WASHINGTON -- Americans don't normally take much notice of Argentine elections. But they did notice when Cristina Fernandez de Kirchner, wife of President Nestor Kirchner, was elected to succeed him last Sunday, ensuring not just a co-presidency, but the prospect of alternating presidencies as far as the eye can see.

Of course, spousal succession, while new to the United States, is hardly new to Argentina. Their tradition of wifely power begins, of course, with Eva, who despite the absence of any constitutional title, had queenly powers. The real deal, however, was Isabel, Juan Peron's next (and third and last) wife, who succeeded him as president in 1974. She was a cabaret dancer that Peron picked up in a Panamanian nightclub, the Peronist equivalent of winning the New Hampshire primary. Not surprisingly, her presidency was one of the most catastrophic in Argentine history.

The Kirchners are Peronists as well, but Cristina is no Isabelita. She is a highly accomplished person -- student activist, lawyer, senator and, by some accounts, the more formidable figure in this two-person political partnership. Sound familiar? Like Hillary Clinton, she too met her husband in law school, was instrumental in his ascent to the presidency, and had long planned with her husband an eventual alternation of power.

The Argentine example is a pretty vivid dramatization of the Clintons' intentions -- and of the cloud hovering over the current Clinton candidacy.

The problem is Bill. But not the way it is usually understood, i.e., the sex scandal waiting to happen. There is that, of course. But there are deeper, more subtle considerations that would arise even if the man -- do the thought experiment -- were as self-disciplined as Nestor Kirchner.

First, for all of their worship of Diana and the Kennedys, Americans are instinctively republican and suspicious of dynastic politics. A vote for Hillary is a vote for the last entry of a Bush-Clinton-Bush-Clinton quarter-century.

We've had just two father-son presidencies in the 230 years of the republic, and the first (the Adams family) had the son taking over 24 years after the father, and just one year before the father's death. The Bush succession is more anomalous with only eight years separating the two presidencies, a proximity that has launched a thousand Maureen Dowd ruminations on the hidden furies driving Oedipus Prez.

But the father-son connection is nothing compared to husband-wife. The relationship between a father and an adult son is psychological and abstract; the connection between husband and wife, concrete and quotidian. Therefore shall a man leave his father and his mother, and shall cleave unto his wife. George Bush, pere, didn't move back into the White House in January 2001.

Which is why Hillary's problem goes beyond discomfort with dynastic succession. It's deep unease about a shared presidency. Forget about Bill, the bad boy. The problem is William Jefferson Clinton, former president of the United States, commander in chief of the Armed Forces, George Washington's representative on earth.

We have never had an ex-president move back into the White House. When in 1992 Bill Clinton promised "two for the price of one," it was taken as a slightly hyperbolic promotion of the role of first lady. This time we would literally be getting two presidents.

Any ex-president is a presence in his own right. His stature, unlike, say, Hillary's during Bill's presidency, is independent of his spouse. From day one of Hillary's inauguration, Bill will have had more experience than her at everything she touches. His influence on her presidency would necessarily be immeasurably greater than that of any father on any son.

Americans did not like the idea of a co-presidency when, at the 1980 Republican convention, Ronald Reagan briefly considered sharing the office with former President Gerald Ford. (Ford would have been vice president with independent powers.) And they won't like this co-presidency, particularly because the Clinton partnership involves two characters caught in the dynamic of a strained, strange marriage.

The cloud hovering over a Hillary presidency is not Bill padding around the White House in robe and slippers flipping thongs. It's President Clinton, in suit and tie, simply present in the White House when any decision is made. The degree of his involvement in that decision will inevitably become an issue. Do Americans really want a historically unique two-headed presidency constantly buffeted by the dynamics of a highly dysfunctional marriage?

Only one solution comes to mind. Argentine-U.S. relations are quite rocky these days. The posting of a charming and dynamic ex-president to the Kirchner court in Buenos Aires might do those relations a world of good. The Romans had a fine appreciation for the art of exile. This might be an excellent occasion for us to start cultivating it.

