Debt-Riddled CA Government Borrowing From Workers' Paychecks

The LA Times reports:
Starting Sunday, cash-strapped California will dig deeper into the pocketbooks of wage earners -- holding back 10% more than it already does in state income taxes just as the biggest shopping season of the year kicks into gear.

Technically, it's not a tax increase, even though it may feel like one when your next paycheck arrives. As part of a bundle of budget patches adopted in the summer, the state is taking more money now in withholding, even though workers' annual tax bills won't change.

Think of it as a forced, interest-free loan: You'll be repaid any extra withholding in April. Those who would receive a refund anyway will receive a larger one, and those who owe taxes will owe less. ...The extra withholding may seem like a small amount siphoned from each paycheck, but it adds up to a $1.7-billion fix for California's deficit-riddled books...

California will probably continue to collect the tax at a higher rate for many years -- or find an additional $1.7 billion to slice from a future budget, an unlikely occurrence. All workers who have state taxes withheld will see their paychecks shrink.

"Many families are sitting at their kitchen table wondering how they're going to make ends meet," said state Sen. Tony Strickland (R-Thousand Oaks). "At the same time, the state of California is taking a no-interest loan." ...

The extra withholding comes in addition to tax hikes the state enacted this year.

In February, state income tax rates were bumped up 0.25 of a percentage point for every tax bracket. The dependent credit was slashed by two-thirds. The state sales tax rate rose 1 percentage point. The vehicle license fee nearly doubled to 1.15% of a car's value...

They are never going to get their money back. Forced taxation without representation, sounds familiar. It does not matter what you call it, withholding more of your income is a tax. Look at what the 16th amendment (income tax) has caused. It gives the government, State and Federal, to take every last penny you make. There is no percentage written into that amendment.
To my fellow citizens in the great state of California. It is time to get your torches and pitchforks and head to the state capitol. On the serious side, get your rifles and head to Sacramento.

Trust us, the vast majority of the conservatives who post here on TownHall are very well aware that not ALL of California is like the liberal fruitcakes which infest the Bay Area and too much of Los Angeles County.

As I said in a prior post, I lived in L.A. County for around 15 years, so I'm well aware of the political demographics of California. No one needs to tell ME that Orange and San Diego and Santa Barbara Counties (and so many others in rural California) are politically different than the Bay Area and L.A. County.

Yes, your fellow conservatives who don't live or have never lived in California, and those who DID but don't now, DO understand that unfortunately people like yourself suffer the collateral damage that liberal policies have produced in California. There ARE a few (unfortunately, NOT ENOUGH, but a few) rock-ribbed conservatives from California who post on this site, like MyOpine and Tommy and Lolo1 and Motley Crue.

Unfortunately, California may well have to become a human sacrifice, so to speak, as a visible demonstration to the rest of the nation of the destructiveness of liberal policies.

Not all CA residents are liberals who deserve this fate. Trust me, I live in Orange County and we are all very Conservative here. It's those tools in NorCal that are causing the problems. Citizens have voted by the Liberal CA Supreme Courts over turn those votes. DO you honestly believe they would cut the entitlement programs to NON-CITIZENS! I'm happy about this
As many have said -- all those stupid Californians voted to have their state run by Democrats (and celebrity Republicans like Arnie who doesn't even qualify as Dem Light). They are simply getting the fruit of what they voted for. Hmmm, maybe in the next gubernatorial election, they will elect a Democrat who can really "fix" things for them.

Like many people here, I have weathered the current two-year recession pretty well. I'm not wealthy, but in truth, I am getting by reasonably well. Why? Because like many people here, I have pared and pared and pared my weekly, monthly and annual budgets BACK to bare-bones. He who spends money he doesn't have is the same person who drives either his own personal life, or his national status, into Big Time Deficient. Not for me. Paring back, spending no more than I have coming in, is a strategy that has worked for me for decades now.

Too bad the American government and the American Congress, elected by MANY stupid people, hasn't figured that out. So go ahead, California. Elect a Democrat who will make things even worse than they are now. Give everything away and spend money you don't have and will never have. Way to go, Idiots.

Regarding your question to NOTW: my sentiments as well.

For SOME people in this country, to be sure, they can find alternatives to the United States (Saint-Denis has told us that if life in America becomes intolerable under Obama, she's leaving for France).

But for myself, a white conservative Christian of Jewish lineage, I simply don't see any obvious places elsewhere in the world where I feel I could go and expect to be able to live out the rest of my life in reasonable peace and safety and prosperity.

Canada? THAT country is even farther down the road to authoritarian socialism than the United States. Europe? It's well on the road to becoming Eurabia, and even Great Britian appears to be being slowly lost to the Islamic surge. Australia? Well, maybe, but I've heard disquieting things about the direction THAT country is going. South America? Chile is probably the most viable possibility on that continent for someone like me (although I'd have to learn Spanish), but given the long history of political instability all throughout that continent, it doesn't seem like a safe long-term bet. Israel? That's a nation that actually probably WOULD welcome someone like me, but I'd be living in a country that might be on a war footing 24-7 pretty soon if Iran gets nukes.

Unfortunately, in surveying the world beyond the United States, I've come to the conclusion that for a white conservative Christian male of Jewish ancestry such as myself, if I can't LIVE here in the United States, I'll DIE here.

I too am a former California resident, having lived in Los Angeles County in the latter half of the 1980's and all of the 1990's. To see the action that the state just took to withhold more state tax is merely one more in a list of reasons that seems to only grow longer with each passing day that I'm GLAD I left California.

As a matter of fact, I'm only sorry now that the state is only withholding JUST 10% more for state tax than it was previously; why not more than DOUBLE, maybe even TREBLE, what the state withholds from worker's paychecks for state tax if the state is so strapped for money? I say, let the people in California who seem so enamored of socialist governance experience the FULL MONTY of socialist reality.

Last year California had to delay sending tax refunds 30 days because they did not have the cash. What will happen in 2010. The state is in worse shape, they are taking more taxes even though they are not entitled to them and how will they pay them back. I believe you are right. I do not believe that the Constitution allows for states to demand to borrow money interest free to support their irresponsible spending.

the Rev. Jeremiah Wright of state governance. For as long as anyone can remember, Rev. Wright type solutions have been employed to solve the states problems. Rev. Wright was our "dear leader's" inspiration too. So worry not, it worked for California, and it can work for the rest of us, too. We is in good hands, Rev. Jeremiah wright's hands! Dummycrats own the State Assembly. And their stupid desire to give everything to everyone regardless of cost has ruined the state. The State Budget has doubled in the last 12 years and the population has not. Can you handle that math?

Arnie aint a Republican. He is a Kennedy and an Austrian Socialist. He became governator when the ship was already heading full speed at the liberal iceberg that is entitlement.

But you are right, California is a mess thanks to the State Assembly. Thanks Dems!

Do you have a clue about Spain? Who is in charge? and why is unemployment now at 18.6% and climbing?...go ahead and do some homework and try to learn from other's mistakes.

This is the future of your agenda. Our State is one of the highest taxed. It is driving away business to other states and the revenue is going down for it.

At some point, people will leave this country because there are better places to live. Its already happening in Spain which is about 6 years ahead of us with a BHO-like agenda (and is failing miserably).
