Obama Can't Spend His Way to Prosperity

WASHINGTON -- Most of Barack Obama's economic-stimulus plan is beginning to look like the public-works jobs programs that Franklin D. Roosevelt tried 75 years ago in the Great Depression.

In fact, a number of economists are comparing Obama's job-creation plan to the spending spree FDR launched in 1933. What isn't mentioned, and doesn't get reported, is that those federal public-works jobs programs -- while providing some temporary jobs and income -- failed to effectively reduce unemployment in the private sector or to jump-start the economy for most of that decade.

Of course, raising taxes didn't help either, and Obama until now has been proposing to repeat FDR's mistake on that, too -- a course of action that economists have told him would be the worst thing he could do in a recession. But this week, he seemed to be shifting away from that idea -- abandoning another one of his major campaign pledges.

David Axelrod, Obama's political strategist, said on "This Week" Sunday that the president-elect was warming to the idea of letting the Bush tax cuts for the top two tax brackets expire in Dec. 31, 2010 -- nearly two years into his administration. Notably, he will retain all of the other Bush tax cuts.

Last month's jobless rate was 6.5 percent and will likely shoot up this month and next to nearly 7 percent or more. But a cursory examination of Obama's proposals to create government-financed jobs suggests that he isn't going to be any more successful than FDR was in his attempt to spend his way into prosperity.

Last weekend, Obama said he asked his economic advisers to come up with a plan to "create" 2.5 million jobs, which his advisers later said was really a plan to "create and preserve" 2.5 million jobs. That's more than a difference in semantics; it's a difference in expectations.

Democrats are now talking about $500 billion, or possibly $700 billion, in new spending to move a massive $14 trillion economy out of recession.

Obama's plan calls for giving the states hundreds of billions of dollars to rebuild crumbling roads and bridges and run-down schools and other infrastructure projects. Some of the money would be poured into long-term environmental projects such as solar-power industries, wind farms and other biofuels technologies, plus funding to design more fuel-efficient cars.

But it will take many months, at best, before these public-works projects are up and running and in some cases years before the clean technology is economically viable to stand on its own and create many jobs. When the funds run out, what happens to those jobs? They stop.

Public-works projects are notoriously ineffective in boosting the private economy because of their long lead time. By the time they get under way, the recession has usually run its course and is about over. Jason Furman, Obama's economic adviser, said as much earlier this year.

The rest of Obama's plan is all about helping those hardest hit by the recession: extending unemployment benefits and increasing food-stamp and Medicare funding. All no doubt worthwhile to help our most vulnerable citizens through the economy's rough patch, but it wouldn't create a single job.

As for Obama's tax credits for low- to middle-income Americans, he plans to include some portion of them in his recovery package in January, but the question that his advisers are wrestling over is how to pay for it.

He will take office facing a $600 billion deficit in January that's expected to mushroom to nearly $1 trillion by year's end. And that's not counting his big spending proposals, which could push the total deficit to nearly $2 trillion (when falling tax revenues as a result of a deeper recession are factored in).

But it's an open question how much his refundable tax credits (which will be dispersed in Treasury checks to low- to middle-income people who owe no taxes) will help boost economic growth. We found out with the $168 billion stimulus tax-rebate package earlier this year that a lot of that money ended up being saved or spent to pay bills -- not for new spending.

What's missing from Obama's plan is a reduction in the federal personal and corporate income tax rates to encourage work, investment, savings and business expansion.

There are a lot of excellent ideas floating around. Economic strategist Cesar Conda, a highly regarded GOP adviser, proposes cutting middle-income tax rates from 25 percent to 15 percent, "which means most people would pay a flat 15 percent tax."

Economist J.D. Foster over at the Heritage Foundation proposes that we enact a zero capital-gains tax for investors in start-up companies that would accelerate new business formation and the hiring that follows.

Stimulus bills are based on the mistaken idea that Congress can pump new money into the economy and thus increase demand and eventually production. But "every dollar Congress 'injects' into the economy must first be taxed or borrowed out of the economy. No new spending power is created," says Heritage budget analyst Brian Riedl.

That's a lesson that the Obama Democrats are going to learn the hard way.

I'm no scholar,
I would say that I do know more about the constitution than most people I know, but that's because their knowledge is pitiful. Does anyone know exactly how things would go if Obama is required to show proof of citizenship, and he can't? Who gets sworn in in January? Who's the VP? I don't believe this has ever happened before, and I'm embarrassed for the country that this charlatan has taken us for such a ride.

"When the funds run out, what happens to those jobs? They stop." That exact problem is what strikes me as being incredibly odd. There is no money in our treasury. How are we going to provide jobs? How much can we spend out of thin air? I feel overwhelming sadness when I think about descending into deeper debt and spinning further out of control under this illuminati administration. It seems like our country will never be put to rights, pay off debts and operate from a place of fiscal health.

Reduce corporate taxes? Why do corporations pay taxes at all? A corporation is just a collection of individuals who are already taxed, but beyond that what would be the rationale for a corporation to be taxed? A proper government should be a servant of the people. A voluntarily paid for servant. With no more power or "rights" than any individual within said government.

Yes, democrats will learn a lesson the hard way.....So will Republicans... we all will.

