A Mother's Day Gift from Congress

For working families, it seems there are never enough hours in the day. Since becoming a new mother, finding that balance between work and family life depends upon the day. After celebrating my second Mother’s Day as a mom, I can tell you it has given me a deeper understanding on some issues that come before me in Congress.

One of those issues is the federal laws that prevent most working parents from securing the type of workplace flexibility that could provide families with more time to care for an elderly parent or meet the needs of their kids.

Unfortunately, current law today prevents working families in the private sector from having the same flexibility given to government workers.

That’s why I introduced The Family-Friendly Workplace Act, which will give families the freedom to make choices that work best for them as well as meet the needs of our 21st century workforce.

Employees in the public sector, state and local government for example, are often able to choose extra time off, known as “comp time,” as compensation for working overtime. Under a traditional overtime arrangement, workers receive time-and-a-half pay for any hours worked above 40 per week. Under The Family Friendly Workplace Act, workers could opt for paid time off, at the same time-and-a-half rate, for those overtime hours.

For instance, a worker who clocks 50 hours during the week – 10 hours beyond the 40 hour workweek – could simply be paid for the extra time, equaling pay for 15 hours. Or, if given the choice of comp time, that same worker would have 15 hours available in the future to see her child’s school play or attend a parent-teacher conference or care for a sick relative.

For many families juggling the demands of work and home, time is much more valuable than the pay they would receive for working overtime. Consider:

• Revenues for Seattle-based insurer NRG::Seattle saw per-employee revenues increase 70% five years after implementing flexible work options

• The Puget Sound Center for Teaching, Learning, and Technology saw grant revenues increase 25% over three years after creating a flexible workplace

• Earnings per share more than doubled, customers satisfaction increased 50% and customer retention rates reached 95% within three years after First Tennessee Bank implemented flexible workplace options

Of course, that’s a choice for each family. And federal law should never require any individual to choose time off instead of additional pay. But by the same token, federal law should not deny employees the ability to make the choice that best meets their needs.

Giving employees more flexibility in their workweek is key to increasing retention as well as attracting great employees that will help increase our country’s competitiveness. That flexibility is also key to helping keep our families and communities strong. In honor of all the mothers like me back at work while still enjoying the cards, flowers, and precious memories of Mother’s Day, Congress should give working families the flexibility they need to balance work and home.

Family Leave Time
I never expected to get a dose of creeping socialism from Townhall. If a firm decides that this proposal would further its interests by increasing the morale of high-quality employees, that it fine - they are free to do it. To have such a policy mandated by Congress is outrageous. I would be willing to wager that public entities (government employees, etc.) will be exempted from this law should it pass. That alone would tell you how bad an idea it is.

Overtime or Comp Time - Your Choice
The Fair Labor Standards Act (enacted in 1938) prohibits private sector employers from offering their employees the choice of opting for paid time off as compensation for working overtime hours, although public sector employers and employees have long enjoyed this flexibility.

The Family-Friendly Workplace Act would allow companies to give employees time-and-a-half comp time for overtime hours. Companies would not be forced to give comp time. Employers could offer it, however, employees would make the decision to accept comp time in lieu of overtime pay.

Small Businesses
Big political hurdle: this policy might be deemed as being detrimental to "small businesses".

Additionally, the "Law of Unintended Consequences" dictates than some employers may be less than will to offer employment to those that have the "outside" responsibilities cited in the article.

Ironically, in this day and age where fathers are assuming an increasing share of child rearing activities, this Congresswoman apparently only thinks that said legislation will only benefit mothers. I should know- speaking as a "doctor's wife" (being male= all the negelect & none of the perks), I am expected to assume at least 90% of all child-realted activities.

How charmingly sexist.

I Don't Need a "Gift" From Congress
Government intervention, regulation, and competition in every aspect of our lives is destroying this nation. To hell with the laws that dictate to PRIVATE companies what they can and cannot do with regard to paying their employees, the age of their workers, the "safety" of the worker environment, the "quality" of their product, and on and on and on. Hopefully the second term of this Representative will be her last; I don't want another "Mommy" in the form of government mandates. A truly good Mother will give her children wings; a government "Mommy" will keep them helpless so they can never leave the "nest" of her "care". How in the world did this woman get a spot on this site? Heaven help us if this is what women in government have planned for us. And, I don't give a damn whether she has two kids and "identifies" with anyone. Has she read the Constitution? Does she even have a clue as to the proper role of government under it? I think not! Do the people a favor and go home to your kids Ms. Hyphenated Name Do Gooder. I am 54, have two grown sons, and had a wonderfully successful career in real estate while raising them. I made my choices and I did what I had to do to pull it all together. I didn't expect government regulation to pave a yellow brick road for me and I'll be damned if I will support anything that does. This is one "gift" where the actual gift and the thought behind it stink. Want a better gift idea? Repeal every and any law that limits the ability of employers to run their businesses as they see fit to the benefit of their employees as well as themselves.

Family Friendly Act
Prior to the Viet Nam War, there was no need for 2 parents to work. Now after 15 trillion of Congressional spending, its mandatory including the overtime to keep up with taxes and the rising cost of living due to the dollar being virtually worthless as a currency due to uncontrolled spending. Congress has no Constitutional mandate for this act, and the Congresswoman knows that, but apparently doesn't care. Who will pay for this legislation and increased socialist intrusion? She is pandering for votes at the expense of our freedom. If she really cared about families, why does she continue to drive the nation deeper into debt, thus devaluing the currency, therefore making slaves of us all? Don't fall for all the phoney, touchy, feely, lets hug each other mentality. Governement intrusion is just what it is. A monster that continues to grow and to choke the life out of the nation. Shall we continue to exchange our Contitutional liberty & freedom for facism? When will it end? I have written and asked the Congresswoman if she ever intends to abide and govern according to her oath of office. Until this time, the question remains unanswered. Don't listen to what Congress says, watch what they do. Do you think the facia that were installed on both sides of the speaker's platform in The House is there without a reason?
They are a symbol of absolute rule, check your history.

Stimulas Plane
Correct the tax code to keep the work hear in the U.S.. We have had to close two companes because the work was being sent off shore. Bring the work back home and the privet secto can and will revive. Stop the illegal holding down the wages, as they do in Spokan. Ten years training and hundreds of thousends of doller in personal tool, deserves a proper wage. We have to go to the west coast of Washington or Oragan to Make the money we should.
