Huckabee's Plan for Immigration Enforcement and Border Security

Today Governor Mike Huckabee is releasing "The Secure America Plan: A 9-Point Strategy for Immigration Enforcement and Border Security."  For your reading pleasure, here it is:

1.      Build the Fence

 Ensure that an interlocking surveillance camera system is installed along the border by July 1, 2010.

Ensure that the border fence construction is completed by July 1, 2010. 

2.      Increase Border Patrol

Increase the number of border patrol agents.

Fully support all law enforcement personnel tasked with enforcing immigration law. 

3.      Prevent Amnesty

Policies that promote or tolerate amnesty will be rejected.

Propose to provide all illegal immigrants a 120-day window to register with the Bureau of Citizenship and Immigration Services and leave the country. Those who register and return to their home country will face no penalty if they later apply to immigrate or visit; those who do not return home will be, when caught, barred from future reentry for a period of 10 years.

 4.      Enforce the Law on Employers

 Employment is the chief draw for most illegal immigrants and denying them jobs is the centerpiece of an attrition strategy.

Impose steep fines and penalties on employers that violate the law.

Institute a universal, mandatory citizenship verification system as part of the normal hiring process.

Prevent the IRS and the Social Security Administration from accepting fraudulent Social Security numbers or numbers that don't match the employees' names.*

       5.  Establish an Economic Border

Move toward passage of the FairTax.

The FairTax provides an extra layer of security by creating an economic disincentive to immigrate to the U.S. illegally.

       6.  Empower Local Authorities

Promote better cooperation on enforcement by supporting legislative measures such as the CLEAR Act, which aims to systematize the relationship between local law and federal immigration officials.

Encourage immigration-law training for police. Local authorities must be provided the tools, training, and funding they need so local police can turn illegal immigrants over to the federal authorities.

7. Ensure Document Security

 End exemptions for Mexicans and Canadians to the US-VISIT program, which tracks the arrival and departure of foreign visitors. Since these countries account for the vast majority of foreigners coming here (85 percent), such a policy clearly violates Congress' intent in mandating this check-in/check-out system.

Reject Mexico's "matricula consular" card, which functions as an illegal-immigrant identification card.

8. Discourage Dual Citizenship

Inform foreign governments when their former citizens become naturalized U.S. citizens.

Impose civil and/or criminal penalties on American citizens who illegitimately use their dual status (e.g., using a foreign passport, voting in elections in both a foreign country and the U.S.).

9. Modernize the Process of Legal Immigration

 Eliminate the visa lottery system and the admission category for adult brothers and sisters of U.S. citizens.

Increase visas for highly-skilled and highly-educated applicants.

Expedite processing for those who serve honorably in the U.S. Armed Forces.

Improve our immigration process so that those patiently and responsibly seeking to come here legally will not have to wait decades to share in the American dream.  Governor Huckabee has always been grateful to live in a country that people are trying to break into, rather than break out of.

*This policy will be drafted to comply with the final federal court decisions on this issue.

Are You Listening Huck?
In my view, Governor Huckabee's new Immigration Enforcement Plan is both sensible and long overdue. With it, he has taken a decisive step to repair the damage to his credibility from last week's Florida You Tube debates.

Where to now? In view of his previous support for scholarship assistance for illegals, many will no doubt question the sincerity of his new plan. To head off the inevitable criticism, he now needs to revisit the aforementioned scholarship assistance program he supported as Governor, explaining to the voters how and why he still defends that program in view of his new "get tough" stand on immigration reform.

Good words now, but the past is trouble
The problem with being upset at a Governor for illegal aliens is that it's a Federal problem. I'm not happy about reading some of what Huck did.

But tuition breaks for kids ... I'm always in favor of them.

The above plan is both reasonable and realistic -- for a President.


I'm about to support Huckabee, despite some reservations, as better than the others (for whom I have more reservations!)

But as pro-freedom Iraqis WIN in Iraq, all the Reps (except maybe Romney and Paul) win against Hillary. So the Kerry-like "electability" is not the big issue.

Nobody knows how any Rep does against Obama. I really don't believe the polls.

Have you done any research on Huckabee? How can we believe him on this issue he just said in point 6 he would train local police offcials on how to help with immigration and yet while Governor of AR the legislature passed a bill allowing AR state troopers to be trained to enforce immigration law instead of letting illegals go free when they catch them Huckabee would not allow the state to train them and follow through with this bill. He is just saying what ever he needs to to get elected and he will lie to cover up his past.

