House Minority Leader Republican John Boehner (R.-Ohio) is calling on rank and file House Democrats to defy Speaker Nancy Pelosi (D.-Calif.) and join the GOP to force a stand alone vote on offshore drilling.

After a contentious weekend with the GOP over energy, Politico reported Monday that Pelosi had indicated to some Democrats that they should position themselves as pro-drilling if it would help them win upcoming election races.

Boehner told those Democrats to “put it in writing.”

“If you aren’t willing to put it in writing, you’re fooling no one,” Boehner said. “You’re siding with the Speaker of the Drill-Nothing Congress and radical special interests that favor higher gas prices at the expense of energy-strapped American families.”

The GOP believes there are enough moderate Democrats and conservative Democrats, commonly called Blue Dogs, who would vote with Republicans to pass a bill to expand the domestic energy supply through offshore drilling if Democratic leadership would schedule the vote. Rep. Mike Pence (R.-Ind.) said “We are absolutely confident” such a bill would pass with bipartisan support in a press conference Monday.

Under House rules, Pelosi is required to schedule legislation for a vote if 218 members more sign a document called a “discharge petition” to support a vote on it. 106 House members have signed the latest discharge petition. Their names are available here.

Although the House of Representatives was technically closed for a month-long recess Friday, House Republicans have stayed in Washington to pressure Pelosi to call the House back to order to work on energy legislation.

The Speaker unceremoniously adjourned last week amid loud cries from the GOP who wanted to end the day with routine, 5 minute speeches. Most of Republicans were planning to use the time to criticize Pelosi for letting the House go into recess without doing anything to increase the domestic energy supply.

Rather than let the Republicans do that, Pelosi unexpectedly turned off their microphones, ordered CPSAN cameras to shut down and dimmed the House’s lights. Rather than go home, a cabal of Republicans refused to leave and spoke to visiting tourists about gas prices from the darkened House floor.

Republican will continue their protest this week and possibly the month, although the House is technically closed.

Pelosi dismissed the Republican’s desire for a vote on drilling Sunday in an interview on ABC with George Stephanopoulos. He asked her “Why not give a straight up or down vote on drilling?”

Pelosi said drilling “was a decoy” and that Republicans were conducting “a war dance of the handmaidens of the oil companies.” She added “we have a planet to save” and insisted she would not allow a vote on offshore drilling. Against Stephanopoulos asked her “why can’t they have a vote?”

“They’ll have to use their imagination as to how they can get a vote,” she replied.

After President Bush lifted the federal ban on new offshore drilling, the gas price quickly began dropping. If the snoozing Democrats returned to Washington to at least discuss the energy issue, the price would fall more. If Congress actually passed comprehensive energy legislation, it would drop still more. Pretty soon we could be where this voter, at least, expects to see it -- and Congress -- by November:

TWO-DOLLAR GAS OR KISS YOUR A$$ -- goodbye!

Now, having said that, I believe that a modern-day community organizer could do well to force Congress to handle the people's business instead of Pelosi's personal crusade to "Save the planet."

If you can't get through to your Congressmen/women via email...call them! Each should have several offices in their states. You can call the capitol and they will transfer you to any office. Most of them have a web site and it will list phone numbers in each state as well as at the capitol. Remember that most of them have staff that answer email, snail mail and phone calls. You will probably NOT get to the official themselves. You can also call the President...there is a number that you can let him know what you are thinking...again a staffer will answer and take the message but at least you can DO SOMETHING!

One other thing...check out AmericanSolutions.com and see how lots of people are working to make things better. Newt has set up a real grass roots program...take bad control of your life and government. Remember the House runs for re-election every two years...if you don't like them...vote them out until you get someone who truly represents their voters and understands that "what is good for the country is good for ALL it's citizens; not just a few"

It won't help Obama if San Fran Nan to stops a vote...he is in the Senate NOT the House! It would only benefit him if there is no similar bill presented for vote in the Senate or if one is passed by the house and sent to the Senate for vote.

As to the length of time to get oil from a new well...research the new field I heard about in Russia...it was discovered supposedly in May and will be pumping in Sept! I don't remember where I saw the info but I was impressed.

