Afghanistan's Wicked Problems

The war in Afghanistan now vexes Barack Obama and his administration.

It is a tough struggle, a Himalayan slog, but one President Obama himself claims is a "must win."

The problems afflicting Afghanistan and its violent neighborhood are maliciously complex -- "wicked" problems to use a catchphrase.

"Wicked" problems are dynamic and multidimensional -- intricate, constantly changing challenges that frustrate precise definition. As a wicked problem evolves, we can learn a lot about it -- useful knowledge informing constructive action. But the problem will still change in unforeseen and unexpected ways, seeding "unknown unknowns" that produce surprise. In a wicked problem like a war, surprise may be fatal.

A strategic planner I know says all problems involving human psychology have "wicked" elements. Here's the gist of a complex argument: as basic needs (food and shelter) are met, new needs (pension plans) arise. To paraphrase the Rolling Stones, we "can't get no permanent satisfaction."

Even semi-satisfaction would please most Afghanis. Since fall 2001, Afghanis have seen some incremental improvements, positive changes from the point of view of everyone but terrorist fanatics. The Afghan government has had some success in beginning to build formal institutions. The Afghan Army can handle some basic security missions, and it is improving, albeit slowly.

Slow is an Afghan affliction. Yet fundamental change takes a long time, especially when a war-ravaged society must expand the "human capital" of modernity -- produce the teachers, accountants, electricians, nurses, policemen and farmers who brace stable, prosperous communities.

Slow may be fatal when you rely on the American public's will. That is reflected by the ongoing struggle over Afghan policy within the Obama administration and Democratic leaders on Capitol Hill.

Obama appears to be committed to winning. During his campaign, Obama identified Afghanistan as "the right war." He is looking for diplomatic opportunities. He intends to send more U.S. troops and -- like George W. Bush before him -- demands more combat forces from NATO allies.

Key advisers warn that though deploying more troops serves useful purposes, adding tens of thousands does not guarantee "winning."

This is why some seek military operational changes that will promote economic development and political stability. The term "surge" gets used, though in hushed tones, for a number of Democrats deplored Bush's Iraqi "surge" and guaranteed it wouldn't work. Eliminating terrorist base areas in Pakistan is viewed as a potential "game changer."

During the campaign, Obama advocated an offensive strike at al-Qaida and Taliban enclaves inside Pakistan -- with or without Pakistan's permission. Cooler heads suggested such boldness (particularly if executed without Pakistani cooperation) would politically damage Pakistan's fragile central government and perhaps destroy it. Collapse in Islamabad would seed chaos from Kashmir to Baluchistan -- a "wicked" game changer.

The Pakistanis may eventually decide it is in their national interest, and in the interest of regional stability, to destroy al-Qaida's sanctuaries. The radicals threaten Pakistan, and more Pakistanis know it, which improves America's chances for a "diplomatic" elimination of the bases. The Mumbai, India, massacre by Islamist terrorists brought Pakistan to the brink of war with India -- a nuclear war. The Islamist takeover of Pakistan's Swat Valley and the subsequent destruction of the area seem to have backfired politically -- 11th century tribal values don't promote economic growth.

Eliminating the enclaves will definitely help -- but that does not "solve" Afghanistan.

Other options stalking Capitol Hill include leaving Afghanistan after crafting a "deal" that denies the use of its territory to terrorists who wish to attack the United States. Conceivably, this "surviving guarantor" might not be the current central government but could be a vast tribal confederation that includes the Taliban.

How does this come about? The "Sunni Awakening" in Iraq "delinked" Sunni Arab tribes from al-Qaida. The "Pushtun" Taliban have tribal interests "Arab" (foreign) al-Qaida ideologues don't share. "Delinking" the Taliban and al-Qaida would be a huge political victory, but what keeps a Taliban government from reneging once the United States withdraws?

