ACORN Defunded Until October 31st. That's It.

There's a lot of talk out there about ACORN being stripped of their federal funding, and restricted from receiving federal funds in the future. Sadly, this couldn't be further from the truth.

Here's what really happened:

On October 1, 2009, the President signed a Continuing Resolution (CR) to keep government programs running at their current spending levels for one month.  This was necessary because Congress has not yet passed the annual appropriations bills which fund all government programs into the new fiscal year, which began October 1st.

In the Conference Report accompanying that bill, Congress included the following provision in Division B which prohibited ACORN from accessing federal funding:  
Sec. 163. None of the funds made available by this joint resolution or any prior Act may be provided to the Association of Community Organizations for Reform Now (ACORN), or any of its affiliates, subsidiaries, or allied organizations.
However, the CR expires on October 31, 2009:
DIVISION B--CONTINUING APPROPRIATIONS RESOLUTION, 2010

Division B provides continuing appropriations for all agencies and activities that would be covered by the regular fiscal year 2010 appropriations bills, until enactment of the applicable regular appropriations bill, or until October 31, 2009, whichever occurs first.
Congress can pass another CR if it hasn’t finished passing the spending bills.  That CR would also have an expiration date of a matter of days or weeks or maybe months.  But, unless that CR includes the same language as Sec. 163, money will flow right back to ACORN on November 1st.

Even if Congress passes its appropriations bills before November 1st, unless they include that language, ACORN will be eligible for funding again.  And, remember in that case, the language has to be in all of the bills.  There are 12 appropriations bills, each funding different government agencies and programs.  Adding the prohibition language to, say, the Transportation funding bill doesn’t stop ACORN from accessing Housing funds.

And, even if Congress were to include that language in all 12 appropriations bills, that ACORN-prohibition language would expire on September 30th – the final day of Fiscal Year 2010.

The only way to ensure that ACORN is barred from federal funds across the board and for more than a brief time is for the White House to suspend and bar ACORN from federal funds.  It doesn’t have to take an act of Congress.

Haliburton is a private firm that was contracted by the Federal government to provide logistical support for the efforts to rebuild the Iraqi oil industry, the manage the Provisional Government's supply chain, do general contracting work. Haliburton gets most of its business from private firms, and what business it did for the federal government had very slim profit margins. Haliburton is one of the contract firms that can compete with any foreign firm.

If you wish to find financial irregularities, look no farther than Goldman Sachs and JP Morgan. They continue to receive billions in taxpayer funds, and just this last quarter issued over $1 billion in bonus checks to its employees.

ACORN does a lot of good in the communities it serves. I don't think it deserves to lose federal funding because of the bad publicity surrounding the entrapment videos done by Doug Giles daughter. Can the White House really decide who gets federal funds and who doesn't? That's what she is implying by that statement. It would surprise me if that is true, but maybe it is. And if it is true, why didn't the Bush administration "suspend and bar ACORN from federal funds?" So is it possible that she's just making it up? Nah!

Congress can't send ACORN officials to jail. Congress cannot charge them with crimes. But they can certainly cut off funds. Look it up, it's in the Constitution.

Yes ACORN was vulnerable to the genius of Karl Roves machinations against them. He initiated these attacks because of their voter registration efforts in minority and urban areas that tend to vote Democratic in elections. This has Karl Roves fingerprints all over it.

Have you seen the people who run ACORN ?.. There is nothing intimidating or formidable about any of them. Yet they are blamed for everything from the collapse in the financial system to ushering in 'whatever-word-scares-you-the-most' -ism.

What will happen next is that the BigBoys, the high powered lawyers, PR Agents philanthropist will either regroup the organization or they will replace it with something even stronger and less vulnerable to partisan efforts to disrupt.

Their benefit to inner city neighborhoods is too valuable to lose.

Long, long ago
In a galaxy far, far away there was a beautiful country governed by fair minded, courageous men and women. They had families, a man and a woman and children. The man was called "Dad"-he went to a work place five or six times a week and earned enough money to have food and shelter for the woman the "wife". The "wife" took care of their home, helped other folks in the "town" and when the children came home -they called her "Mom" she had time to make them a snack, help them with their schoolwork and made a special time for the whole family to get together for dinner when Dad came home from work. The family spent wonderful time together before going to bed, which was a safe, warm place even though their doors weren't locked. One day a bad man with an army of mean men and women strode through their town and their homes and told them the laws had changed. The days became bleak and lonely, the nights were worse. Several years went by and the children grew up. They tried to have a family, tried to have a safe, warm place to call home but all hope became lost. That world finally was swallowed up by the darkness. Someday, maybe they will found again.

I suspect that congress will defer funding ACORN just long enough for it to become a forgotten issue. Make no mistake however, as elections approach in 2010, all language withholding money to ACORN will magically disappear. Otherwise, how can Dems possibly hope to win any elections?

You are exactly right. The thugs in DC will never stop funding ACORN. Who else would spend their time in the cemetery finding extra voters for them. And we worry about Afghanistan elections being crooked. Anyone in another country who saw the video of the black panthers standing in front of the voting places and reads the stories about how ACORN gets its voters surely thinks we are hypocrites.

On February 7, outsidethebeltway.com reported that Halliburton had been awarded a massive contract by the Obama administration while under investigation. So quit complaining about it; there are as many Dumbocraps willing to fund these guys as what you call Rethugs.
