On this day in 1979, President Jimmy Carter signed into law the Department of Education Organization Act. This act of Congress established the Department of Education and the Department of Health and Human Services as cabinet positions.
During his campaign for presidency in 1980, Ronald Reagan voiced his opposition to the Department of Education and promised to eliminate the department as a cabinet position. He was unable to do so, however, after being elected with a Democratic majority in the House of Representatives.
Throughout the 1980s and 1990s, the abolition of the Department of Education remained part of the Republican Party platform until the George W. Bush administration chose not to adopt this idea. Instead, the administration increased the department's span and budget by 69% between 2002 and 2004 with the "No Child Left Behind" law.
The federal government officially inserted itself into our nation's classrooms 30 years ago today.

The ED works to promote equal access to education by prohibiting discrimination, and Reagan was all about elitism and creating a greater divide between the haves and the have nots.
What REALLY happened was that Reagan, who wanted to cut federal education programs completely, assigned Terrel Bell - who supported federal aid to education. Why? Because Reagan knew his position was a non-starter, apparently. Bell told Reagan he would NOT dismantle what Carter put in place and Reagan went along with that. Seems he was too much of a girlie man to anger the masses, eh? Instead, Reagan ignored Bell who went on to form a commission to investigate the terrible state of American public schools, and filed a report called "A Nation at Risk". It became a very big deal in Reagan's administration, but not because of Reagan - but because one man chose to KEEP the Carter policy in PLACE.
In 1984, Reagan used this bit of great success in education reform culled from Carter's own initiative as his campaign issue. The Rethug Party pledged support for the ED and fed spending reached "record levels". Ironic, right?? Not if you're a deviously crafty Rethug.
So the moral of this story is that Carter's idea was a WINNER for the Rethuggians. Funny, funny stuff. |

Congress legislates for special interest.The vast majority of congressman and senators are corrupt because of how they legislate.They legislate for whoever stuffs the most money into their campaign coffers. Because they bring the pork home they get re-elected.Because elections are rigged that way this country has been declining for years.This administration and congress have greatly accelerated that process.
People have to stop being afraid and get involved with the Tea Party organisations to help get rid of all career politicians. |

In the book "Parkinson's Law", one of the articles talks about the lifespan of cabinets. Originally they begin small and effective, but over time they grow, and eventually become unwieldy, with membership being more symbolic than effective. And they are eventually replaced by other, smaller, bodies which are still small enough to be useful.
He calculated that about 13 members was the turning point, above which the cabinet ceased to be useful. But the diagnostic sign that a cabinet had become useless was when new members were added to the cabinet as symbolic measures to show select constituents how important their issues are.
The Carter Administration was the one that killed the US cabinet through expansion beyond that critical number. The cabinet has effectively been replaced now by the National Security Council.
I knew that the US cabinet was dead when the ambassador to the UN and the head of the VA were made part of it. The US cabinet now stands at 22, and is now utterly meaningless. |