The Bush administration came to Washington highly suspicious of "nation-building" but left convinced America was in a long war for the terms of modernity. Nation-building was a difficult, "wicked" choice -- slow, tedious, incremental and dirty -- but the best choice for the long term if you really want change.

liberals
tend to forget that we are fighting terrorism. The sad thing is they call them militants and would release them from Gitmo. They also want us to read them our Miranda rights, when they would spit on our constitution. The sooner we rid the world of Al Queda the better.

afghanistan is obamas chosen war
he has declared it worthy or our efforts, as compared to iraq, which is not. he has made victory in afghanistan a national priority. i am as appalled at obamas adventurism regarding afghanistan as i was by bush's ultimatum to saddam regarding compliance with un demands for verification regarding wmds. i knew saddam would not believe the ultimatum, just as i know the taliban will not respect obama. i will hand it to bush, at the price of destruction of his own reputation and the republican party, as well as the destruction of our nation by throwing it into the power of democratic party traitors, bush did indeed back up his ultimatum and destroy saddam hussein, reversing 60 years of surrender as a national policy. there is no way that obama will sacrifice anything to win in afghanistan. at the first sign of opposition, he will cut and run in true com/lib style. the taliban knows this. they will resist him, and obama will cut and run. the sooner we surrender in afghanistan, the less we lose before we surrender.

the difference
between the liberals deliberately betraying their country and losing wars, and what i propose in afghanistan, namely a quick surrender, is that the liberals called it "peace with honor" while i called it surrender in vietnam, and i know that surrender is bad national policy, but knowing that the democrats will lose anyway, i just dont see the harm in surrendering immediately instead of later. dont forget that great obama precursor, lbj, who personally mismanaged the vietnam war from the oval office, deliberately murdering american servicemen while demanding strenuous efforts to safegard russian "technicians", while traitors in washington transmitted the identity of every target to the communists, and johnson personally ensured that the communists would never be seriously injured by the american war effort. he squandered the patriotism of the much maligned "baby boom" while destroying our country with cradle to grave social "safety nets." any surrender now that reduces the power of an lbj would be better than surrender later after enduring the tyranny of that lbj. u go, obama. promote that war you will surely abandon when the going gets tough.

Inconsistent
It is inconsistent to say that success in one country is important, and that success in another country is not important. That is in a nutshell, the impression that Obama gave during the campaign. That success in Iraq was not important, but success in Afghanistan was important. The correct answer would have been that success in both countries are important. And because it is important, we need to do whatever is necessary to achieve success.

Obamanation and the world
Oama is attempting to free others while he brings destruction on Americans especially African-Americans. He has financed their destruction through the abortion mills and the prohibition of using public buildings as a place to hold worship services. Yet he has the applause and favor of religious leaders espeacially from the black communinity. The Afghani government do not want Obama bothering Pakastan or causing any distrubance in the region. The media is not reporting the country reaction to Obama military operations.

Arrogant, Naïve, Inexperienced Loser or
Cunning Deceiver, Obama lost control of Afghanistan and most likely the battle on that front in the world war against Islamic jihadists when he insulted Karzai. Karzai turned to the Russians. The Russians have taken over an air base used formerly for support of NATO troops in Afghanistan. The Russians are moving in other ways also to block NATO success in Afghanistan. Both Afghanistan and Pakistan leaders are perturbed also by airstrikes killing “civilians” since Obama took office on January 20.
Obama took further steps to lose the world war against Islamic jihadists by 1) his initial silence on Hamas and others versus the Israelis in the Gaza Strip at the turn of 2008-2009; 2) first TV appearance as President on Arab TV apologizing for the U.S. to Musims; 3) fawning letter to Iran’s Ahmadinejad; 4) intent to close Guantanamo, suspension of trials of the jihadists and getting them out of there to somewhere at sometime; 5) other feckless actions known outside his inner circles or not at this time; and 6) inviting more Hamas and other Islamic jihadists to the U.S. if the following is a true document:

If the best retort you've got to offer in response to the several things Obama did to and for Islamic jihadists and other muslims, including insulting Karzai in January is an intelligence report from December, you are far behind the power curve on intelligence. Like an Alzheimer's victim meeting new people every day and a Lib Dem Obamaniac being constantly surprised by events you are in serious trouble.
