Bush to Get Tough on Porky Republicans

Even though the Democratic Congress promised a return to fiscal responsibility after the 2006 elections and the President demanded that lawmakers reduce their earmarks by half, the practice of slipping pet projects into spending bills continues to thrive in a bipartisan fashion.

The question is, when those spending bills are delivered to the White House, is President Bush prepared to be tough on big-spending Republicans and Democrats alike?

Director of the Office of Management and Budget (OMB) Jim Nussle said “yes” in a meeting at the Old Executive Office Building Friday morning.

“I don’t want any filters on this,” Nussle said. “As we look at this challenge we need to look across the board. Certainly, we all know this challenge exists in a bipartisan way and that’s unfortunate.”

The President has issued veto threats on several of the 13 unfinished spending bills that fund government operations because they exceed his budget request by $23 billion.

Tucked inside those bills are thousands of “legislatively directed” spending items. Otherwise known as “earmarks,” these are budget items requested by senators and members of Congress to pay for special projects in their home states or districts.

In a January 4 Rose Garden speech, President Bush issued two dictums related to earmarks. “Congress needs to adopt real reform that requires full disclosure of the sponsors, the costs, the recipients, and the justifications for every earmark. And Congress needs to cut the number and cost of earmarks next year at least in half,” he said. These goals were reiterated in his State of the Union Address.

The Congress, however, has made little progress on either item, and the OMB is keeping watch.

OMB has tallied 11,351 earmarks contained in the House and Senate’s spending bills, slightly down from an all-time high of 13,952 total earmarks included in the fiscal year 2005 spending bills.

6,651 of the fiscal year 2008 earmarks were requested by House members, 4,700 were nabbed by senators.

To make the earmarking process more transparent, the much-touted ethics bill signed into law in September purported to require members of both the House and the Senate to make public a signed letter that included the name and address of the intended recipient or location of any requested earmark. During last minute negotiations, however, the Senate exempted themselves from the disclosure requirements.

Nussle noted that Congress is empowered to “police itself” but said “the President has taken on the challenge of [eliminating] waste, fraud and abuse and highlighting earmarks and pork-barrel projects.

“We need to highlight these abuses,” Nussle said.

The Heritage Foundation compiled a sample list of the requested earmarks here. Some of the items include a $3 million earmark for the lending program managed by the open border group National Council of La Raza, $1 million for the Clinton School of Public Service in Little Rock Arkansas, and $3.7 million to combat the Formosan Subterranean Termite.

Republican Sen. Ted Stevens (Ala.), who came under fire for a past request of $400 million to fund a “Bridge to Nowhere,” has requested $34 million for the Alaska Native Educational Equity Assistance Program, $7 million for an Arctic Energy Office and $150,000 for rodent control on the Aleutian Islands.

Nussle acknowledged getting tough on Republicans could cause heartburn among those who face uphill battles in the coming elections.

As a former Republican member for the left-leaning 1st District in Iowa, Nussle said, “there is a popular belief if you were a vulnerable member--and I was in that category seven of my eight terms, I was always considered vulnerable--one of the things that is often offered to you were opportunities to pass bill on the floor or to have a [pet] project, and it was thought this was a way for you to get some good attention back home, to look like you were effective and to bring home the bacon, so to speak.”

“And I have to tell you that it does in some instances it does work like that,” Nussle said. “But, I would say it’s a waning strategy in terms of its effectiveness. I would say most constituents now are not as impressed by your ability to waste federal dollars then they used to be.”

After 6 straight years of Republican pork, which went up 1000% under the GOP, now that the Democrats are in the majority, Bush wants to get tough?

Americans aren't that stupid honey (least not Democratic Americans)

Bush is the biggest spender in our history, period, and the Republican Congress from 2000 on upped pork by 10 times, or 1000%. They ruled over and approved the biggest spending, biggest increase in government in our history. Bar none.

