have most of the power anyway, and the only office where all of the nation's voters have a say (President) is limited to eight years. I remember when the GOP controlled the House, their first impulse was to propose the term limits and limit the terms of thier committee chairs, but power tends to corrupt, and the move never got off the ground. Of course, they also gave Clinton the line-item veto...which explains the "surplus" during his tenure...no other President had that in his employ.

Would someone please explain to me the ethical difference between "pay to play" and accepting large campaign donations from Drug Company Lobbyists and then voting to prevent Medicare from negotiating lower prices for drugs from those same drug companies.
As a result I notice that Medicare Beneficiaries will pay more and get less next year under the Medicare drug program.
In my opinion Blagojevitch is no more corrupt, just more inept.

If we didn't pay, then who would want the job? Especially how the media beats on them? I say we pay them "better" and make a law they can NOT receive any other source of income during their term. The way i see it either way we end up paying -- corruption (as the mess we are in now)or a decent salary? I'll pay the salary.

Now ... If we enacted this plan then what would be the point of lobbyists? They can lobby all they want, the politician in question wouldn't be allowed to take money, bribes, or kick-backs. And if they did take it or it was proven they had a deal - they'd be BOOTED out of office and the next in line takes their place. (Assuming we have a succession of order like this)

Two terms can be a tad short - especially during war that's why I said 12 years for Congress, but hey 8 years could possibly work. But i think we'd need a method in place that allows the new congressman coming in before the sitting congressman's term limit is up, so the new congressman can take the reins fully informed.




It's been over two days
since the Electoral College started working on the results of the election, and the members haven't announced, "Halleluia, It's the Obamessiah". Do you think they might be looking at answering the questions about Obama's citizenship before starting the vote count?

As for Rangel, Spitzer, etc., yeah, they were stupid. Time for research not rhetoric
If Republicans have any "hope" of using this scandalous un-scandal (according to the press) to their advantage, they need to get the facts, meticulously document them and develop an airtight case to present to the American people as to the moral abyss that is the Democratic Party.

Promoting "news stories" as a means of getting out the message will almost certainly be dismissed out of hand. This is not time for Schadenfreude and "see, they do it too," it is time for leadership, action and results.

Those are your marching orders Republicans, step up or step out.

Good point. Corruption is no stranger to either party but I think you hit it on the head. For the most part Republicans will admit the wrongdoing and hold responsible and punish the guilty parties. By contrast the Democrats will deny, try to confuse the issue, claim "you did it first", and otherwise use every excuse and tactic in the book to avoid responsibility.

Possibly Obama did nothing wrong in all this except know the wrong people. Rahm Emanuel I don't know about. He even looks like a movie caricature of a Mafia hood and has the reputation to match. I suppose the point of all this is when does consulting between Obama's people and Blagojevich or his people cross the line ethically and/or legally? Did any money or favors change hands?

Democrats (Jefferson, Spitzer, Clinton, Emanuel, Blago, etc. etc.) have far surpassed the GOP in influence-peddling and corruption, but unlike your side, Republican leaders shun their black sheep or othewise hold their own accountable while your pals embrace their grafters while attempting to personally destroy anyone who desires to hold them accountable. Most politicians try to keep their financial backers out of trouble until after the election. But Rezko, is already indicted by a federal grand jury. And now his trial has begun in a Chicago federal court.


Rezko, along with Ali Ata and Abdelhamid Chaib, face federal grand jury charges presented in October 2006 by U.S. Attorney for Northern Illinois Patrick Fitzgerald.

Auchi's General Mediterranean Holdings also has connections to the new Iraq-connections which lead right back to Tony Rezko. Auchi's company helped finance a 250 megawatt power plant in the Kurdish town of Chamchamal, Iraq, teaming up with Rezko and Iraq's former Minister of Electricity, Aiham Alsamarrae. Alsamarrae, a Chicago resident with dual US-Iraqi citizenship is accused of graft involving Iraq reconstruction projects-an embarrassing connection for the war critic Obama.


Returning in 2003 to post-Saddam Iraq, Alsamarrae had been made Minister of Electricity under the occupation government of Paul Bremer. Alsamarrae escaped in what he called "the Chicago way" from the Green Zone in December, 2006 after being held for four months in relation to a $2 billion Iraqi reconstruction corruption case. He is now living in his Chicago mansion.


Writing in Human Events, March 3, 2008, John Batchelor reports on an Alsammarae-Obama-Rezko connection:


"...in April 2005, one month before Mr. Alsammarae left his post, his Ministry of Electricity signed a contract for $50 million with Companion Security to provide training to Iraqis to guard electrical plants by flying them to Illinois for classes.

"Companion Security was headed by a former Chicago policeman with a troubled history, Daniel T. Frawley, in partnership with Mr. Rezko and in association with Daniel Mahru, the lawyer for the original contract and Mr. Rezko's former business partner. In April 2006, Mr. Frawley entered negotiations with Governor Rod Blagojevich's staff to lease a military facility in Illinois to be a training camp. In August 2006, Mr. Frawley started negotiations with Mr. Obama's U.S. Senate staff to complete the contract....

Rezko, a political insider and fundraiser, was indicted in October on charges of trying to extort campaign donations and kickbacks from firms seeking state business. Rezko has pleaded not guilty.

"I am the first one to acknowledge that it was a boneheaded move for me to purchase this 10-foot strip from Rezko, given that he was already under a cloud of concern," Obama said. 1995
Rezko contributes to Obama's campaign for the Illinois State Senate (Obama said it was his "best guesstimate" that Rezko raised $10,000 to $15,000 for this race); this is Rezko's first contribution to Obama. Rezko raised more than $250,000 for Obama's state and federal campaigns over the span of the following nine years ($20,000 of that was from Rezko himself). Obama estimates that Rezko raised between $50,000 and $75,000 in his run for the House against U.S. Rep. Bobby Rush and approximately $160,000 in his U.S. Senate primary. The remainder was for his three state senate campaigns. Obama revised the Rezko campaign contribution figures (up from $150,000 to $250,000) on March 15, 2008 during interviews with The Chicago Tribune and The Chicago Sun-Times.

Sometime before the purchase:
Obama tours "the property with Rezko for 15 to 30 minutes at some point before the purchase. "Obama's friendship with Rezko began with a telephone call.

It was 17 years ago. Obama had just become the first black president of the Harvard Law Review. Newspapers wrote about him. One story caught the eye of David Brint, a vice president of Rezmar, a new company that had become the Daley administration's favored developer of low-income housing.

"I just cold-called him," Brint said in an interview.

Brint said he wanted to know if Obama would come work for Rezmar, developing housing for the poor -- something Obama had expressed interest in, according to the story Brint had read. Brint arranged for Obama to meet Rezko, but Obama didn't take the job.

Obama, who has a law degree from Harvard, subsequently returned to Chicago to lead a voter-registration drive in 1992.

The next year, Obama joined Davis Miner Barnhill & Galland, a 12-lawyer firm that specialized in helping develop low-income housing. The firm's top partner, Allison S. Davis, was, and is, a member of the Chicago Plan Commission, appointed by Mayor Daley. Davis was also a friend of Rezko. Davis and Rezko would eventually go into business together, developing homes.

Another firm partner, Judson Miner, ran the city Law Department under Mayor Harold Washington, one of Obama's political idols.

Asked what Rezko cases Obama worked on, Miner told the Sun-Times, "We'll put together a list of the cases he worked on involving Rezko/Rezmar in the next day or two.''

That was March 13. He never provided the information."
