Sanctuary Policy Made City Less Safe

San Francisco's "sanctuary city" policy -- as it was implemented until recently -- put the welfare of juvenile gang-bangers and drug dealers, who also were illegal immigrants, before the safety of law-abiding residents who are victimized by gangs and thugs.

As the Chronicle reported Sunday in a story by Jaxon Van Derbeken, one beneficiary of that policy is Edwin Ramos, 21, who is charged with killing Tony Bologna, 48, and his sons Michael, 20, and Matthew, 16, in a spectacularly senseless shooting spree on June 22. If Ramos is guilty, San Francisco political correctness and a federal immigration screw-up may have blown a hole in a once happy family.

In 2003, Ramos and friends assaulted a man on a city bus. He was charged with assault, convicted and placed in a shelter. City officials never alerted federal immigration authorities who, because of the felony conviction, should have deported him.

In 2004, four days after his release, Ramos tried to rob a pregnant woman. He later was arrested, convicted and sent to a city-run camp. City officials never alerted federal immigration authorities who, because of the second felony conviction, should have deported him.

In March, San Francisco police pulled Ramos over because his car had illegally tinted windows and no front license plate. Someone in the car fled and tried to throw away a gun, which forensics later tied to a double murder. Ramos was arrested, but the office of District Attorney Kamala Harris failed to prosecute him.

After Ramos was arrested, however, the sheriff's department checked Ramos' immigration status -- it was deportable -- and notified Immigration and Customs Enforcement (ICE) officials of Ramos, and this time ICE dropped the ball and failed to hold and deport Ramos.

What went wrong? Whatever the sanctuary city policy was intended to do when first adopted in 1989, the concept started as a way of letting otherwise law-abiding residents know that they could report crimes to police, send their children to school and see a doctor -- without fear that local authorities would turn them into federal authorities.

At some point -- Juvenile Probation Director William Siffermann says that it happened before Mayor Gavin Newsom appointed him in 2005 -- Juvenile Probation staff decided that the sanctuary city policy commanded them to shield juveniles convicted of serious offenses, like assault and drug dealing, from federal immigration officials.

It was only a matter of time before gang members, including foreign-based drug cartels, figured it out -- that no matter what they did in San Francisco, no matter how serious the offense, they need not fear deportation. They knew that The Special City's special politics would shield them.

The worst of it is: Prosecutors went along. The courts went along.

Violent repeat offenders were getting an easy ride. In Ess Eff, that was business as usual.

Newsom spokesman Nathan Ballard believes Newsom should get credit for putting an end to Juvenile Probation Department policy as soon as he found out about it in May. It's true, Newsom showed more sense than the geniuses who saw no better use of city funds than to fly convicted drug dealers to their home countries -- rather than turn them in to ICE.

But it's hard to give Newsom kudos for not knowing what some San Francisco cops knew: that some drug rings had figured out a way to game the city's juvenile justice system.

Shouldn't the mayor have known? I asked former San Jose Police Chief Joseph McNamara, now a fellow at the Hoover Institution. Yes, he said, "the mayor runs the police department."

And: "It's just incredible to think they were spending all that money to help criminals evade being deported." And McNamara has no kind words for federal officials who were too busy to hold Ramos when they had the chance. For a year now, the folks at ICE have been telling me that recent arrests have been the result of concerted targeting of the worst offenders. Yet Ramos wasn't bad enough for them?

"What we're being beat up on is not fair in a sense," Ballard said. "The city did not give Ramos sanctuary. He was turned over to the federal authorities." ICE officials now say that they did not receive word from the sheriff's department until after Ramos was released.

I guess Ballard wants critics to forget the two times Ess Eff's sanctuary-city policy shielded Ramos and instead direct their ire toward the feds. The feds, you see, may (or may not have) screwed up and done by default what city workers, until May, had been doing on purpose.

Comprehensive Immigration Enforcement



We need Comprehensive Immigration Enforcement, not reform. We need to restore respect for the law and the faith of the American people that their government is not selling them out. Amnesty for the illegal aliens is also amnesty for the corrupt companies who have been employing them. Money trumps everything, including love of country. Multi-nationals have no loyalty to country by definition, they see us as a market, not a nation. They see people as workers, documented or undocumented, no difference. If they can't send the work to where the labor is cheaper, then they want to bring the cheap labor here. If citizenship becomes meaningless, this is no longer The United States of America.

If we love our Constitution and our representative Republic and we intend to keep it we must not surrender our sovereignty or abandon the rule of law. Profits must not supercede security. We should not create a new path to citizenship. We have a path to citizenship, more generous than any other country, illegal aliens have ignored it and bad choices do have consequences.

In case you don't know him, he used to work for the Mexican govt., lately he has been shilling for "rights" for illegal aliens in this country. He has said he wants Mexicans to remain Mexicans even if they are living here. His loyalties are to Mexico, not U.S.