We DO need to work on alternative energy but we need to provide our own sources of oil in this country NOW. Did anyone see that the main fields in Mexico are drying up? They are thinking of reserving what is left for the use of their country and not export any more. That could be real trouble for the US. Mexico is our number 2 provider!!!! We also need MORE nuclear and natural gas both of which we can make and use safely. Ethanol is a joke...get rid of the mandate...that will help the price of food.

Average profit margin for U.S Companies: 8.5%.

Financial institutions have an average of 25% profit margin.

as speaker because she has just made a critical error in judgement to ensure the end of her political carrer. This is sort of remenisent of when Patsy Shroeder went on her school desegragation binge then tried to run for president. I was one of those who was forced to get a substandard HS education because we got shipped 20 miles away past 5 schools in the district because my parents lived in a modest middle class neighborhood. This Pelosi gaff is proof she cares more about representing the special interests of the environmetally ill as opposed to those of her constituents just like Patsy with the NAACP. I trully wish she would have gotten unseated in the primary by Sheepham, but I will settle on wathcing her hand the gavel to Mike Pense.

Every Republican Senator and Congressman, and any Dems that want to keep their jobs, should meet on the steps of Capitol Building right away and take a vote on Offshore drilling and on ANWR drilling. Even if it not official, it will put a stick in Pelosi's eye. I know it is campy but it could be a nice GOP television ad.

It doesnt matter if your a Republican or Democratic, Conservatives and Moderates want to drill for oil to lower the price of gas we have a energy crisis and speaker Polsi doesnt care about what the American people want, and that is lower prices at the pumps, 75% of Americans want to drill,and McCain wants what the American people want, we have to use oil, so lets drill and use our own oil instead of import it, doesnt make any sense, we have it lets use it.

Government is not drilling, only letting oil companies drill in places that the Government has said no to in the past. Why block that?

And as far as evil oil companies, its not one guy with horns on his head, its thousands of employees, that get a paycheck and get taxed. Even more investors buy stock. More rigs, more refineries=more jobs. More jobs=better economy.

But a great economy is not what communists like the tramp pelosi or BHO want.

Madam Pelosi is the best living, real-time example of why women should not be given powerful positions. There aren't too many Golda Meiers or Indira Ghandis or Margaret Thatchers -tough ladies, but with a soft, determined and focused manner. Pelosi is just about pelosi and "look at me - I'm important". Her frantic response to Stephanopolous, "I'm trying to save the planet!" (which she repeated twice) sounded like an old Flash Gordon Saturday Matinee serial.
Her utter disregard for the people of this country was so obvious in her actions. Her San Francisco constitutents (I'm sure) applauded her, but unfortunately as Speaker, she should remember that she represents ALL THE PEOPLE!
If I wasn't a lady I'd suggest a check on her menopause meds.

I guess we'll have to agree to disagree on how to handle the oil companies. I have no love for them myself but for other reasons....such as subsidies and lobbyists abilities to quash competitors but I just feel that if we want to show them how we feel, let's find ways to stop using their products. In the mean time, we need to have their product until the time comes that we can stop using oil (not likely since plastics will probably be with us forever...literally). Sorry, there was a lot of "feelings" in that hehe.

So, Microsoft, is screwing the customer when they make far more than 10% profit? Possibly, but should we, as a nation, be able to determine what level of profit is "obscene" and take the rest? That's a huge slippery slope of Socialism and I don't want any part of it. If you dislike the oil companies that much, then maybe it's time to change to a lifestyle similar to Ed Begley Jr. There is nothing wrong with that and as a matter of fact, if I could afford to do it, I would. But, that's the way to show our disdain for the oil companies, not by taking more and more of what they earn.

well it is a fact so why would they want to change the dynamics of the current situation?

i own a small business and i make 2.5% in a good year and 1% in a year like this one.

i do however believe that business needs to recognize that if wasn't for american technology, transportation systems and the initial ability to drill on american soil they would not be making those profits.

where is the national loyalty of these oil companies.

when i have a good year i pass it on to my customers not try to screw them for more profit.