Please, you expect people to take you seriously when you write articles such as this? Maybe the ignorant will buy into it, but not Democrats.

I completely agree. I am a conservative that is unhappy with Dems and Reps on spending. It's just for show. Yet it needs to be done, and it should have been done sooner.

I don't believe all earmarks are bad if they are used for a real public good, such as transportation and public utilities such as sewers and water. Earmarks such as studies of aligator farms are a whole 'nother story. Why does Arkansas need a world trade center?

if Bush would have even considered doing this had the Repubs not been swept in 2006. Bush claiming fiscal responsibility... what a joke. I guess better late than never, but this clearly isn't because Bush has strong fiscally conservative principles. He's been an unmitigated disaster as president, particularly on fiscal issues.

For patriotic democrat,
Conservatives have already shown their displeasure and showed it at the polls concerning spending. However, the spending that is already on the books for many decades are the result of democrat entitlements and giveaways. That amounts to hundreds of billions every year for decades. So, why the angst against Republican spending only? Democrats invented it.

Are we going to argue
about whose laundry is the dirtiest? Or are we going to try and clean up the mess?

Earmarks
Everyone gets up in arms over earmarks and "pork", but, let's face it, the waste involved in bringing pork for the constituents is small change compared tot he huge entitlement spending that is a given part of every budget. Sure, the bridge to nowhere was a waste, but it was less than 1% of what we spend on medicare, or medicaid, or about 100 other projects rife with waste and fraud. (And which are not truly the province of the federal government in the first place.)

It is fine to fight pork, and it certainly grabs the headlines, but how about cutting some of the real big ticket items? What about some cuts in the huge entitlements that form the vast majority of federal spending?

Just Because He's Late
doesn't mean he shouldn't fight earmarks.

The real question is "Is it the right thing to do?"

fought for this before but does that mean that he should not fight now. Personally I don't think we are going to get rid of this open invitation to corruption. It's the communist(D)'s turn now. THe liberal spending Republican who were up for election were turned out in 06. How 'bout that D's? Are you going to turn out the porker dems?

I am a moderate conservative, I think they call use Neo-Conservatives, everything needs a label but it does suggest a little where someone is politically.

I like Bush, but I sure don't agree with a lot of the things that have happened and it would be great if he could trim a $100 billion from the budget.

I don't understand why helping to get our budget in order would make voters mad. Especially if not only could they get rid of the pork but also trim all departments of government, the idea is, I don't need to find where your inefficiencies are, if they have a smaller budget, they will find them, I am sure most department could live with a 50% budget cut. I must admit that the military gets a little tricky, a few mistakes her could be cause for great concern. In case of the military, I am not saying don't be more efficient, but lets look at it harder before we cut anything. I don't want to take soldiers tools or paycheck away from them. But all other departments... poof. I sure would like to build bridges to somewhere.

It may be
good strategy as an attempt to once again make the GOP look like the party of fiscal responsibility, but it smacks of being too little too late. Where was your veto pen President Bush, when the GOP congress was setting records in pork and vote buying? Its time the GOP figured out that what works for the party of self-proclaimed victims hoping to vote themselves rich, is anathema to those who are self-proclaimed producers hoping to keep some of what they have produced. Its at the point where the whole GOP is tainted by the RINO label. I can hardly wait for the chance to throw out some of the rascals i voted for.

Bush Not Fighting.
Before ypu give this turkey credit for a non accomplished moment of sanity, make sure he's not just bargaining for some other high cost socialist idea either his mother or Mexican care taker gave him.