I would like to see all the candidates get behind the SAVE act which is currently sitting in Congress.

(Tancredo and Hunter have already signed it.)

I'll now consider Huckabee more acceptable than Giuliani, who is STILL saying he supports basically the failed CIR plan - a virtual fence, amnesty, and a big new guest worker program to meet our alleged but non-existent desperate need for labor.

Great Plan
Governor Huckabee has shown us once again why he is the best candidate for President. This plan is comprehensive and helps solve our horrible illegal immigration issues.

For those who say the fence should be done sooner--yes it should, however, remember that the new president will not take office until January 2009. Huckabee's plan is realistic and honest.

Fred Thompson's plan would never ever make it through congress. Huckabee's plan would have a much better chance. I like Duncan Hunter but feel his plan is unrealistic as well.

The Washington Post just wrote today that the Democrats fear Huckabee the most because they believe he is the only candidate that can defeat Hillary.

Facts
This is not about children of illegals born here they have the right to everything a US citizen does. Huckabee wants to give breaks to kids who come here at the age of 15 and speak no english. They then cost us money as we educate them for free and teach them speak english. This is a good thing and I am glad we educate people but to then take the next step and give them lower tuiton rates than a child of the military is crazy. Hucakabee needs to quit lying about this and admit either he is for it or it was a bad bill and he made a mistake in pushing for it.

Read the Constitution. You are either a citizen of the United States or you are not. Your friends wife and your brother's kids my be dual citizens on the other countries, but NOT in the eyes of the US. As I said the other countries laws are not in play in THIS country. They are US citizens or they aren't, period.

Dual Citizenship
You can be a citizen of the US and a citizen of another country. My friend's wife is a UK citizen and when she gets her citizenship, she has no plans to renounce her UK citizenship. There are benefits that she can get from her dual status.

My brother's kids are all dual citizens - US and Japan - Mom's Japanese and the kids have lived in Japan their entire lives. They have no plans to change their status, although they will all go to college in the US - and NOT even think about getting in-state tuition to a state school.

The dual citizenship thing to me is a non-issue and definately not an especially great concern in the immigration debate.

The fact that the INS hasn't existed for over four years - and that whoever drew it up should have known that - is the least of the issues. The more serious one is that his "mass exodus" plan would never work and even if it did there's probably a revolving door Huck isn't telling us about that would let illegal aliens who left re-enter as legal workers.

This is another mis-conception. The United States of America does not recognize dual citizenship. This is black and white. You are a citizen of this great country or you aren't. Simple as that. Other countries laws do not apply.

14th Amendment
Section 1. All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws. The key to this amendment is 'subject to the jurisidiction of the States wherein they reside.' This basially says the they 'the so-called anchor baby' (y'all need to find a better term, this one has bad conotations)is not a legal citizen...

He's already buying more time like Bush has continued to do. The BILL to build the fence is already passed and signed. Written by Duncan Hunter. All that has to be done is to hire contractors to start in each individual section of the border. Huckabee can do it by 2010? Duncan Hunter promises to have it done in six months after taking the oath!

Not quite complete
Pretty good plan, but needs a few additions:

10. Aid & Abet Provision. Parties who knowingly aid & abet illegals (Governors, Mayors, Churches, etc) will be prosecuted as FELONS.

11. Federal Funding provision. In conjunction with #10, States and Municipalities which fail to enforce existing laws and the above provisions will have Federal Funding withdrawn, to include many programs (i.e., highway funding, etc).

12. Anchor Baby. The Constitution and/or legislation will be amended to clarify the original intent and close the anchor baby loophole.

13. Foreign Aid Deduction. Upon return to Country of Origin, such countries shall be billed for all relevant costs on behalf of their ILLEGAL border-jumpers. Listen up, Mexico!!

14. No university or other benies for people "other than U.S. Citizens."

Nice words not his nature
That is a joke! He tried to reward illegal aliens by offering tuition breaks for their kids and he personally stopped the training of AR state troopers in immigration law so for him to even try to talk about point 6 is a joke because he would allow that to happen in AR. I am so tired of him saying things now when he did the opposite in AR for 10 years.