My main fear is the socialism that will inevitably take over.
Most libs seem to be for it but those of us who fear it do not want the "Govmint" running our lives.
By the way what are people saying on their phone or doing on their E-mail which makes them fear being checked when a suspicious overseas call or E-mail occurs?

One more year of the Clinton's is one year too much. If anyone out there is paying attention-THINK, think, think, before you vote.

Hitlery and Slick Willie Again?
Eight years was enough. I do not believe that the citizens of the US want even another 4 years of these two scr*w-ups.

All the polls are indicating that 45% or more of the people in this country would not even consider voting for Hitlery for any office. (Remember, Slick Willie never got over 47% of the vote both times he was elected. Both of these elections were before MonicaGate.)

With any luck, the Dumocrats will be forced to annoint Hitlery, and the 2008 election will see the Republicans regain both the POTUS, the House and the Senate. (The record of the 2006 Dumocrat House and Senate, and the lowest poll numbers of any Congress in history, should help this.)

Once the Liberals slide into oblivion, a reasonable third party can be found to replace the Dumocrats.

Third Party Candidate
The Clintons know they can only win if a third candidate, one who would siphon votes from the Republicans, would run. Watch for it. That is the real danger of her becoming the nominee

...Dr. Krauthammer, for so eloquently putting into words my greatest misgivings about another Clinton presidency. Let's face it: Mr. Clinton WOULD NOT stay out of anything, and though she might try to bring him to heel as regards his philandering, she would be too busy establishing her regime.

I believe if we had-had a co-president for the last eight years they might have beat some sense into the one we had.

Since when are two heads no better than one? I mean, they could even ask Charles to run as VP. Two heads and a tail. That would surely be a winning ticket.

I would take comfort in the Polls that indicate that 45% of the American people would not vote for Mrs. Bill Clinton under any circumstances, were it not for the 55% that would even consider doing so.

A greater danger to the freedoms of this country than the politicians who chop away at those freedoms are the people who out of blind idiology put these people in office.

I can envision one day waking up to the news that the United States of America is now a police state and the people will say, "How did that happen?"

again directly on target. We are finally getting commentators to put into print what many of us on the right have been saying all along but lacked the good doctors audience. As a psychologist, Dr. Krauthammer certainly understands many of the things that make people tick. But analyzing the antics of the clinton's does not require advanced degrees. While many cannot place a medical diagnosis on things we see, we certainly can understand irrational behavior. We are not taken in by politicians talking out of both sides of their mouths and we understand when politicians refuse to stand on principals. With the clinton's we have seen their act numerous times in the past. The current remake is even less appealing than the original

These arguments would make the basis of a great constitutional amendment:

Presidential term limits apply to the spouse/partner of a living (ex)president. If a president serves only one term then the partner can only serve one term in place of the President.

I have wondered if a legal challenge based on the verbal commitments and representations of Bill could be used to exclude Hillary from the Presidency? The constitution did not anticipate the concept of a co-presidency but since it was sold that way to the voting public why should it not apply.

If this is allowed, then there would be nothing preventing a powerful and popular President from serially divorcing and remarrying and re-running for office with the wife as a proxy.

I guess the constitutional amendment could be crafted to begin in 2016. That would not be my preference but there is a real constitutional question that should be addressed aside from my dislike of the Clintons.

Argentina- Por Que?
I usually agree with everything Charles Krauthammer writes. He is one of my favorite commentators. But sending BJ down to Argentina to be near Kirshner is like making Harpo Marx the women's locker room monitor. Why go that far anyway? Her policies will make this country seem like Argentina, with its worthless currency, moribund economy and gigantic and ineffective government. They can easily divide responsibilities; she'll govern For The Children and he can take a hands-on approach to women's issues and they can work hand in hand to tax and oppress the rest of us into poverty. So, Chuckie my boy, dont worry that America's favorite power couple are doing an end run around the 22nd Amendment, once Her Thighness appoints Dennis Kucinich, Chuck Schumer and Ronnie Earle to the Supreme Court our Living Constitution will turn somersaults that will make your jaw drop!

Billary or Hillary
Will President Hillary Clinton really let herself be overshadowed by the former President?