Doing the Presidents Job.
__The President is acting according to the peoples wishes. If the peoples congressional reps are not doing it, or unable to do it, President Bush is acting according to his job requirements. He sees a left majority speaking volumes about addressing this earmark problem, and then do nothing. He is also aware of liberal republicans, and independants, who have spoke volumes, and done nothing. The president is also aware of the peoples reps who are honestly trying to reform this, out of control, earmark gift to factions. President Bush is, has he should be, acting according to the voice of the majority, "We The People". This will not help him gain friends from either side of the isle, but it is a needed step in holding those responsible for abusing this Republic, and our societies needs. It might hurt some, but this has gone on for too long, and needs to be corrected. It's the job of the Executive office to ensure the peoples wishes are carried out by the reps they hired, elected, to speak for them. When factions control the majority the people are given this insurance by the principles of our Republic, the peoples government.

my 2 cents
The project that spends some money and maybe creates a job or two in the district of congressman A is pork to the constituents of the congressman in district B. Thus it is, always has been and always will be.

But the idea that President Bush is a fiscal conservative is beyond absurd and for someone in his administration to argue that point with a straight face is insulting.

Everybody is posting about Bush’s 6 yrs. of run away pork. Yet now he is against pork.

Let me make this simple. Bush is for Repub pork and against Dem pork. Dems have been in control for a few months and naturally Bush has found new religion with an election coming up to be against Dem pork that helps them not Repubs get elected.

Politics isn’t about ideology, it is about power. As FDR said, nothing in politics happens by accident. You must filter what happens through the prism of power not ideology. Then it all makes sense. We posters on TH are ideologues, but that has absolutely nothing to do with the politics of DC.

What a crock . . .
Sure -- this President, who has spent more than anybody since the New Deal, including Clinton and Carter, is now against Pork. Jeez, if that doesn't blow this conservative's skirts up. Bush I and II have done more damage to the fiscal health of this country than any Democrat since Johnson. Carter was bad, but that was to be expected. Bush ran as a conservative and the real value of the dollar is dropping at nearly the same rate as what occurred in the 1970s.
He's been worse on illegal immigration, which carries a massive hidden tax. The only positive thing that he has done -- though he has carried it out abominably, has been the "War on Terror." I say abominably, because he has been sacrificing our money and men at the altar of politically correct warmaking strategy in Iraq. Perhaps he and Carter can get chummy after the election, as did his father and Bill Clinton.

Planning to finally send money to Ron Paul today. Nobody else as of yet. I know Paul will not win, but he is principled. It is possible to accept a President with a tad more pragmatism, but this throwing of all continence out the window -- as Bush has done on domestic policy -- well, there are lots of fiscal conservatives who will be staying home this election. Sorry, mainstream Republicans -- this is what happens when you sell out your real values.

Bush Against Pork?
If Bush is really against pork there is a simple act Bush can take even without the line item veto. All he has to do is have his staff post on a web site ALL the pork attached to every bill that crosses his desk. Congress will never make it all public but there is no reason Bush can't. Undress them all in public. No partisanship. Let the chips fall where they may.

That should be the Great Society.
I.e., Bush has spent more than anybody since Johnson via the Great Society programs.

Playing Off Pastore
I'd say Bush lost his conservative principles and is now just being politically pragmatic.

I take that back, you can't lose what you never had, and he wasn't conservative down here as governor either.

All of ya'll who are foaming at the
mouth and gnawing the grass while in the throws of BDS should keep a couple of things in mind. Bush's spending has been only on a couple of socialist program. Those were the No Child Gets Educated fiasco which he co-sponsored with Ted the Swimmer and the Prescription Drug Boondogle. ALL of the rest of the spending was done by CONGRESS. He is guilty of not vetoing some of the more egrarious of the bills such as that last highway bill which did nothing for highways and still spent billions.

If he had the line item veto, which RINO Rudy succeeded in getting trashed, he may have been able to do some good.

So before ya'll use up a years supply of derangement, let's not forget congress's major part of this. Especially sine they are the one actually designated by the Constitution to spend money.

You are correct, Congress makes the laws, the President signs or vetoes. Last I looked they were neck and neck for low poll ratings, for what they're worth.

The good news is....
there is plenty of ink left in the Presidents Veto pen. Hope it's not all dried up though.

