Sen. Conrad's Countrywide Role Overlooked

The role that Senate Budget Committee Chairman Kent Conrad (D.-N.D.) played in greasing the skids for Sen. Chris Dodd’s multibillion mortgage bailout is being overlooked.

Both Democratic senators are being fiercely criticized after Portfolio magazine published a story stating they had received “VIP” discounts from Countrywide CEO Angelo Mozilo on their home loans-- which has not been refuted by either Dodd or Conrad. Although Dodd is bearing the brunt of those criticisms, both senators had major roles in crafting legislation to benefit Countrywide to the tune of billions of taxpayer dollars.

Despite the obvious conflict of interest, the legislation could come up for a Senate vote as early as today.

While benefiting from those discounted Countrywide loans, Dodd used his position as Chair of the Senate Banking Committee to craft a bill to require the government to purchase up to $300 billion in bad loans from mortgage lenders. This would certainly benefit Countrywide as it is the largest mortgage provider in the United States.

During the regular process of creating legislation,the chairman of the relevant committee is required to send a "Views and Estimates" letter to the Budget chairman outlining budget requirements for the bill. In this case, Banking Chairman Dodd needed to send a letter to Budget Chairman Conrad. Then, to advance the bill, Conrad must attach needed budget provisions to the bill make sure it can be funded later.

While signing off on this particular bill, Conrad added something called a “reserve fund” to Dodd’s bill which would prevent the bill from later being subjected to a “Budget Act point of order.”

The budget point of order is a deadly parliamentary tool often used by opposition to kill a bill. In the past, Republicans have used budget points of order to challenge legislation on merits it would cost more than the budget allocates. Nevada Sen. John Ensign successfully used it to prevent the creation of a high-profile budget-busting $140 billion “Asbestos Trust Fund” in February 2006.

By making a “reserve fund” Conrad essentially insulated the bill from this kind of attack.

A “reserve fund” was also used to bypass budget points of order questions about the controversial 2004 “Medicare Modernization and Prescription Drug” bill, according to a April 2008 Congressional Research Service report. “The purpose of the reserve fund was to allow the applicable budget levels to be increased by up to $7 billion for FY2004 and $400 billion for FY2004-FY2013 to accommodate legislation involving a Medicare prescription drug program and related matters,” the report said of the 2004 bill.

In essence, by creating the reserve fund for Dodd’s housing bill, Conrad created a way to increase funding for the bill without question.

Conrad has admitted he has a conflict of interest in Countrywide and the housing bill and made a $10,500 donation to the charity Habitat for Humanity over the weekend—the amount his “Countrywide discount” was worth.

Still, most of the media’s attention has remained focused on Dodd, who received an amount of $75,000 worth of discounts over the life of his two Countrywide mortgages on his Washington and Connecticut homes. He contends he did not receive any preferential treatment although Portfolio’s report suggests otherwise.

Sh-h-h-h...you are supposed to keep quiet about this. It is a secret. The media is trying hard to muzzle this story.

Also,it is probably a set-up.The Democrats just don't do stuff like this.The dirty Republicans are the corrupt ones.

How I wish this story had legs,but it will go as all the other scandals by Democrats...nowhere.

Just a suggestion but...
It bugs me that Dodd claims that he knew nothing about it and that in any event, it was not a huge amount. What we really need to look at is the "Angelo's VIP List" and see who else was on it.

This is such a hornet's nest because DC has become such an entanglement of conflicts of interests and corruption that our politicians can often honestly claim that they didn't know. You know government is too big when those elected to deliberate legislation no longer read the legislation they vote on, even when it bears their names as sponsors.

It Just Doesn't Matter
The kool-aid drinkers will always continue to vote for Democrats as long as they keep abortion legal and continue to destroy the founding principles of the United States. To them, all else is irrelevant.

These two positions will continue to provide liberal Democrats with a lifetime get out of jail free pass.