Bill is a rock star, funny, charismatic and highly personable. Hillary is none of those things -- cold, calculating, severe and disagreeable. How will she react when the spotlight is always on her husband and not her.

Bill is also a slick politician. He's not an ideologue, unless the ideal is he and his friends should be in power. Hillary is a statist, and elitist and doesn't like dissent.

I just don't what people think they're getting when they vote for Hillary. She won't tell us her true plans.

And I Asume
that the law suit could be brought by anyone willing to spend the money to tie up Bill and Hillary in court through the election cycle?

While it was, in my opinion, a political masterstroke, in that it gave the press and the media something huge to argue about while leaving him free to fire judges and other necessary extra-constitutional activities unobstructed or observed;(whew) the only net result was "don't ask, don't tell".
I have no idea what Hillary might do to top that, and don't care to find out.
We should raise the voting age back to 21 years old, period.
It seemed like a good idea to boomers at the time, but like daylight savings time and most labor unions it needs to go.
When the institution becomes larger than the cause, the cause becomes institutionalized.

Banks is right, conservatives might be trying to make nice with Hillary, because if she wins, and you've crossed her, you might wind up as the next person to die of an accidental gunshot wound to the head, or in a car accident, or in a violent mugging and be left naked in your office.

Popular Hilary
Folks remember the good ole days under Clinton. A sane mid east policy, and budget surpluses. His popularity ratings would have put him in office for a third term if he could have ran.

Instead we got Bush. How to put a perfectly good country down in 6 short years. It is going to take decades to recover from his failings, if we ever can really recover.

The Republic of Georgia has got it right. They are out in the streets demanding early elections. Sounds good to me.

Or are you nostalgic for a repub congress that at that point in time believed in budget restraints and forced clinton to sign a budget that gave the country surpluses. The problem is that after having a repub congress that couldn't stop spending the treasury we now have a dim congress that despite promises by reid and pelosi have done nothing to stop the spending or made the slightest attempt to curb prok barrell spending. Nostalgia isn't going to correct the mess we are in and electing the missus clinton who promises higher taxes and more govt spending isn't going make the economy grow but rather bring about recession

Unlike you, quite a few folks remember that Clinton ignored the rising tide of Islamist terrorism that culminated in 9/11. We also remember that the surpluses came about because the Republican-led Congress held the line on spending while the technology boom and Greenspan's open-vault-door policy brought in huge tax revenues.

And as poor a president as Bill was, Shrillary would be many, many times worse.

Charles has it exactly right--Bill will be in on decisions before they are made and he may well overshadow Hillary. This needs to be tested in the courts now. Bill is precluded by the 22d amendment from serving another term as President de facto or elected. The amendment was ratified in accordance with Article 5 by a vote of the people. The Clintons cannot be allowed to thumb their nose at the Constitution. In the case of "We The People" it is not permissible for us to allow this to happen by the application of benign approval by indifference.

Am I the only one to see
or at least opine that there will be NO co-presidency if Hillary ever gets to the top post?

Why is it so hard for people to see that this calculating, cold-hearted woman would have NOTHING to do with Bill, once elected.

Her entire life was aimed at achieving that ambition, starting with their college days. She NEVER considered Bill anything more than a tool, a stepping stone to be discarded when he outlived his usefulness.

If and when (heaven forbid) she will be President - I predict - she will insist on being called President Rodham and lock the doors of the White House In Bill's face.

Divorce? NO! But for the first time in their totally loveless marriage will live under different roofs.

And Bill can have all the Monica's he wants.

Dr Krauthammer's description of one more very good reason not to vote for Hillary Rodham Clinton as U.S. President is very insightful, but I wish I could feel as sanguine as he that she will not obtain the office.

With the damning down of the American Id (psyche)as evinced by the endless glorification of irrelevance in the news cycle (e.g. coverage on Paris Hilton, etc.), I'm not as optimistic as you are that a majority of the voting public would find the notion of a Clinton co-presidency to be perverted, repugnant and fundamentally unAmerican. The nightmare of a Hillary presidency has to be assessed on the promise of Socialism without borders. It does not take a village. It only takes a Democratic Congress to make that nightmare a reality.
