Immigration Battle Lines Are Drawn

WASHINGTON -- The overly complicated immigration-reform bill has landed in the Senate like a live grenade. One side wants to defuse it and send it safely to the House. The other hopes it will explode, ending what they see as virtual amnesty for illegal aliens.

No other legislative issue, outside of the Iraq war, has enflamed political passions more, and the battle is expected to be a long one, interrupted by the weeklong Memorial Day recess, that will push any votes into June at the earliest -- if it survives.

With so many opponents aligned against its many provisions, it is hard to see this bill going anywhere in a narrowly divided Congress.

Businesses oppose the bill's crack down on employers who hire illegal workers and the costly requirements to verify the legal status of every worker. Anti-immigration activists oppose the idea of granting legal status, let alone citizenship, to illegal migrants. Pro-immigration activists complain that the fines, temporary-worker periods and requirements to return to their country every two years is onerous and impractical.

At 1,000-plus pages, the bill is a bureaucratic Rube Goldberg contraption of legislative provisions taped together by a bipartisan bunch of senators led by Democrat Ted Kennedy. A rule of thumb in such bills is to multiply the number of regulations needed to carry them out by a force of 10. If it's true in this case, then the results become nearly impenetrable.

There are, of course, things in the bill that each group can like, and does like. Immigration critics agree with its beefed-up border-enforcement provisions. The business and agriculture communities support a temporary-worker system enforced by counterfeit-proof identification cards. But there are also many hoops, hurdles and penalties in it that both sides say are deal breakers. With an army of battle-hardened opponents aligned against it, the bill is about to be fed into the legislative meat grinder, where it faces an uncertain fate.

Ominously, Speaker Nancy Pelosi says the bill that will be produced by the House would be very different from the one now being debated in the Senate -- setting up another stalemate scenario when neither house could agree on a compromise. But one thing has struck me about the immigration debate that I have found difficult to reconcile with reality: the unquestioning belief by conservatives, who are usually skeptical about the effectiveness of most government-run programs, that this time the bureaucrats can solve our border problem.

They have voted for a 700-mile fence, about half of which has been erected, along a 2,000-mile border. It sounds like a good idea, and it has been effective along urban areas of the border. But you get one guess where the illegals will cross in the future.

New Mexico Gov. Bill Richardson, who lived in Mexico in his younger years, said this week, "If you build a 10-foot fence, someone will use an 11-foot ladder." Americans are justifiably skeptical about political promises, and this is no exception. Understandably, voters have low expectations of just how much our lawmakers can do, reflected in the latest Gallup Poll that gives this Democratic-run Congress a failing 29 percent approval score on its dismal record thus far.

President Bush came into office proposing a fairly simple proposition: that one way to alleviate the illegal-alien surge is to implement a system where a specific number of documented temporary workers can legally take available jobs -- especially in the agricultural fields -- and return to their country when they wanted.

The former U.S. chief of the border patrol earlier this year said the problem of illegal aliens can never be solved without some kind of legal temporary-worker program.

There are polls showing a majority of Americans supported that idea, but it wasn't as simple as it sounds. Democrats wanted to provide a path to citizenship for the 12 million to 20 million illegals who remain here, and many Americans feared that number would climb higher under any temporary-worker system. The result was a widening political division on the issue, worsened by the usual congressional proclivity to add hundreds of special-interest items to a bill that is now in danger of sinking under its own weight.

Legislative battles can be very unpredictable things, and anyone who tries to foretell their outcome does so at his own peril. No one would have given any odds on the president's Medicare prescription-drug bill passing, but it did by a narrow margin.

Still, it is hard to see Congress agreeing to any immigration-reform plan at this stage of the 2007-2008 presidential-election cycle during the last two years of the Bush presidency.

Ironically, despite conservative opposition to giving illegal aliens a path to citizenship, they would remain in the shadows of our vast economy as they have before -- granting them the ultimate amnesty.

Sorry pal, we're not buying it. The flood will not stop because the get tough measures will be enforced for a week... tops. Then it's back to business as usual, more coming in, 12 million legalized, etc. etc. etc.

I don't have to go over the nightmare scenes because everyone reading this knows how this movie ends.

Let them stay in the shadows. Better yet, let's deport them! First of all, just because you can't capture every lawbreaker doesn't mean you simply give them all amnesty. How about murderers and robbers? We don't get all of them, either.