"most quarterly profits" or "obscene profits"....both of these phrases cause my knee to jerk.
I make a certain amount of money. If I work an hour overtime, it could cause my profit to be in the "record" levels. It doesn't matter if my profit gets higher and higher....that's what I'm in business for. The fact remains that even if they made a one percent profit, it would be such a large number that people would say OH MY GOD....those are huge profits. Yes, the total is huge but the percentage is at or below normal profits for ANY company. Congress should stop worrying about these "windfall" profits and start worrying about how to cut spending and increase trade. Then we might be able to say that the US had "record profits" instead of increasing the taxes on gasoline purchasers because the oil companies are making too much money. I say increasing taxes on the people because any windfall profits tax on the oil companies will SURELY fall on the backs of the citizens.

although i agree that pelosi should allow an up or down vote on the issue of drilling i disagree with the conclusion that it was because of bushs executive order.

every objective observer has said it was because consumption has fallen dramatically.

oreilly is even taking credit for it.

here is my last question.

since they are making the most quarterly profits in american history why would the oil companies want to change the circumstances to bring down the price.

what is in it for them to make less profit.

The Point of the Column
The discussion about whether drilling is or is not a good idea is an important one, but is not the subject of this column. The point is that Madame Speaker refuses to even allow a vote on the issue. How is that democratic? How is that consistent with the ideals of representative government? How is that even sane?

*** Well, lets see. ANWR has 800 billion barrels of oil. Oil shale has 2 trillion barrels. Offshore??? No one really knows because exploration is forbidden. I know it will be more than if the drilling is banned.

how much will the price of gas be after all the drilling is complete?

It has been estimated that we have enough oil to last 100 years. If you increase supply the price will go down. In the last two years how has the price changed since Congress has promoted ethanol? Hint: it has almost doubled. Where is all of the alternative energy now?


i have asked these questions all day and cannot get a straight answer.

I have some questions for you christianlib:
1) When will these alternative energy breakthroughs occur?

2) How long will it take to replace all of the cars that burn gas today with an alternative energy source?

3) How is the poor going to pay for these expensive alternative energy cars?

4) How much is our food prices going to rise because we are diverting so much of it to convert to energy?

5) When are the libs going to start promoting policies that really do help the poot and not hurt them?

With all due respect, I trust the people who actually drill the wells when it comes to estimating how long it would take rather than the Department of Energy.
I also don't trust the Department of Energy to tell us when the prices would come down because they aren't in THAT business either. Ask futures traders how fast oil will decrease in price if we FINALLY start to drill oil increasing the world's supplies.
That 5 cent estimate must have come from Harry Reid. The price came down 10 cents or more just when Bush rescinded the moratorium on the OCS. I would think that ACTUAL drilling would cause the price to come down even more because futures traders would sense an increase in supply and would start selling in order to prevent their money to be lost.
No matter what, it's all speculation. Why not drill? Is it going to increase the price of gas if we do drill? If not then I don't see the down side of drilling.
Let's not forget the upside. The oil companies will be making more money which will equate to more taxes collected and we will be able to stop spending 700 billion dollars per year to foreign countries to buy oil. That would strengthen our dollar and would lower the price of the oil even more.
What would be the point of not allowing oil drilling? Will it mean that we have to give up on alternatives? Will it cost us too much?
I just can't see the downside. Drill, build nuclear, build windfarms in the Kennedy's back yards, use solar, use geothermal, develop hydrogen fuel cells, EVERYTHING!

Focuses right on the fulcrum for leveraging the revolt. I think it is too early to write off the Blue Dogs but they have to be called. It would also help to call the bluffs by McCain and Bush too. You can't be for Cap and Trade and be serious about drilling. Haven't heard from either of them. Their voices would ensure that this revolt would be vaulted into the top 2-3 news stories every day. Crickets. They are only for drilling unless it has a chance to happen.

Pelosi has lost touch with reality. She thinks she has it all under control and in the bag, that she is safe and immune. She has obviously not learned from the Republican experience since 2006.

To come from Boehner's efforts to force Red Nancy to call the House back into session, but it's nice to see someone on our side finally showing some backbone.