If you want to see the economy grow-

First- retie paper money to something of value, maybe gold but for sure something not easily duplicated.

Second- Stop taxing peoples income. Yes there is a purpose for government. People should pay for it voluntarily. Tax consumption. No tax exemptions.

Third- hand in hand with bullet two stop taxing collectives of any kind, corporations, families etc. Also there should be no tax-exempt status- do you hear me "Churches"!!

So few get it! What's so bad about a dictatorship... 100% employment, no crime... Oh yeah I forgot no freedom either. Ah who needs it.

Habib misses the point
Republicans need to be part of gov't to keep the geniuses like FDR from putting in idiotic policies.

Barack Obama's economic vision based on government being the controling force of the economy is doomed to fail. Obama's too stubborn and beholden to liberal ideals to allow the market to act freely.

As long as Democrats and liberals believe that people are inherently untrustworthy with their own money, and that businesses are evil, and the government is everyone's Nanny, our country will not reach its' potential.

Panic
Democrats have been trying to create panic for 7 years and now thanks to the housing bubble, they have succeeded. The only thing that prevented a similar panic when the tech bubble burst was that Clinton was in office.

Now they have several years or more to push through their programs and convince everyone they are actually working. I imagine it will be a hard sell in the midst of a depression, but they will have a complicit media to assist them with their propaganda.

As to Republicans, we have been running scared for at least 4 of the last 7 years. Instead of, for example, insisting on reform of Fannie and Freddie, we have competed mainly in trying to out pander the Democrats.

I have believed that McCain was more likely to find an effective response to the current economic problems but I had my doubts. Certainly, I can't fault anyone who decided to take a chance on Obama. Considering the response of the Bush administration to date, I wonder if Obama will be significantly worse.

I suggest the only strategy for Republicans right now is to get as complete a picture as possible of what has gone wrong, compile legislative corrections if necessary and promote courses of action that will 1) allow the markets to self-correct and 2) avoid making things worse.

I believe that it will take all of the next two years to come up with something sensible, maybe longer. In the meantime, Obama has the rope, I expect he will hang himself. Hopefully, the country will survive.

For all the fuss about failed Bush policies - Obama became a millionaire during Bush's error. If it worked for him, it can work for other americans. First, he got a job peddling race baiting issues in the name of civil rights and got paid by govt. This federal-based job as a community organizer made it impossible for he and Michelle to pay their student loans. Then he got an idea to ask Wright to write his books. Viola! Freemarkets made his book a success, he earned a profit, he paid 'fair' taxes and as a result paid up his loans, bought a nice house and got to further his career from community orgnizer to senator to president-select. Politician, not leader
Remember there was an economic slowdown at the end of Bush 41's term. It began to turn around and then Clinton took office. Within weeks of taking office, Clinton said his economic plans (which hadn't even been enacted) were working!

Obama will do the same. He will enact programs that probably won't help. When the economy turns the corner (despite his efforts, not because of them) he will take credit.

It's all about spin.

Non-productive Labor
Government CAN in fact create jobs, however those jobs are non-productive in that they cannot pay their own way. Government does not make money, government spends money and the people it employs rely upon the government's authority to tax profits from productive society for their paychecks. There is nothing underhanded about that, it's just a fact, and some government is a necessary evil. However, jobs created by the govrnment have a tendency to be under the ageis of powerful and activist public employee unions so that when the tax revenues begin to dry up, politicians, dependent upon those who serve them as employees for creating conditions favorable for their re-election, cut back on things that government actually does well but which have no loud public advocacy.

You young children who fell into the "hope and change" mantra are no diferent from those of us who fell under the spell of John F. Kennedy, and your idealism is an expected corollary of your age and joie de vivre. Don't be too tough on your Messiah when he starts having to cut back on virtually every promise of change you bought into. Reality has a way of doing that, and his election did not usher in a sea change in how the affairs of government are handled.

has ever managed to tax/spend itself into prosperity. Who can say with a straight face that Sweden contributes significantly to world economics? I can't afford a Volvo, and I don't see people of all kinds breaking six legs to live there rather than here.

Yet the Democrats in their conceit and utter disregard for the reality of history and human nature think they'll be the ones who will finally get it right. Their leader is the Anointed One, after all.

Thank goodness Santa's bringing me a pistol to go along with my religion this Christmas. I'm going to need something to bitterly cling to!

Why does anyone think that the government can create jobs? The only power the government has is to tax and regulate. They can get out of the way of job creation, but they cannot do anything directly to create jobs. Every government employee, while considered a "job", is a net cost to society and the larger economy, since they produce nothing.

Democrats must not read or know anything about history. We're in for a pretty sorry decade.

Except when it comes to Obama. Everytime he opens his mouth, it gets more and more expensive for the American people. We are in for a four year bumpy ride and I for one am not looking forward to it. Good thing for me that I am bitterly clinging to my guns and my religion.

Simple Solution
Just cut corporate income taxes to zero. That would provide a gigantic boost to the economy--more jobs, lower prices, more exports, etc. All corporate income eventually ends up as individual income or more jobs, and individuals are taxed at higher rates than corporations.

As for "investment" in alternative energy, private interprise will find find the money and the best targets for investment far better than the government.

Obama has the opportunity to be a great president, but seems to be teetering on the edge of being a disaster.
