McConnell Statement On Senate Procedure

Senate Minority Leader Mitch McConnell on the Senate clerks allowing Bernie Sanders (Vt.) to interrupt the reading of the bill, as Republicans had requested.
The plain language of the Senate precedent, the manual that governs Senate procedure, is that unanimous consent of all members was required before the Senator from Vermont could withdraw his amendment while it was being read.

Earlier today, the majority somehow convinced the parliamentarian to break with the long standing precedent and practice of the Senate in the reading of the bill.

Senate procedure states clearly, and I quote: "under Rule 15, paragraph 1, and Senate precedents, an amendment shall be read by the clerk before it is up for consideration or before the same shall be debated unless a request to waive the reading is granted."

It goes on to state that, quote, "the reading of which may not be dispensed with, except by unanimous consent, and if the request is denied, the amendment must be read and further interruptions are not in order."

You may have heard that the majority cites an example in 1992 where the chair made a mistake and allowed something similar to happen.  But one mistake does not a precedent make.

For example, there is precedent for a Senator being beaten with a cane here in the Senate. If mistakes were the rule, the caning of Senators would be in order. Fortunately for all of us, it is not.

It’s now clear the majority is willing to do anything to jam through a 2000-page bill before the American people or any of us has had a chance to read it—including changing the rules in the middle of the game.

Updated: Dems Threaten Nelson, Nat'l Security in Pursuit of 60 Votes

The Weekly Standard is reporting that bloodthirsty Dems on the "precipice" of passing an overhaul of the nation's health care system are making serious threats in order to keep together 60 votes--and we're not just talking about the withdrawal of support during a political campaign; we're talking threats to the nation's security:

While the Democrats appease Senator Lieberman, they still have to worry about other recalcitrant Democrats including Nebraska Senator Ben Nelson. Though Lieberman has been out front in the fight against the public option and the Medicare buy-in, Nelson was critical of both. Now that those provisions appear to have been stripped from the bill, Lieberman may get on board, but Nelson's demand that taxpayer money not be used to fund abortion has still not been met. According to a Senate aide, the White House is now threatening to put Nebraska's Offutt Air Force Base on the BRAC list if Nelson doesn't fall into line.

Offutt Air Force Base employs some 10,000 military and federal employees in Southeastern Nebraska. As our source put it, this is a "naked effort by Rahm Emanuel and the White House to extort Nelson's vote." They are "threatening to close a base vital to national security for what?" asked the Senate staffer.

Indeed, Offutt is the headquarters for US Strategic Command, the successor to Strategic Air Command, and not by accident. STRATCOM was located in the middle of the country for strategic reasons. Its closure would be a massive blow to the economy of the state of Nebraska, but it would also be another example of this administration playing politics with our national security.

I'm hoping for the country's sake that this report is false, but will keep you posted as new details emerge...  As Glenn Beck noted on his morning radio program, if this report is true, there is much more at stake here than just health care.

Update: Sen. Nelson is denying the report; Weekly Standard is reporting their source is strong and is not backing down from the claim.

Update II: Local news is reporting that Senator Nelson has told the AP, "My vote is not for sale - period."  Both Nelson and the White House are saying the "rumor" is "completely false."  This local news story also claims the source of the rumor is conservative columnist Michelle Malkin--a claim that is false to my knowledge since the story originated from the Weekly Standard.

Update III: The Weekly Standard continues to stick by its source--and now apparently 2 more.  Michael Goldfarb says not only is his original source in this story strong, but two others have come forward with information to confirm the story.  Stay tuned...

Where's the FULL Cost Estimate of Obamacare?

We've heard what the CBO has said the cost of Obamacare will be to the government, but what will it cost America's taxpayers? 

The CBO Obamacare cost estimate has tipped the scales at $850 billion, but this estimate does not include the costs of private sector mandates.  Cato's Michael Cannon has been asking for this comprehensive cost--for 180 days and counting. 

In 1994, the CBO did score these mandates and found they accounted for nearly 60% of Hillarycare's total cost.  So why is it that we're still waiting for an estimated total cost?  And why is the Senate is rushing to vote, knowing only a fraction of what Obamacare's total price will be?

If the 1994 cost model of Hillarycare is any indication, the cost of the Obamacare package will be "more like $2.5 trillion," according to Cannon's estimates.

Doesn't Sound So Good Out Loud?

For a while, Senate debate on the health care "reform" bill came to a halt, as Senator Coburn has forced a reading of the 767-page amendment from Vermont Socialist, Bernie Sanders.  Sanders has now withdrawn his amendment, which would have sought a single-payer system, as the far-left takes another body blow.

Too bad the reading didn't continue. Perhaps it would have given Democrats in swing states some time to ponder whether it's really right to continue this frenzied rush just to sign something -- anything -- by year's end.  After all, we're not talking about stampeding through Filene's to find a marked- down wedding dress; these people are playing with our health care and one-sixth of the US economy.