As to rounding up the ones we can: Every time they show up at the emergency room, put 'em on a bus back south. Kids in school? Bus 'em south. They're grouping together for another of their street demonstrations? ICE rounds 'em up and puts 'em on the bus south. Raids like the one in Arkansas. No more "catch and release". Enforce the 1986 law and give their employers jail time. Stopped for a traffic violation, jail and deport 'em. This is the only law on the books that isn't enforced when you're stopped for a ticket; see what happens if you have an outstanding warrant. Check the status of all the day workers hanging around the hardware store.

Pretty soon, you'll have rounded up a LOT of them, and made the environment so hostile they'll start self-deporting.

Further, as to the "need" for "guest workers": I was watching a "Modern Marvels" episode the other day on the History Channel, and the topic was harvesting automation.

What was very interesting to me is that as labor costs increased, automating the harvesting process became ever-more the viable economic option. Almost any crop can be mechanically harvested, but there's the initial cost to the farmer of buying the harvesters, which they avoid doing until forced by economics.

The conclusion I drew was that we'll never see the apocryphal "$5 head of lettuce". If the illegals aren't available for picking the lettuce, either other cheap labor, i.e. unskilled Americans, will step in at a higher wage, or the farmers will simply switch to harvesting machines.

This is all BS. Just like the 1986 Simpson-Mazzoli, no matter what passes -- and hopefully it won't -- the only thing we'll actually end up with is the AMNESTY part.

Immigration vs Ilegal Immigration
Anyone who refers to the problem we face as an "immigration problem" instead of an "illegal immigration problem" is being disingenuous and guilty of propagandizing, MR LAMBRO!

Calling illegals undocumented immigrants is the same as calling drug dealers "undocumented pharmacists". They are both criminals and our government needs to enforce the laws they have already passed! We don't need new ones.

This pending travesty legislation is SO EGREGIOUS that Rasmussen says it is equally disliked among Dems, Republicans, and Independents... what does that say prima facie?!?!

Rasmussen's latest poll also notes that 72% of all respondents think that REAL border security/enforcement MUST COME FIRST... only 30% have any material concern about naturalizing ILLEGALS. Consider these recent Rasmussen polls:

my views:
Supporting ILLEGAL aliens will be the death knell for Republicans! There is so much disinformation being perpetrated by apologists for ILLEGALS that the xxxx is getting piled higher and deeper! When ILLEGALS are allowed to vote, they will break at LEAST 9:1 for the left-- for big entitlement government. The fear of a backlash among native-born latino voters is misdirected-- about half of them in Az. recently approved tough new anti-ILLEGAL alien referenda issues in the state most immediately burdened by them.

We are probably at a watershed point as a nation regardless of whether this travesty legislation passes in some form. Americans must decide whether they will demand that the national pols think beyond the tunnel-vision, selfish goals of the monied special interests --> miscreant employers; the anti-America PC "elites" including the MM, the globalists, and the open borders/NAU/free trade ilk; the scandal-plagued Catholic church leaders seeking replacement contributors; self-serving pols groveling to the imagined latino interests; the ethnocentric latino groups like La Raza and LULAC.

Why Now?
My first question with regard to this Amnesty Redux bill is this: Why now, when it was such a debacle less than a year ago? It occurs to me that the Dems have discovered the Republicans' weak spot and are using it to destroy them. The lack of seriousness on the illegal alien issue is amply demonstrated by the unsavory urgency with which both sides are attempting to rocket the compromise bill through Congress, and the indiscriminate name-calling of anyone who expresses any form of skepticism regarding either the compromise bill. Compared to this, the legislative histories of the so-called anti-immigration bills of the 1920's look like models of congressional deliberation. Just the way this bill is being handled tells both myself and the world that the bill stinks, and all the name-calling in the world cannot hide this fact.

Be afraid-- be VERY AFRAID! Congress, pushed relentlessly by the Conpiracy Of Evil, is poised to create a path to Scamnesty for 12-20 million ILLEGAL aliens. ILLEGALS are too often both poor and undereducated-- a formula for socio-economic DISASTER if they are allowed to naturalize. We are simply allowing corrupt Mexico to dump its welfare problems on America. ILLEGALS drive down wages, and they ARE taking good jobs-- America does not save at all! A relative few hoteliers, contractors, meat processors, and other law-breaking employers milk them for lesser wages, then the TAXPAYERS GET STUCK with the crimes, barrio blight, drugs, gangs, sullied schools, ethnocentricity, and welfare costs. Bilingual education is a scam and an abysmal failure. ILLEGALS are at least 3x as likely as legal residents to be incarcerated for serious crimes:

2) We should respect their "rights" and put those who have a job on a path to citizenship and require the payment of back taxes, learning English, and paying a $2,000 fine. They have a right to come here because "our immigration system is broken."