Questions for illegal alien apologists like John McCain:

Why does The National Council of the Race (la raza in spanish) and the Chamber of Commerce get to negotiate a "Comprehensive Shafting of The American Citizens" behind closed doors? Since when does an organization representing foreign nationals breaking our laws get to rewrite our immigration laws to suit the lawbreakers? Isn't this akin to allowing NAMBLA to rewrite our laws regarding child predators? Or allowing organized crime syndicates to rewrite racketeering, gambling, prostitution, and extortion laws?

We The People are being told by our representatives that we should sit down and shut up while they invite in the entire world. We The People should get some say in this matter. Another amnesty will set off a stampede like we have never seen before. There is not much time to save our country. All the power and money are on the side of shoving this amnesty down our throats. The RNC wants an amnesty candidate, don't vote for one.

McCain Lied About Hearing Us

John McCain has not changed his mind about "Comprehensive Immigration Reform", amnesty, at all.

A vote for McCain is a vote for surrender of your country.

Your vote for McCain will be used as proof that you want amnesty.



Many of us see another amnesty as the end of the Republic, the stampede it will set off will be overwhelming. If we don't stop the inundation none of the rest matters. We'll be a banana republic before the jihadis can get us. There will never be another GOP president or Congressional majority. Importing voters for the socialists is as stupid as it gets.


McCain keeps saying "Secure the border first". We know that he means amnesty next. The plan is to get the border state Gov's to declare the border secure. Conveniently, they are all on board the cheap labor express. Then his good friend Ted Kennedy will bring back McCain/Kennedy and McCain can provide his good friends across the aisle with their new permanent majority.

I will not vote for amnesty.

Illegal Aliens Are NOT Immigrants

Illegal aliens are not immigrants. Immigrants seek our permission first by applying for a visa. They keep their documents in order and comply with our laws. Illegal aliens do not. They sneak across the border and acquire fraudulent I.D. They break many laws to continue their illegal presence in the U.S.
The open borders crowd know that most Americans are predisposed to favor legal immigration. By purposely confusing illegal aliens with (legal) immigrants (really the only kind), the left and the media hope to marginalize those of us who are speaking out against amnesty as being xenophobic, nativist, racist, restrictionist, anti-immigrant bigots. I am not any of those. I am an American citizen whose citizenship means something to him. I like immigrants. I know people from all over the world. I am totally opposed to amnesty for illegal aliens, regardless of where they are from. I am for retaining our rule of law and sovereignty. The debate must center on the willful disregard for the laws of this country. Americans have been a welcoming people. We just want people to respect us, our country, our history, our culture, our language and our laws.

He is exactly correct--
Yes, Virginia Patriot is correct.
Many of us can envision the day when more "refugees" start arriving to also use up our resources and jobs. If amnesty takes shape the melting pot will reach a critical mass stage and many of these do-gooders and sheep will find themselves without jobs and money. The crime factors will rise and the legal citizens will be left without the life styles they have come to enjoy. They will wonder what went wrong and the finger pointing will begin along with perhaps an all out rebellion, unless of course, the sheep continue to be sheep and whine as they are forced into accepting a complete take over.
My and my wife's ancestors were Vikings, and we will die on our feet before we live on our hands and knees. We always vote , but the candidates that we have to choose from on the local, state, and national level are becoming more of the "sell-out" variety than the real conservative types. Time and real solid choices are running out.

This is so sad
I heard Mrs. Bologna today on Laura Ingraham and it was so heartbreaking to hear her speak of the loss of her entire immediate family. How she will never hear again "I love you, honey." or "Mom, I need you." (Her words). Geez, I was in tears while driving to work.

Newsom should be hanged as a traitor as should Viva La Raza down here in L.A. Down here, poor Jamil, a star high school athlete and good kid whose mother was serving in Iraq, was gunned down FOR NO REASON by an illegal that should have been deported. You know what the Prosecutors did when his family got on board with Walter Moore (candidate for Mayor) on Jamil's Law? They started making Jamil out to be a possible gang member himself, based on his SpiderMan backpack (red) and some posts and pictures on his website. The kid did not have a record AT ALL. Completely clean. But the city was going to stomp down on his parents while they tried to petition the government for redress (a Constitutional right).

So what are they going to do to the Bologna family? I think I heard Mrs. Bologna say that there were accusations that her husband made a face or something at the killer (it had something to do with road rage). SO FRICKIN' WHAT IF HE DID? That's a reason to get shot and killed? Is that the kind of "rationale" we're going to be using?

Holy !@#$! That so chaps my hide, I only wish I can express what I'm really feeling, even if it is in four letter words, because I feel like when you get to this point, there really is nothing left to say.

Like Doug McIntyre (KABC) said a few weeks ago, if we're going to wait for the victim to be like Mother Theresa, then we're going to wait a long time (try never) to actually do anything about the problem.

