Forcing the Public to Use Bureaucratic Boondoggle

After 13 years of delays, and cost-overruns that tripled its estimated cost, Seattle finally finished the first 14 miles of its insanely impractical light rail system. Running between downtown and the airport, “Central Link” cost an unprecedented $330,000,000 per mile—nearly $200,000 per yard. Of course, ridership is barely half what officials predicted—and interest on construction expenses alone means a subsidy of $200 per ride.

My wife and I tried the new system, experiencing a jerky, pokey ride that took 45 minutes. Officials claim the normal time will be 36 minutes, but acknowledge that the popular 194 Bus travels the same route (at a lower fare) in just 32 minutes! To force the unwilling public to use the white elephant light rail, they’ve arrogantly announced cancellation of the 194 Bus, starting in February.

Second "Stimulus" on the Way

If you thought that the first economic “stimulus” put in place by the Obama Administration was a bust, get ready for a disappointing round two. Democrats in Congress are closer than ever to passing a second stimulus in a misguided effort to spur job growth. According to the AP, “House Democrats are looking at swelling deficits further, at least temporarily, on a jobs-producing bill in response to double-digit unemployment and a sense within their ranks that the party needs to do more to put people back to work.”  

The first stimulus was sold largely on the basis that it would cap unemployment at a worst case scenario rate of 8%. Proponents claimed that jobs would be created immediately, and our economy would be on the upswing by the end of the year. That couldn’t be further from the truth. In fact, unemployment now sits at 10.2%, and jobs are nowhere to be found.

How much of your hard-earned money does the government have to waste before they realize that throwing money at a problem isn’t a viable solution?

Just look at the $700-billion financial industry bailout known as TARP (Troubled Asset Relief Program). Earlier this month, Neil Barofsky, the Special Inspector General in charge of overseeing the TARP bailout said the program “will ‘almost certainly’ result in a loss to taxpayers." According to Barosky: “We need to temper or be realistic about our expectations; a dollar-for-dollar return is just highly unrealistic. It’s almost certainly going to be a loss.” Furthermore, “Tens of billions of dollars are likely to be lost on the automotive bailout. In addition, some banks that received TARP money are failing, so the aid they received will be wiped out.”

Bloomberg also reports that Barofsky is conducting 65 investigations of possible fraud with the implementation of the TARP.

Clearly, the last thing we need is another bailout or stimulus or whatever you want to call it. We need to allow Americans to keep more of their own money, not take it away. While simplistic, it’s a tried and true method for economic revitalization and sustained prosperity.

A Glimpse into the Past

You may or may not know why this blog is titled the Greeneyeshade Blog.   I am a CPA by training, a self-professed bean-counter.  I also sit on 3 of Committees available to Members of the House that hold jurisdiction over areas of federal economic policy, budgeting, and economic analysis.  I feel it is particularly instructive that we take a look at some history…because after all, the numbers don’t lie.

- In February 2009, Democrats enacted a debt increase, with the premise and promise that by borrowing another trillion dollars would create jobs for more Americans and that it would happen immediately, thereby thwarting the unemployment rate from rising above 8%...we are now at 10.2%, according to the Bureau of Labor Statistics, this is a 26 year high.

- Since taking control of Congress in January of 2007, Democrats have presided over a 39% increase in the nation’s debt from $8.670 trillion to $12.039 trillion.

- According to the President’s budget, the national debt will soar from $9.961 trillion at the start of 2009 to more than $24.4 trillion in 2019…that’s an increase of 144%.

The Borrow and Spend Runaround

Recently, the White House indicated that it has plans to raise the national debt limit as part of a larger upcoming piece of legislation.  What this means is that the United States Government has run out of its statutory borrowing authority…just like the credit card you have in your wallet or purse…there is a limit on what one can spend.

This is the second time in 2009 that the debt limit has been increased. 

