To understand the central dynamic behind Obama's unorthodox selection of Hillary Clinton as his secretary of state, one must look abroad to parliamentary political systems where the most powerful opposition figure routinely becomes prime minister when his party wins a majority, while the second most potent politician is usually named the foreign minister.

That's the model. Obama's selection of Hillary is by no means the act of a president tapping his favorite to hold the top portfolio in his administration. Instead, it is the appointment by the leader of the majority party -- trying to hold it together behind his leadership -- offering due deference to the woman he narrowly defeated.

Barack Obama realizes that it is Hillary's and Bill's Democratic Party he now leads. He is the new guy in town. So he has paid obeisance to the Clintons' power by naming their loyalists to his Cabinet and their pretender to the presidency to head the State Department.

The problem is that he cannot expect Hillary to offer the proper quotient of gratitude for an appointment that she likely feels she has at least earned and perhaps compelled by her success in winning votes in her party's primaries. She serves not as an adviser, but as a principal, taking office as of right rather than through the sufferance of her nominal boss.

By way of his appointment of Hillary, President-elect Obama has set the stage for a civil war within his administration. The rivalry between the State Department and the National Security Council (NSC) has always been sharp. NSC Adviser Henry Kissinger dueled with Secretary of State Bill Rogers. NSC Adviser Zbigniew Brzezinski battled Secretary of State Cyrus Vance. The Bush administration's first term was animated by the rivalry between Secretary of State Colin Powell and Donald Rumsfeld at the Pentagon. The conflicts between these two powerful poles in the foreign policy universe have been epic. But now the push-pull between the White House and the State Department is likely to become particularly inflamed.

As long as Obama is riding high, everything will be fine. But should his ratings falter, can anyone doubt that it will be Hillary Clinton to whom worried Democrats will turn to offer an alternative in 2012?

Lyndon Johnson inherited a Cabinet with his rival, Bobby Kennedy, and got rid of him as soon as he decently could. Obama has imported his rival.

But the designation of Hillary is only one part of a Cabinet Obama has assembled without any reference to the loyalty of its members to his presidency. I doubt that he carried his own Cabinet in the primaries against Hillary. He has appointed the identical government that one would have expected under a President Hillary Clinton. The only difference is that he is president.

What does this administration say about Obama? Does it, at last, offer a real clue as to who he truly is?

I believe that it reveals that he is a man who never really expected to be president and now is rather awed by what he has achieved. Here's a guy who was on a very successful book tour in late 2006 before his success at signings went to his head. As long as he seemed able to draw and dazzle crowds, he figured, why not run for president? Knowing he'd probably lose, he saw no harm in trying. Then, as his candidacy developed more momentum with each speech, he moved closer and closer to the White House. But, on arrival, he doesn't know quite what to do with the power. So he is assembling around him the permanent government of the Democratic Party in the hopes that they will know what to do.

Hillary might do well as secretary of state. She has the toughness and energy that the job requires and the single-minded dedication to achieving a goal that it demands. At last, she need not adopt a phony pose. She has a real job that she has earned on her own. She can show her real strengths of prioritization, skilled advocacy and determination.

But her appointment, and that of her cronies to most of the other top positions in the Obama government, makes it very likely that Obama will be unable to impress his own mark on his presidency. It is not just that he has appointed a "team of rivals." It is that he has hired the coach, quarterback and stars of the rival team and now hopes that they will listen to him rather than to one another.

Hijacked Administration
Either the Clintons have hijacked the Obama Administration or Obama knows he is not presidential material and needs old veterans to hold the fort until he knows the ropes.

Whatever the reason,he has selected several also rans and retreads to do the real work. What will be the 'messiah's job? Why he will supply the 'vision'. He told us so.

It couldn't be that the Clintons are using some dirt dug up by the Clinton War Room to gently ' nudge' Obama in their direction,could it?

Stranger things have happened,when the Clintons are involved.They are not new to the game of dirty politics. They play rough and they have left many victims in their wake to prove it.

What choice does Obama really have? The only Democrats with government experience who aren't ready for the old folks home are from the Clinton administration. Certainly the Carter crew is not going to come back -- not even Ham Jordan!!!

Obama does not have a set of people he has worked with in the past -- he wasn't a governor, only briefly a Senator. His closest advisors may be named Michelle, Billy Ayers, Reverend Wright and Tony Rezko. Not cabinet material.

So, he's sorta stuck. Could not have happened to a nicer guy.

In the movie "The Candidate", when Redford finally wins, he turns to his campaign manager and says "what do we do now?".