HOGWASH! We owe them NOTHING! NO THING! It is NOT our immigration system which is broken-- it is the nonfeasance of the national pols to enforce existing laws which has precipitated this crisis. We need to require a tamper-proof I.D. card ASAP for ANY non-citizen to function here period-- to work, get a license, attend school, rent an apt., pass go, etc. They will not really build the wall or otherwise crack down on employers-- the I.D. card radiates the cancer at its starting point. Make ILLEGALS repatriate to apply for it, then vet them thoroughly to see who might come back on an INTERIM basis to work.

There should be NO CONNECTION WHATSOEVER between having been here ILLEGALLY and later gaining citizenship. Token fines and back taxes are a farce! Some would charge them a $2,000 fee when their ANNUAL cost to taxpayers (per Heritage) will be $22k just in net govt. services used alone for a family headed by an uneducated, poor ILLEGAL?!?!

Why is this such a vexing problem? Because different powerful users with ulterior agendas salivate over ILLEGALS --> the PC "elite" left sees poor, malleable voters (40 acres and a mule redux) who will assure big entitlement government for the Big Brother elites to control; miscreant employers see cheap labor that the taxpayers are forced to subsidize; the scandal-plagued Catholic Church sees replacement contributors; self-serving national pols see hispanic votes in key states; the well-heeled like their cheap domestic help-- and THEIR children will not have their private schools ruined by them; finally the latino groups quite simply indubitably seek the Reconquista-- the morphing of America into Mexicomerica.

The US Senate sells out


This is a letter sent to me about the immigration bill that Phil sent out in protest to lawmakers.



As a registered Republican who is also livid at the sell out being orchestrated by the traitors who call themselves representatives of the people. The US legislative branch has been disconnected from the electorate on the issue of illegal aliens and unlawful immigration for years. I had the pleasure of listening to Rep. Dana Rohrabacher on CSPAN last night where he went over the details of S 1348 with a critical eye. He and many like him can see this sell out for what it is. I am curious if the CofC and moneyed interests have influenced your judgment as they have many on the hill. If you spent some time with D.A. King of The Dustin Inman Society, I am sure that you will change your tune. Let's be honest. This is all about cheap labor and money being preferred over the American middle class and to further the integration of the USA with Mexico and Canada. What that happens America will no longer exist. I would hope that you would be able to see that. NAU, SPP, CAFTA, FTAA, LOST, etc. are obviously cogs in the wheel to establish the NWO. There is sufficient information in the public domain by the likes of Robert Pastor and his ilk at the CFR on the CFR web page, to make obvious to whomever wants to learn, our national sovereignty is being threatened and S 1348, if passed, would create a third world banana republic where the United States of America used to be. Wake up sir.

Not as long as Bush is President*

We should not undertake any immigration reform until after another Presidential election. This President has shown his loyalties are not to American citizens on this issue. Personally, I believe we need Comprehensive Immigration Enforcement, not reform. We have the laws, what we don't have is any enforcement. Without enforcement, laws are meaningless.

This new package will be no different than 1986. The borders could have and should have been secured September 12, 2001. But that would have disrupted the cheap labor express and the RNC could not disappoint its contributors. So the problem has doubled as enforcement went from inadequate under Clinton to nonexistent under Bush. Now they will try to jam another amnesty down our throats. The question remains, will we let them?

*(update)We should not undertake any immigration reform until Ted Kennedy is gone. He is largely responsible for the 1965 legislation that led to the 1986 amnesty that led to this years amnesty. Before 1965 we allowed approx. 250,000 people in legally each year. He told us we would not have a million each year, we do. Legally. We also have a million a year coming in illegally which was supposed to have been fixed by the one time only amnesty of 1986. Author: Ted Kennedy. Ted Kennedy has inserted provisions into this bill which would make it impossible to deport anyone, even those who already have deportation orders. He has fixed it so we will get to pay for the lawyers for the illegals to contest their cases. As far as any enforcement goes we are just supposed to believe them that this time they really, really mean it.

Anarchy reigns supreme
I agree with the previous post. Illegal colonist win, and we lose. We lose because the office of the presidency, congress, and law enforcement are an ineffective, worthless waste of tax payer's money.