There is no rule of law except what the liberal idiots want. I don't know why people can't see that.

Just as guilty
Every single one of those people who did nothing about Ramos are just as guilty of murder as Ramos is!

While the debate
goes on, and nothing is done, more American citizens die. Mrs Bologna should sue everyone that has any complicity in this whatsoever. This goes beyond jobs and benefits now, our fellow citizens are being murdered by these illegal criminal invaders. Where is the &^%$%#@!! law enforcement?

This is the unintended conequence
When an entire city government decides that US laws don't apply to them, this is the consequence: lawlessness. What is really sad is that these people had their lives scrificed so that the good liberals in Ess Eff could feel good about thumbing their noses at US immigration policy. The liberal elite don't care about the consequences of their actions, just about how good they feel.

Where's Higene?
That statist used this very same case to argue against firearms rights and for some half-baked ban on ammunition on Larry Elder's column. I wonder what his/her view of the sanctuary policy is.

Charge the city officials...
federally with obstructing a criminal when appropriate. Charge them with being principles to the violation of immigration laws. They would rather shelter a dangerous felon than allow the feds to get them that is a problem. How about terrorists taking advantage of this situation to enter and leave the US?

I saw
a clip of Mrs Bologna and it was enough to bring me to tears. And I wept for Jamil. This is beyond race.
And I agree she should sue everyone and their uncle for aiding and abetting this criminal.
They let Ramos go, yet spit on our Marines.
How long and how much more will decent Americans take this? McCain should be sent the stories, names and pictures of every victim of illegal alien invaders and the grieving families. This is what we get when the liberal

I heard about this yesterday. If I had my way the politicians that created this environment would pay with their lives. They pass laws that protect the illegal criminal vermin, compounding our homegrown crime, with no regard for the safety of the general public. As far as I'm concerned the politicians are accomplices, no less guilty than the guy driving the getaway car. Give them the electric chair; let them ride the lightning. The subhuman who committed this crime should be Drawn & Quartered.

The leftist swine for a DA in the cesspit of San Fran will not be seeking the death penalty. Subhumans like this forfeit their right to live among us. Taxpayers should not have to pay to keep these diabolical rodents incarcerated, they should be executed.

But the main issue is this subhuman shouldn’t have been here in the first place. The San Fran judicial system is also to blame. They refused to bring gun charges against this cockroach and he was released when he should have been deported.

There should be a class action suit brought against the federal govt and state govts by victims of illegal alien criminals.

I used to H in the context of the egregious criminal protection laws that penalize law abiding citizens for protecting themselves. I'm not wishing any human being to go there.

P.S. forgot to add this thought. Is it possible, probable or down right certain that
these aiding and abetting politicians are being paid off by the gangs and drug cartels? I wouldn't put it past them.

Sanctuary City..Den Of Iniquity
Is there another city in all the states that can compare with the depravity of San Francisco? Almost any evil that exists in this country is in SF tenfold.

Gavin Newsome has blood on his hands,but won't admit it. He invites all manner of deviant behavior to his city.

No wonder he invites illegals to SF. It is just another kind of lawbreakers. Nancy Pelosi is just the right elected official to represent them.

As a San Sicko res over 30 years, Newsom's worst predecessors compare like a George Washington. He has bloated budget payback positions requiring taxes, fees, fines, fares, bond issues, parcel taxes, and more. Yet, the city streets, sewers, parks, everywhere is disgraceful. Newsom's appointments are a disaster, based on gender, ethnicity, and multiculture. Female Asian Police Chief is laughable to the public, and the entire Department.Newsom's Hispanic lesbian PUC Director collected a $500,000 golden parachute with just a year left. Newsom's Fire Chief attacked her husband with a beer mug. Newsom's Building Department Director eventually sued the City for discriminatory 'pregnancy brain' language and walked away with a bag of cash. You can bet that Newsom's defiance of state law as a gay marriage crusader was not based solely on his virtuous beliefs, but his political career ladder as a viable candidate for the next CA governor job. But Newsom refuses to be outdone by 2nd term DA, Kamala Harris, a black woman and former bed companion of the previous 'da Mayor' Willie Brown. It was on her watch that the alleged scumbag Ramos was allowed to walk away on numerous occasions. Let the grief of Mrs. Bologna's traumatic loss of three of her family and the grief of the entire nation forever rest on the DA's shoulders. She refused to press the Death Penalty against a gangbanger her murdered a SF cop, and surly relishes her stance against the Death Penalty in every case. If you'd like to know her position on Pro-Life or Pro-Choice, you already know. The sickness of San Fransicko is very deep in its third cancerous arm, the Board of Stupidvisors. They are mostly a dysfunctional band of neighborhood advocates, passing unnecessary legislation in the the spirit of 'Progressive'. Rather than deal with citywide issues that concern the residents at large, they retreat into a shallow District mentality.