Scotch Indian has it right on th' nose...I don't often agree with Dick Morris, but in this case ... I do. For those who wanted Hillary to win it all, this is decent consolation, I suppose. Obama has surprised his leftwing supporters to their chagrin an' frustration... He has surprised moderates and others in a different way, an' many of them are smiling when they fully anticipated being up in arms about his cabinet picks...those that are likely to protest are the ardent lefties, it seems. I couldn't have voted for Obama, but I could stand in support of his cabinet thus far...and Dick is right about another thing...if Obama becomes damaged goods in his first term, the party might, indeed, turn their eyes to the lady who came tantalizingly close to trouncing Obama in the primaries. No doubt, she'll be waiting for the call...

I, too, believe that the economic meltdown was manipulated. The timing of it right before the election is suspicious. Did Soros have something to do with it? I don't know, but he is definitely a suspect.


President Elect Obama: Hillary
As President, Mr. Obama will have the advantage in the Obama/Clinton power struggle. If Hillary Clinton oversteps her authority or tries to undermine his, he can fire her and achieve two objectives, getting her out of his cabinet and having her out of the Senate. Bill Clinton is an equal threat in that he is capable of undermining the new POTUS both at home and abroad.

However, if your team starts to go its own way, a few highly publicized sackings of high profile cabinet members should let the rest of the team know who is boss and who's opinion counts. After he is more comfortable in the job, he could also begin replacing the Clintonistas with Obamanites. In Washington, people flock to the power and the ins have it. If the new President really want to play hardball, he could threaten to have the Clintons revenue sources from foreign governments investigated by specially appointed Congressional Oversight Committees and/or the FBI. The media feeding frenzy that would ensue would detract from the presidency, but the threat of it might keep the Clintons off his back.

Hillary in 2012? NOT!
Morris' thesis about Hillary challenging Obama in 2012 if he has faltered makes no sense to me at all. Unless Obama is either dead by the 2012 primary season, or even more unlikely made a secret deal with Hillary to get her to be SoS by agreeing to step down after 4 years as president, there are only three scenarios for 2012 - all of which work against Hillary Clinton’s election in 2012:

1) Obama has done a good enough job as president in the minds of enough Democrats to retain enough support among them to win renomination, whether he's challenged in the primaries or not - and seeks it. In which case, Hillary has to run a totally insurgent campaign in her own party in which she is virtually certain to have little to no support from her party's leadership and elected office-holders and will totally estrange and isolate herself from her fellow Democrats ever after.

The next two scenarios assume Obama has been an acknowledged disaster even to Democrats by 2012:

2A) Obama seeks renomination but is so weak that he is beaten in the primaries by Hillary;
2B) Obama decides to not even seek re-nomination and Hillary waltzes to the open nomination.

The special problem with 2A is that regardless of Obama’s failures, black voters are still likely to be fanatically loyal to him - just like they've proven to be to other notoriously incompetent black politicians like Marion Barry, David Dinkins, Ray Nagin, Kwame Kilpatrick, etc. So Hillary is right back in 2012 where she was in 2008: trying to deny Obama the nomination without losing the support of the black voters she would need to become president. She couldn't strike that balance in 2008; what would be different in 2012?

Two other issues with 2A and 2B. One, having been a part of his administration, Hillary would be tarred – fairly or not – by Obama’s failures. Two, the American people in 2012 would be very unlikely to be in a mood to replace one Democrat in the White House with another.

Lets not forget
the MSM(the fourth arm of government) will decide if Obama is doing good.

Does anyone believe the MSM is going to find fault with anything he does?

They might put Hillary's head on the chopping & end her aspirations.

Prognosis and reality
We'll have to live and see. One thing is obvious, though: now is the Democrats chance to show the world how to manage a country, not just to criticize from the sidelines. Foreign dictators should be contained; wars brought to reasonable conclusions; internal masses fed, sheltered and employed; radical Left dealt with and country united. No speech can resolve that, no Ivy League diplomas, not even Michelle Obama. It's the reality time.

On her own?
Except for what she did prior to her marriage, everything that has come to Hillary personally, professionally, and monetarily has been because of Bill. She did not get this appointment on her own because she will never get anything on her own. It will always be because of Bill.

Hiring Retreads?? OH Yeah!!
Mr. Morris I wish I could agree with U more often, but I still sometimes think of U as a Disgruntled Ex-Hillary Employee!! That said, I totally agree that Mr O never really expected to win this thing and once he got into the "Holy S34t" What do I do Now" Mode he did the only sensible thing he could..SURROUND Himself with Veteran Administrators!!
Maybe he can salvage something!!

The Peter Principle
Obama is clearly unfit for the Presidency. And what's all this talk I hear about "change?" Huh? Hillary?!

Ohhhh, it's going to be a "fun" four years.

I don't agree at all that Obama never thought he could win this thing. His entire strategy ensured his victory months before the Convention - and he knew he had it won then. He also clearly understood Hillary's vulnerabilities - and exploited them. He expected to win - and did.