Let's see...under the new amnesty propsition, business people will now be responsible for finding and reporting illegal colonist. Yet our elected congressmen only offer lip service to deporting the illegals, and refuse to see to it that the rule of law is enforced. Then they tie the business people's hands and tell them not to report any illegal colonist. Sigh... what idiots we have representing us on both sides of the isle.

A Solution to the political will problem
If your Congressman or Senator votes for this bill, vote against them at the next election. Make sure they know why you are voting against them. Campaign for their opponent. Do what you have to to get their attention, and smile sweetly during their concession speech. I think it would only take one election cycle, maybe 2 to fix this problem.

The problem with the illegal foreigners in my country will not be solved by this rush to legislate. The democratics did not solve anything in 1965 or 1986. There were rotted-out promises made to which some of us who have been around since before Eisenhower have almost become desensitized.

Can you name one issue the democratics have settled without substantial, adverse, unintended consequences? In the September 10, 1997 issue of “The New York Times,” John Kenneth Galbraith declared with his usual air of superior finality that the democratics should not be held responsible for all the unintended consequences resulting from previous legislation passed by the democratics with good intentions. He declared the actions taken were simply in response to unavoidable social upheavals. His bigotry prevented him from linking legislation and subsequent social upheaval.

Have you ever noticed all those Mexican flags hoisted above upside down United States of America flags during those demonstrations in Los Angeles? That’s no emotional accident. If you don’t know what “irredentism” means, stop and look it up, now. It is no secret in Mexico there is an active movement to reclaim the American Southwest for Mexico. Before his death, James A Michner predicted the American Southwest would revert to Mexico during a current lifetime.

This problem deserves a thorough, public debate. Scheduling the congressional vote next year would cost little. And the border fence could be put in place, first.

If your employment contract is up for renewal, it will be a good time for interaction with your constituents.

Lambro does a good job of laying out how the various sides are responding to the bill, and why it is not likely, alhtough not impossible, that the bill will be passed.

It does not seem to undercut his column that the general response has not been objecting to its accuracy, but rather offense at the fact that he lays out the facts calmly rather than self-righteously attacking the evil illegal aliens.

Are you a mole planted by Ted Kennedy to destroy any salient argument against S.1348 with hate filled phrases like "foreign contaminants"? I think we may share many of the same goals, but you make it difficult for many of us to join with you. Being accused of mean-spiritedness and being mean are not the same thing; please try to argue points (as you do elsewhere) in ways that cannot be so easily quoted to tarnish us all and discredit the overall cause.

A Simple, Straightforward Solution
The one surefire way to solve the Mexican Invader problem is this (it's a three-parter):

1) Advise ALL employers that knowingly employing an illegal alien will result in confiscation of all business assets and a mandatory 10-year prison term at hard labor.

2) Bring the troops home from Germany, Japan and South Korea.

Post them along the Mexican (and Canadian) borders, with plenty of equipment, vehicles and weaponry.

Place signs (in Spanish/French/Arabic, if necessary) facing south along the Mexican and north along the Canadian borders that say the following:

UNITED STATES BORDER

DO NOT CROSS EXCEPT AT DESIGNATED CHECKPOINTS.
BORDER PATROLS ARE ARMED AND WILL SHOOT TO KILL.

THOSE TRYING TO CROSS AWAY FROM DESIGNATED CHECKPOINTS OR WITHOUT COMPLETE AND PROPER DOCUMENTATION WILL BE SHOT WITHOUT WARNING.

THIS MEANS YOU.

3) Give a bounty (an expenses-paid weekend in Vegas sounds about right) to the Border Guard with the highest monthly confirmed-kill rate.

........and watch the problem solve itself.

When a housefly gets into my glass of beer, it is a contaminant. It is uninvited, there without permission, and looking for a free meal. It has been calculated the transfer payments to which the flies and their swarms will be entitled, thanks to our liberal courts, will far exceed their “contributions,” quoting George Stephanopoulos, to fund the expanded welfare system required.

Additionally, why should I believe our currently elected politicians who want to make a new law when few have advocated enforcement of the 1986 law. Finally, I believe few of these contaminants will want to become Americans. It reminds me of the old sexist one-liner; “Why buy the cow when the milk is free?”