Here is a brief situation report of our economy right now:

  • - The national debt has increased to $12.039 trillion or 85 % of Gross Domestic Product (GDP).
  • - The debt limit was raised from $11.315 trillion to $12.104 when Speaker Pelosi and President Obama passed their ‘non-stimulating’ stimulus bill, nine months ago.
  • - The government is now roughly $70 billion away from reaching the current limit.
  • - The White House is now seeking a debt limit increase of at least $1 trillion to $1.5 trillion—increasing the limit to anywhere from $13.1 trillion to $13.6 trillion.

I will have more on this and a historical glimpse in the past tomorrow.

Air Traffic Control: America's Unfriendly Skies

Reason.tv has a great new video that examines the pitfalls of America's outdated air traffic system and how the government is delaying your flights:



"The air traffic control system in the United States is technologically obsolete," says Robert W. Poole, Jr., director of transportation studies at Reason Foundation, the nonprofit that publishes Reason.tv. "This model is basically the same model that we have used since the beginning of air travel."

The technology the Federal Aviation Administration (FAA) uses to navigate $200 million jets is less advanced than the GPS technology drivers use to navigate $20,000 cars.

Poole says the system could safely handle more planes if the FAA used modern technology that would provide real-time information about where planes are. But the funding process, overseen by pork-hungry members of Congress, often thwarts technology upgrades.

The only way to get the politics out of our air traffic system is to take the system away from the politicians. Why not let a private corporation manage the skies?

Quinnipiac Delivers Sobering Numbers for Obama Policies

The latest Quinnipiac poll shows the American public opposes Obama's health care plan by a growing margin of 51-35.  I'd say this is bad news for the Democrats' agenda, but I'm afraid they don't really care what "we the people" think anymore.

Three-quarters of American voters – 74 percent – like President Barack Obama as a person, but only 47 percent like most of his policies, and voters disapprove 51 – 35 percent of the health care overhaul passed by the House of Representatives which he has endorsed, according to a Quinnipiac University national poll released today.

This overall approval of Obama's health care plan is down from 61-34 in early October. 
"Most Americans like President Barack Obama and might like to have a beer with him," said Peter Brown, assistant director of the Quinnipiac University Polling Institute. "But millions of voters who sided with him last November because they thought he would bring change to Washington aren't crazy about the kind of change he is trying to bring."

"That is especially true of independent voters, many of whom used to be Republicans turned off by the Bush years. They may not yet have returned to their former political home, but many have concluded Obama isn't offering their kind of solutions," Brown added.

Obama Stimulus Numbers: The Return of Enron-Style Accounting

Mike Flynn with Big Government makes a great analogy posing essentially this question today:  If corporate executives are responsible for the financial numbers they release, why shouldn't the Obama administration be held accountable for the numbers on Recovery.gov?

Flynn writes:

The Sarbanes-Oxley Law was rushed through Congress in the wake of an enormous corporate accounting scandal that shook Wall Street and investors across the country. CEO’s and officers at several large companies were found to have “cooked the books”; i.e. knowingly falsified earnings statements to maintain stock prices or propel them higher. The practice came to be known as, Enron-Style Accounting....

....Yes, with the number of records pouring into Recovery.gov there are certain to be some problems. And, not every human being knows their Congressional District and may not know how to accurately estimate jobs “saved,” since there actually is no way to do so.

Still, remember, a couple weeks ago Administration officials used this very same data to take to the nation’s airwaves and proclaim success for their initiative. They reviewed this data and said that over 600,000 jobs had definitely been “saved or created.” That so many problems with the data have been exposed so quickly underscores how irresponsible the Administration’s press blitz was. Even if they were confident Big Media would never hold them accountable for running ahead of the data, the general public does remember these things.

The government requires corporate officers to be personally accountable for all financial  information released to the public. Having tens of thousand of employees making hundreds of thousands of separate reports doesn’t absolve them of final responsibility on the numbers. Neither does a need to get out in front of some impending bad news.

A few years ago, politicians passed a law to hold accountable corporate officers who mislead the public. If only politicians were held to the same standards they wrote.

Congress Takes Action: Stop Complaining!