As long as we don't intefer with our own ability to suckle at the teat, any solution is acceptable.

Here's an idea
How about we allow pork ONLY every other year -- for example, let's say in the even years. In the odd years, not one single earmark is allowed. Think anyone would learn anything?

Nah, me either. It was just a thought. (And a minor one at that.)

Someone opined
Bush is doing what the people want. Does that include refusing to obey the law he signed in 2006 mandating the fence be built? Does that mean refusing to obey and enforce the laws on the books regarding immigration? Does that mean
going under the radar, cutting Congressional oversight out of the picture with SPP, NAU, AMERO and the Nafta Hwy. Yeah, he's surely doing what the majority of the American people want.

Look,the president needs some votes on a particular bill.He calls in certain congressmen from both parties and says "You,you, and you.You all have earmarks on such and such a bill.I'll let your earmarks go through if you vote for this other bill. Deal?" What's a congressman to do?

As I say,line item veto is never going to happen.Two thirds of the House,two thirds of the Senate,and three fourths of the state LEGISLATURES have to approve an amendment.

__You were probably refering to my post. I used that line to set up an expaination of Executive powers. There are two checks of obnoxious, or unconstitutional, legislation in government. The executive, and the judicial. The people are the checks has election cycles roll around. I admit president Bush has not always been perfect in the examples you put forth, but you will notice the people stopped the immigration fiasco. The only power the people have, in immediately stopping this earmark bologna, is in his hands. Our current representation, in Congress, secured their seats claiming to be the white knights ending this bologna. It's about time somebody did so. Of course, I think you might find, many would love to engage in you screen name.

Who Does Jorge Think He Is?
Line item veto? You think it is a war now. But since it is out of the question anyway, why talk about it? And I do not understand why the Democrats are not hugging Jorge; he has already done far more than they promised. About the only thing he hasn't done for a good cause is to award Algore the Presidential Award for Buffoonery -- but I think he is saving that for himself.

IF Democrats were "patriots" with brains, they would know that "PORK" is totally bi-partisan! During the entire first six years of the Bush regime, the "PORK" washed out at about 60% GOP "PORK" and 40% DEM "PORK"; the only thing different now is the percentages have switched to reflect the change in majorities!
As for DEM ethics reforms, there are NONE of substance as promised, and even a few critical ones were undone very quietly during the House/Senate conference committee on the bill! The "PORK" process now is even less transparent, especially in the US Senate.
It is ALL a huge joke! Well, a huge tragic comedy at the US taxpayers' expense! The ONLY way to get rid of Federal "PORK" is to outlaw it entirely, period, or, and this is even more laughable in the USA today, vote out the bums who engage in it...like that fat crook MURTHA (D), Young (R) of Alaska, and all the rest.
Now the national debt is larger, but has financed (and continues to finance with the approval of the DEMS) a WAR...not to mention the single most devastating natural disaster in the history of this country, but the national debt today represents a smaller percentage of the national GDP than it did when Clinton left office. Check the facts.

Whose to hold accountable
For all of the rhetoric on both sides of the fiscal irresponsibility issue I encourage(especialy the Democrats)to simply look at and study the facts as documented by Citizens Against Government Waste as to each of our elected officials' real voting record. It is appalling to me how little accountability we place on memebers of Congress.

earmarks
all earmarks are the result of dishonest congressmen sneaking in during the middle of the night to insert spending appropriations into other bills. If everything were on the up and up this would not be necessary. But these thiefs in the night are looting the treasury to reward constituents or special interests. Any and all congressmen guilty of such actions should either be recalled or suffer legal prosecution. The treaury is not the private piggy bank of congress and this shameful thievery should be stopped immediately.

If all the Congcritters on BOTH sides,along with Bush,were as afraid of pork as the Muslims are,voila! No problem,no pork! It is our job to put that fear into them. Take out ALL non-constitutional spending,NO MORE DEFICIT! Simple.
