Not All Benchmarks Are Created Equal

Congratulations to Hugh Hewitt for motivating over 30,000 blog-savvy activists to sign his pledge. This represents a serious act of citizen activism and I, for one, hope Republicans in the U.S. Senate are paying attention.

But it is important to distinguish between Sen. John McCain’s proposed resolution and the proposals of Sens. Biden and Warner. In fact, McCain’s draft resolution is a powerful defense of the surge. Moreover, Sen. Joe Lieberman, who takes a backseat to no one in his commitment to victory in Iraq, revealed over the weekend that he is working on the resolution with Sen. McCain.

Of course, Hugh could argue from a position of principle that it is wrong to even talk about “benchmarks” (though it should be pointed out McCain applies no timeline at all to these benchmarks).

But one could argue that the McCain resolution is part of a strategy to ensure no one resolution gets the necessary 60 percent required for passage; meaning support for a McCain resolution by enough Senate Republicans might thwart the Warner resolution and result in no resolution passing at all—precisely the outcome Hugh wants.

Hugh, in fact, makes this argument:

"Benchmarks" are either deadlines after which abandonment looms or poses struck for political cover. Both are the opposite of what is needed, which is resolve and the communication to the troops, our Iraqi allies, and the enemy that we intend to help the Iraqis get the stability and freedom they deserve."

I wonder what Hugh would make of the fact that former Massachusetts Gov. Mitt Romney advocated for benchmarks and a timeline on the Northern Alliance Radio Network (which can be heard on Townhall) just this weekend.

Here is what Mitt Romney said:

"So as the next step, the right step is to add additional brigades into Baghdad to pursue with the Iraqi government stability in Baghdad. To set a timetable and a series of milestones -- not for public consumption but for our own military and for our political leadership. And if we make progress along that timetable and milestones, terrific. If we don't, then we have other options."

In fairness, I don’t believe either Sen. McCain or Gov. Romney are advocating for “deadlines after which abandonment looms” -- but if the definition of benchmarks are deadlines, then it is Romney -- not McCain -- who is calling for them.

Kiss it goodbye
If we continue to believe the increasing level of disinformation about how we have failed and are failing on the war against terror, i.e. attacks cumulating in 9/11, we can all just bend over and kiss this country goodbye as well as our collective a-ses. Never in the history of human events has a government lobbied so hard to assure self destruction. We have not and never have lost a war we were committed to win, including Vietnam. We as a population are stuck on stupid. We believe the propaganda that our major network news spoon feeds an ignorant population, one that makes decisions about the safety of this country, our children and ourselves based upon the ranting of the democratic representatives in this country and the one sided reporting of the liberal press. The ranting are not based in fact, but only based upon fabrications to manipulate public opinion to further goals of government control and control of a population. The road we find our selves traveling will only lead to a bloody conflict in this country as the war will come here. We had all better stop and smell our latte’s pretty darn quick or the comfort we have and the arm chair quarterbacking we do will bring you what our population suffered in the 1860’s, if any of you remember those years from a history class you were probably not taught

benchmark resolution
There are many in Iraqi government who feel that US impinges on their sovereignity when we dictate the kinds of things raised in the benchmarks. Making these dictates "official" via a Senate resolution only gives these people more ammunition against those in the government willing to make these things happen.

Clearly US interests and US troops on the ground give our wishes amd advice a lot of weight, and we should be as forceful as we can be, but in private. A public resolution that anti-US hardliners will decry as "meddling in their sovereign affairs" will give more ammunition against those who would support us, and is self-defeating. If there's any resolution, it should state support for the new mission in Baghdad and Anbar and support for both US and Iraqi forces involved, with some allusion to the paving the way to political settlement of governance and other issues. Senators wishing to deliver private messages can pick up a phone or hop on a plane.

Benchmarks
The effort to compare McCain's and Romney's version of benchmarks entirely misses the point that Congress has no constitutional role in managing or conducting the war. It can tell Bush that he has no more money to wage it, but it can't tell Maliki that his funding will be cut off if he doesn't meet Congress'benchmarks. Only the Commander-in-Chief can do that.

Bush could impose benchmarks. Romney, who is running for the office of Commander-in-Chief, not Congress, is on solid ground if he says that, as President, he would impose benchmarks. McCain would share that solid ground if he made it part of his campaign rhetoric. But that's not what he's doing. He arrogates to himself as a Senator the powers that he dreams of having in a couple of years.

Once again John McCain demonstrates that his utter lack of understanding of and respect for the Constitution.