When is the "world's greatest deliberative body" going to start living up to its nickname?  Right now, there's no deliberation -- just frantic arm-twisting for political reasons.  It ought to tell people something pretty scary about just how much concern Democrats from the President on down have for them and their health care.  In other words, not as much concern as they do for their own perceived political interests.

Michael Moore to Boycott the State of Connecticut

No joke. Apparently ticked off at Sen. Joe Lieberman's distaste of the public option, Moore tweets:
People of Connecticut: What have you done 2 this country? We hold u responsible. Start recall of Lieberman 2day or we'll boycott your state.
As Moore's followers delightfully forwarded-on his message, it apparently escaped them all that the U.S. Constitution does not authorize the recall of Representatives, Senators, Presidents or Vice Presidents--thus no member of Congress has ever been recalled in the history of the United States.

UPDATE: Democrats Pull Amendment Because Of GOP Procedural Tactic

Sen. Bernie Sanders (I-Vt.) withdrew the amendment that Sen. Tom Coburn had stalled (by requiring clerks to read it). The amendment itself dealt with single-payer health care, and after Sanders withdrew it, he proclaimed that single-payer "will come as surely as I stand here today," despite this setback.

Coburn had stalled the amendment after Sanders refused to allow the American people 72 hours to read amendments before the Senate voted on them.

Taking A Stab At What Rubio-Crist Could Mean

Micheal Barone offers some preliminary analysis on Rubio and Christ polling equally:
One lesson that some liberals (disapprovingly) and conservatives (approvingly) are drawing from this race is that Republican primary voters are bent on rejecting moderates and nominating conservatives, even at the risk of losing a seat Republicans might otherwise win. But in this case it seems clear that Rubio, even if not as strong a general election candidate as Crist, still has an excellent chance of beating the one prominent Democrat running for the seat, Congressman Kendrick Meek.

...money and name identification in today's political environment don't guarantee victory. In fact, as Patrick Ruffini points out in the course of arguing persuasively arguing that Republicans shouldn't be looking for candidates capable of self-funding campaigns.

Rubio is trailing far behind Crist in fundraising, but he has been picking up endorsements from county Republican organizations and, despite his financial disadvantage, getting his articulate conservative message out.

They're polling at 43% apiece among likely Republican voters in the Florida Senate primary, according to Rasmussen. That's a ten-point drop for Crist and a 12-point increase for Rubio.

Cars Crashing in the Midwest: Blame Gore

From Milwaukee comes word that some energy-efficiency efforts are actually putting people in danger.  Say what?
MILWAUKEE – Cities around the country that have installed energy-efficient traffic lights are discovering a hazardous downside: The bulbs don't burn hot enough to melt snow and can become crusted over in a storm — a problem blamed for dozens of accidents and at least one death.

"I've never had to put up with this in the past," said Duane Kassens, a driver from West Bend who got into a fender-bender recently because he couldn't see the lights. "The police officer told me the new lights weren't melting the snow. How is that safe?"

Many communities have switched to LED bulbs in their traffic lights because they use 90 percent less energy than the old incandescent variety, last far longer and save money. Their great advantage is also their drawback: They do not waste energy by producing heat.

A Lead-Up To The Nuclear Option?

This is not normal.

The Senate is currently reading a 767-page amendment after Democratic Sen. Max Baucus refused to consider a request by Republican leadership to give the American people 72 hours to read any changes to the Senate health care bill.

This is what Senators do when... well, they hardly ever do it. Sen. McConnell forced a read of the Democrats' cap-and-trade bill after Democrats refused to move President Bush's circuit court nominees in June of 2008, but procedural hang-ups rarely, if ever occur, and it's too early to know what this one means.

It could be a precursor to full-out war, where Republicans invoke every procedural hang-up in the books and invoke the wrath of the entire Democratic Party. Or it could just be a one-time thing. Whatever the case, Senate Republican leaders say they're fully united behind this decision, and are willing to invoke more procedural war. Here's Sen. Jim DeMint on Twitter:
If Reid won’t slow down this debate, we will do it for him.
Sen. Tom Coburn of Oklahoma had made the original request for the 72-hour window to Baucus, and neither Senator has come out with more information on whether they'll change their position as a result of this move. The only way the Senate can be moved to stop reading the amendment is if Coburn himself retracts his original request.

It took 18 minutes for the clerk to get through the table of contents. Current estimates for the time it will take for the clerk to read the entire amendment is eight to twelve hours.

Why is Governor Schwarzenegger pushing for the same sorts of policies in Copenhagen that have helped drive his state into record deficits and unemployment? Perhaps he will recall that I live in our nation’s only Arctic state and that I was among the first governors to create a sub-cabinet to deal specifically with climate change. While I and all Alaskans witness the impacts of changes in weather patterns firsthand, I have repeatedly said that we can’t primarily blame man’s activities for those changes. And while I did look for practical responses to those changes, what I didn’t do was hamstring Alaska’s job creators with burdensome regulations so that I could act “greener than thou” when talking to reporters.
Boom!  Taste her nightstick.