Res. 155 to be exact) to officially designate complaint-free day.  No, I'm not kidding.  This is what paid members of Congress are working on these days:

Please join me in a co-sponsorship of a resolution, H. Con. Res. 155, to designate the day prior to Thanksgiving as Complaint Free Wednesday.

From time to time, we all experience anxiety, frustration, stress and regret.  And often, we respond to these feelings with a criticism or a complaint.  Regrettably, complaining keeps people stuck on current problems, inhibiting them from thinking constructively to find solutions.  Research has also shown that complaining can be harmful to one's emotional and physical health; relationship; and can limit professional career success.

In the spirit of hope, optimism, and positivity, and in honor of its efforts to encourage people to look forward, not backward, the group a Complaint Free World is to be recognized.  A Complaint Free World's goal, in fact, is to motivate 1% of the global population (about 60 million people) to become complaint free.

This timely and constructive (and revenue neutral) resolution would reaffirm the meaning of Thanksgiving by designating the Wednesday before as Complaint Free Wednesday.  Surely Complaint Free Wednesday will be a meaningful and powerful reminder to prepare for a day of gratitude.

Lost Track

There are some extra congressional districts in California receiving stimulus dollars…the trouble is, they don’t exist.

Recovery.gov, the web portal designed by the administration to provide transparency and information on where and how the President’s stimulus dollars were being spent lists 9 congressional districts in California that don’t exist, yet they apparently have received $5,740,757 in stimulus dollars, creating 24.2 jobs, which equates to about $237,221 per job.  This odd reporting isn’t limited to California either; ABC News has reported that instances of the same problems are popping up all over the country.

When asked about the problem, Ed Pound, director of communications for recovery.gov said "We're not certifying the accuracy of the information.”  Asked why recipients would pluck random numbers - 26, 45, 14 - to fill in for their congressional district, Pound replied, "who knows, man, who really knows. There are 130,000 reports out there.''

I don’t know about you, but I don’t see how the White House can allocate over $1 million in stimulus dollars to California’s 00 District, nor how you can claim to create jobs in a district that doesn’t exist…but if the White House can’t keep track of $787 billion, how are they going to track the $1.6 trillion for health care?!

"Phantom Districts" Now Number 440; Cost Taxpayers $6.4 BILLION

With the continuing investigation into where exactly the taxpayer-funded stimulus funds have gone to, Watchdog.org who originally broke the story has compiled a complete list of 440 congressional districts the Obama administration claims created jobs--none of which actually exist.  The total cost for these 440 districts is an astonishing $6.4 billion out of the $190 billion that has been spent so far. 

The top money recipients are pretty surprising.  The largest amount of money going to these "phantom" districts has been awarded to Puerto Rico's non-existent 11 congressional districts; in all, these districts have received nearly $2 BILLION--$1,934,569,528.00 to be exact. 

Other notable territories receiving stimulus money are Guam ($220,981,564); the Northern Mariana Islands ($44,325,353) and the District of Columbia ($2,792,048,590).  Somehow "human error" created 12 congressional districts WITHIN Washington, D.C.  Hm.

To follow-up on the story we helped to break yesterday, more and more media outlets are picking-up on fraudulent jobs and stimulus funds being reported on Recovery.gov.  

After many of my fellow conservative bloggers took to the Web yesterday and spread news about jobs being reported in non-existent congressional districts, ABC News reported, giving it national attention.  Yesterday I posted about jobs and funds that were falsely being reported in Missouri.  After more research, ABC's finding the problem is much more widespread:

For example, recovery.gov says $34 million in stimulus money has been spent in Arizona's 86th congressional district in a project for the Navajo Housing authority, which is actually located in the 1st congressional district.

The reporting problems are not limited to Arizona, ABC News found.

In Oklahoma, recovery.gov lists more than $19 million in spending -- and 15 jobs created -- in yet more congressional districts that don't exist.

In Iowa, it shows $10.6 million spent – and 39 jobs created -- in nonexistent districts.