Immigration
The insistence of the government and Senate Republicans on legalizing Mexican peasants again this year, after the last year fiasco, is telling. Why do Republican Party leaders, including the President, ignore the obvious? There must be very serious reason(s). They know perfectly well that these peasants wont bring us new scientific discoveries or new technology, they are just low-paid workers in meat packing industry. Why, then, senator Lindsey Graham defends this reform with hysterical screams and threatening promises to shut up all American bigots opposing this deal? He meant us, law abiding taxpayers and Republican Party loyal supporters; by the way, paying his salary. How dare this miserable son of a b***h even open his mouth in the presence of decent people?
So what's in it for him? For Bush? The French say "Look for a woman." In America, it must be power and money, not necessary in that order. So the Democrats accept the war budget and Republicans support the Immigration Bill. How nice! Their cooperation bring tears to my eyes. And it worms my heart when the Republican Party General Chairman Mel Martines (appointed there for one purpose only) said he cannot wait to start assimilating new Americans. He sounds rather like the Salvation Army zealot, doesn't he? It's so simple that a caveman can see through it. I guess, friends, that's what our leaders think of us -- the degenerate masses only needed to pay dues and periodically send donations to the Party. But most of all our leaders like conventions, with all its hoopla and cheers for the Party Greats. Just like Mao and Stalin in the large "people's Halls" or Castro and Chaves at a million men (state sponsored) rallies. Unfortunately, there are no people left who lived under Fascism to testify but there are plenty of us who lived under Communism. The History repeats itself because people never learn; how sad!
Some revolutionary in the 19th or early 20th century said that the weapon of the proletariat is the paving stone. Two centuries later it is still a paving stone -- so much for the evolution. But most effective weapon of all is the Party purse. Stop contributing; leave the sinking Republican Party. Who needs Republicans when we have Democrats?
Get voter registration form and reregister as Independent, ASAP. Stand against the evil to the end, like our fathers and grandfathers stood on the beaches of Normandy, on the Volga riverbank at Stalingrad, in Warsaw ghetto, at Monte Cassino, at the Bulge and Iwo Jima. Defeat = extinction, no alternative!

Enforce laws!
While I CANNOT speak for anyone else, as a LEGAL immigrant, I RESENT the notion that people like me who oppose amnesty are anti-immigrant. I am simply anti-ILLEGAL immigration. If we are NOT going to enforce our immigration laws, then let's make it fair: let's remove the laws from the books and inform the world that EVERYONE is welcomed -- NOT just those from countries that border the USA, which geographical location make it EASIER for them to swim or trek to here!

We are already sold, although I won't stop calling.
Who has any information regarding the business leaders of this wonderful bill. I think boycotting their products would probably work better. Follow the money and votes, that's where the answer lies. The people buying off Republican Senators and Congreeman is the answer. Imus off the air in a week.
The middle class is being sold out, not just conservatives, so it is a much broader problem. The biggest payer of taxes in America have basically been left out of the dance. Boycotting is the only answer they will undrstand.

If this bill is passed, I will now become anti- big business and for control of CEO's pay. I'm not going to be alone get screwed by the Governmnent. Socialism will be coming, and I want the bastards who paid for it to pay by being taxed to the hilt. Pray for a miracle.

"A little learning is a dangerous thing" wrote Pope. If you will get the facts about the Duncan Hunter Security Fence Law, signed by Bush last October, you will find that it was to be 854 miles long. It is to extend across the southern borders of Arizona, New Mexico and Texas. It is modelled on the highly effective fence Duncan Hunter engendered some years ago between San Diego and Tijuana. Bill Richardson, the anchor baby, is supercilious in his remark that a ten-foot fence can be overcome by an eleven-foot ladder. Representative Hunter consulted with specialists before writing the legislation for the San Diego-Tijuana fence. It is a double fence. Between the two fences is a corridor for constant movement of patrols. It cut smuggling and crime in the San Diego area by a huge per centpercentage. I may be incorrect in my understanding, but am generally right in the basics. So don't take my word, but get in touch with the Congressman's Washington office for more specific details. Also, there are humane aspects to the restrictive efforts which have saved lives of illegals over the years. Mr. Hunter is thoroughgoing in all he does. He is not a "Sound Byte" chatterbox. He explains things in nuanced, understandable words. Of all those who oppose unlawful invasion and non-enforcement of Immigration Law, he has labored to correct these problems since before they began and ever since. He opposed the Simpson-Mazzoli bill in 1986, pointing out before the fact just what deleterious consequences would ensue.

Another fact (OK, opinion) the passage of any legislation at this time will destroy our faith we may still hold in the rule of Law being enforced in this nation. The present debate on the Immigration Reform, so-called shoulod be tabled until after January 20, 2009. In the meantime, current immigration law should be enforced. Reform after a year and-a-half of enforcement should be surprisingly less trouble.

Do columnists, as a rule, research the subjects they discuss? Mr. Lambro makes one wonder.