I don't think I've ever heard anyone on this site say that drilling is THE answer. But to say that "we can't drill ourselves out of this problem" is only saying "drilling is not the solution so it can't even be part of the solution".
We can drill ourselves out of the problem if Nancy Pelosi will allow us to. Drilling will allow us the time to develop the INFANT alternatives and also allow us time to build nuclear plants. The only problem is that the Democrat leadership and some liberal Republicans will not allow us to "build nuclear plants to get us out of the problem" or "use clean coal technologies to get us out of the problem" or even build wind farms unless they are built far enough away from the Kennedy's land.

It is about time that the Republicans are actually showing some courage. If they keep it going they will benefit greatly in the fall...at least minimize the damage.

Regarding oil prices....they are mostly speculative...so if the "drill nothing congress" allows drilling the price will drop...simply because it will telegraph that more oil will be in the market as soon as 2 to 5 years.

The desire to maintain market share will drive the price done.

Leasing would begin no sooner than 2012, and production would not be expected to start before 2017. Total domestic production of crude oil from 2012 through 2030 in the OCS access case is projected to be 1.6 percent higher than in the reference case, and 3 percent higher in 2030 alone, at 5.6 million barrels per day. For the lower 48 OCS, annual crude oil production in 2030 is projected to be 7 percent higher—2.4 million barrels per day in the OCS access case compared with 2.2 million barrels per day in the reference case (Figure 20). Because oil prices are determined on the international market, however, any impact on average wellhead prices is expected to be insignificant.

in other words, off-shore drilling would not even produce what we use in a day. (20 million barrels).

and the best estimate i have gotten is that it would knock 5 cents of the price.

it appears to me it has become a political football rather than a plan.

How About A Vote On The SAVE Act?
We are only 28 signatures short on the discharge petition to get a floor vote on the SAVE Act, which would get some enforcement going against emplying illegal aliens. There is no way our founding fathers had any intention of an entire nation being held hostage by a small group of "representatives" led by one person. I am writing to respectfully request that you join the bi-partisan effort to bring H.R.6108 (Title: To provide for exploration, development, and production activities for mineral resources on the outer Continental Shelf, and for other purposes) to a vote on the floor of the house.

I also request that you wholeheartedly suppor this effort. This Resolution will go along way to lower gas prices. The rhetoric, to wit: it will not bring gas pirces down for 5-10 years, is completly false. The effect of beginning oil exploration in ANWR, the OCS and the development of Oil Shale technologies will have a drastic and immediate effect.

If you would like to have an direct positive effect on the lives and well being of your constituency, support this bill, all other laws notwithstanding. An attorney friend said he believes the Speaker can be "impeached" or removed by a 2/3 majority of the House. That's probably why most people think it can't be done. However, if the Republicans and enough of the at-risk Dems were willing to stick their necks out, it could probably be done. He didn't know if that applied to the Senate Majority leader or not.

So far, my research into the duties and responsibilities of either house of congress has not revealed that they have a requirement to trash the people's business in favor of their personal agendas.

Many are now beginning to call for some kind of petition or action to remove "Dear Speaker" from office. I am not aware at this point that such avenue is available to the people but the scholars that post here at Townhall surely can provide some information on this subject should the option exist.

Should that be the case, where there is the will, there is a way.

Clinton's admistration actually signed the Kyoto but they never took it to Congress. Maybe they didn't take it because they were told not to sign anything that would effect the economy. There was nothing for President Bush to sign.

The dems won the House in the last election promising an energy plan but it turns out that the plan is the same as it has been – move to town and walk to work. Over half of the Republican losses were to right of center dems that were running against Republicans that were to close to the center. Now that people have seen that Pelosi is insane and the dems are going to keep her as Speaker – because there aren’t enough of them to pry the gavel from her hands – the dems may get a surprise in November.

If his/her name isn't on that list, write to them and tell them to get it on there and get this matter up for a vote! Nancy Pelosi has let a little power go to her head. And she's doing the dirty work of the other dems who are up for re-election. This is a representative government and I don't feel very represented at this point.

on that list, I suggest you write to him/her. That's what I'm doing. There is no excuse for Nancy Pelosi holding up a vote of this magnitude. If it doesn't pass, fine. If it does, then she will have to live with it. This is supposed to be a representative government. I don't feel very represented right now.