As far a Clinton "loyalists", lets get real. Gates is not a Clinton Loyalist. Jones, head of the NSC is not a Clinton Loyalist, and the key members of the NSC and the Pentago are beign staffed by Scowcroft - Reagans NSC head, Jones and Gates. And his economic team is not staffed with Clinton loyalists. Then you have Napolitano at Homeland Security and Richardson at Commerce. Napolitano has no loyalty to Clinton, and as a Governor isn't going to be influenced by Clinton, and Richardson split from Clinton in the primary and supported Obama - so much for loyalty.

Dick continues to manufacture arguments for which he suppliers no meaningful evidence, other than statements unsupported by facts. He spent the entire election campaign being routinely wrong, and now, he's doing it again.

Obama’s Citizenship
Well if Obama cannot prove that he is not an American born citizen and he observes the US Constitution and steps down, Hillary is ready to move with the old Clinton retreads.

this reminds me of Obama's declaration that he placed many opinionated people in his cabinet to avoid "groupthink," and instead promote vigorous discussions. I agree with this article that by hiring the coach and the owner and all the other players, he will find his authority over the illuminati administration challenged if not outright rejected.

Keep underestimating Obama
Conservatives seem to be torn between two mutually contradictory anti-Obama themes:

1. Obama is a closet socialist who secretly plans to drag America to the far left, using Clintonites as political cover; or

2. Obama has no idea what he's doing, and had to appoint Clintonites who might know what to do.

The fact that these two themes are in direct contradiction, tends to cast doubt on both of them.

Not Clinton Lite!
I agree with Redlac, Obama was confident of election and now knows just what he is doing. Of course, he has to go to Washington insiders for his cabinaet and majpor appointments. He has no close circle of qualified calleagues. His "inner circle" was focued on succeeding in the local thugacracy of Chicago politics and all those communty organizing friends will be thrown under the bus. Note that three of his "appointments" are past presidential candidates, not just Clintonistas. The remainder and future appointees will all be people well known to even the most casual observer of the political scene. Hopefully he will not select a Rubin, Allbright, Lake, or Bubba, etc. I think he is smarter than that.

I also agree that the current economic meltdown is the result of some serious market manipulation meant to insure a more liberal government. But, the manipulatrs, and their cohorts in the MSM that has created a super-negative herd mentality exagerating the problems, did not fully understand the fragility of the financial pyramid scheme we have been living with for the last 12 years. I fear these "masters of the Universe" have now created a monster they can no longer control. Hopefully the crisis will destroy some of these criminals as collateral damage. It may pass in another 2-3 years and the global financial system will be the better for it. If it doen't get fixed, oh well, better go purchase that prayer rug. It's sort of an Economic Darwinism for you evolutionists out there.

Just because an event has occurred does not mean that the event is legitimate or legal. America has a document called the US Constitution which creates the guidelines of what is legal and valid at the Federal level. If America does not abide by the US Constitution then this country needs to decide whether to dissolve the Federal Republic government and exist in anarchy. Why should I abide to tyranny if it does not honor law?

Guys - if you are talking about expediency I will agree. Didnt Bush appoint Colin Powell for a reason other than 'best practices'. Didnt having Powell the point man on the suspect policy and intelligence that took us to war do two things - Powell is the scapegoat and Powell doesnt run for office - ever.
Having Hillary close to the action is certainly payola for something. But that doesnt mean the she will do a bad job. And because the tensions between state and security are usual and normal as you stated, I dont see this as the sinister plot afoot as is portrayed by this writer. But then, what if the tensions do become torqued? So what? The consequences are not so obvious or they would have been mentioned. So really, no one knows what will happen other than lots of Washington gossip, something that you guys are so well focused to participate.

Dick, you are absolutely right! Hillary will do everything in her power to undermine Obama. She is petty, vengeful, and vindictive. Also, she is extremely ambitious. She still has her eyes on the prize. It is a crying shame that during the campaign, Senator McCain did not follow your wise counsel. If he had, then right about now he would be President Elect McCain.

The Clintons are right back in the thick of things ,now. The Guru had better watch his step. It is hard to know who's using who.

They have the goods on the Guru. No doubt about it. Whether they have used it to get what they wanted is another thing. If not,they will when the time is right.

The Clinton War Room was never shut down during the long battle for the nomination. They were not playing patty-cake,either. They are Mafia-tough.

Time will tell what they do with the info they have gathered. Sometime in the future it will come in good to have something to hold over him.

The Plan
So, what's to stop Obama from discarding Hillary after a few months and then what has she got? The Clintons would not be running for anything or in charge of anything or have power over anything...the plan?

HILLARY - 2016
I believe that Obama made a pact with Hillary. Her post as Secretary of State on the condition that she will not run for Prez until 2016. This is assuming that Obama's rating remain high. and that he's elected for a 2nd term. He has promised to actively help to get Hillary elected. Of course this is also assuming that Michelle doesn't want the job!

Come on GOP--you better get your act together.