Excellent article Amanda. I truly wish we could take our business elsewhere. If a company we were doing business with behaved like our government (from local levels to federal) we would fire them all and begin a new relationship with a company with more respectable ethics. I truly believe, as do most that I come in contact with, that America would benefit if we were to fire all of our elected officials and start-over. Maybe you can write an article proposing a method for achieving this...

I'm FED UP with the criminals in Congress that keep getting "special deals" for themselves and screwing the taxpayers by doing it. These scum should be "tarred, feathered and run out of town on a rail then hung", as the old saying goes.

I say we hang anyone in Congress that cuts special deals for themselves. Who do these people think they are anyway?

This Congress is just one big sorry excuse. Ignorance is no excuse...and to actually claim not to know is even more pathetic. These are the Congress people in charge of the people's money. They are in charge of overseeing this industry. This is a ridiculous statement made by a Senator, of not taking responsibility. These Senators really do think they are above the law, and have special privileges...we truly need to oust them and to get in people who are not making it a career choice but are actually working for the people. These Senators are self serving, self righteous, incompetent, greedy, inept people who have been in power for way too long. Dodd and Conrad should be forced to resign...goodness they caused Lott to resign just for congratulations words at a birthday party...what does this mess say about the democrats...this is far more serious than words at a party...this is a bribe...these are perks and a payoff for their bailing out the industry...the bill they are presenting as a bailout is not in the interest of the average USA citizen...Congress again caused the problem...and is NOT the solution to the problem. Let's see how the democrats surround the wagons for Dodd and Congrad...as hypocrites would do in similar circumstances...huh!!!they were cleaning up Congress ha ha...it is just same old same old...txpoljldy

Where are the Republicans? Why aren't the yelling at the top of their voices about the "SCANDALS"?

Why if there is a hint of wrongdoing by a Republican it is scandal,scandal,scandal. Not so with Democrats. It was an oversight,mistake or such.Thanks to the MSM it is kept as quiet as possible.

There are too many liberals in the Republican Party for them to speak out against the democrats. Just as with muslims, liberals won't publicly criticize other liberals.

Elected republicans should be required to wear sun dresses to better look their part in DC.

The reasons the GOP will be voted into oblivion in November and in 2010 are their incompetence and cowardice. Morality, facts, etc. are irrelevant to the public which wants things done and which admires courage.

Consider what the socialists have done since 2001. You have to admire them. They are courageous. They are in the minority after having been defeated in 2000 and especially 2004 when America gave the GOP a lock on the Federal government.

Yet the socialists successfully defeated the GOP jellyfish at every turn. And now see their rewards. They will have the executive branch and a veto proof legislature. And then they will have the final prize, a majority on the supreme court.

And they will show us how to use power, something the GOP cannot do. It's hard to be bold when you were born without genitals and a vertebrae, and breast fed until you were 18.

And see the rewards for courage. The socialists can get all sorts of perks like low loan rates and do so in broad daylight. No one cares, not even those who lost their homes because they defaulted on their loans. People admire strength. They don't care about morality and fairness. They respect the ruling elites' graft when the elites show balls.

The GOP will have to watch their opponents leave DC cocktail parties with the best looking interns. That's the worst part. It's one thing for other America families to lose their kids in Iraq because the GOP was too afraid to let us win and end the war early.

It's quite another when democrats are sodomizing the best looking interns while the GOP guys do without. That's really unfair.

This must be a new record. Conrad and Dodd get a total of $85,500 in discounts, and in return for this they try to give $300 billion of the taxpayers' money to Countrywide and other companies that made foolish loans to people who could not repay.

THIS MEANS THAT WE TAXPAYERS ARE ASKED TO PAY $3.5 MILLION FOR EVERY DOLLAR THESE SCOUNDRELS RECEIVED!!

There is only one solution to the mess in Washington. We the people need to defeat every incumbent, of either party, who is up for re-election in November. We can only dismiss 33 Senators this Fall, but we could start over with a totally new set of Representatives in the House. Maybe that would give us a few years of good government before they too became corrupted.

Dodd says he has done nothing wrong. Probably a victim of the right wing conspirators.
