Obama did this so that when the next 9/11 type thing happens he can blame it on Bush. Simple as that. That is the primary reason. It also gives Obama the appearance of USA continuity in Iraq which is also a very good thing since we are actually winning that mess. We all know Obama can pull all the USA soldiers out of Iraq a heartbeat but this shows the world he wants them to know that it was election rhetoric and not actual foolishness about wanting the USA to run like cowards out of Iraq. I hope Obama continues to make sensible decisions. I didn't vote for his inexperienced stupidness but I sure hope he continues to do the right thing. I am not holding my breath on any of his future decisions as the man is still the biggest question mark of all time.
