McCain's Massive Energy Consumption Tax

The McCain-Lieberman proposed tax on energy consumption was the subject of a column by Roy Cordato in the  NationalReview.com yesterday:

The proposed bill, co-sponsored with Joe Lieberman, mandates an energy-rationing scheme that all economists acknowledge is equivalent to a broad-based energy tax which is similar to Bill Clinton’s 1993 Btu tax proposal. Energy would be taxed through the back door by placing a cap on the amount of carbon dioxide (CO2) that energy-producing companies can emit. It puts a legal limit on the amount of energy that can be drawn from conventional sources such as oil, coal, and natural gas.

McCain’s energy tax would kick in whenever an energy-producing company wants to expand its output above the cap. If, for example, a utility company that is bumping up against its emissions cap wants to increase its production of electricity generated from coal, oil, or natural gas, it will have to buy permission to do so by purchasing unused permits from other companies. The same would be true of an oil refiner that wants to increase its output of gasoline or home heating oil, possibly to meet new consumer demand. The purchase price of the permits is a tax, and will have the same effects as a tax on the market; it would raise the price of the energy source, i.e. coal, oil, etc., and therefore, it would likewise raise the costs of all production that relies on those sources, as well as the price of all goods and services that those production processes generate.

The EPA has estimated what the McCain energy tax would mean to consumers. Since the bill’s provisions are phased in, the full cost of the tax would not be felt for a number of years. But in a letter to Senator McCain dated July 2007, the EPA estimated that the tax will be about $.26 cents in current dollars per gallon of gasoline by 2030 and $.68 cents per gallon by 2050. For electricity, the EPA estimates that the McCain energy tax would increase individual’s electric bills by 22 percent in 2030 and 25 percent in 2050.



Here's how one environmental group greeted the 2007 version of McCain-Lieberman's global warming bill:

Environmental Defense today enthusiastically welcomed the introduction of a strengthened Lieberman-McCain Climate Stewardship and Innovation Act with an important new co-sponsor.

“Joe Lieberman and John McCain have been working on global warming for a long time and this year’s bill has been significantly strengthened. It’s aggressive in the short term and responsible over the long term. Lieberman and McCain are following the science and they deserve a lot of credit for it,” said Environmental Defense President Fred Krupp.

The legislation is co-sponsored by Senators Olympia Snowe and Barack Obama, who supported the bill in the 109th Congress, and Senator Blanche Lincoln, who is a new co-sponsor. “The addition of Blanche Lincoln demonstrates the incredible momentum behind this issue. Moderates like Lincoln understand how important this is not only for the environment, but for America’s energy security, rural economy, and global economic competitiveness.”


 

When first introduced in 2003, the Marshall Institute opined about the bill:

The McCain-Lieberman proposal demonstrates that in politics, perception is reality and facts are negotiable.

Having jumped over facts that don’t support their assumptions, McCain and Lieberman combine two flawed policies--the Clinton BTU tax and the Kyoto Protocol--to produce an equally flawed legislative proposal.

Since emissions come from energy use, imposing a cap on emissions means imposing a cap on energy use. Cutting through all of the rhetoric, this is imposed scarcity--in World War II it was called rationing--and the result will be an increase in the cost of energy. A government-mandated increase in the cost of energy is a tax.


 

The summer collapse of Senator McCain's campaign allowed it to escape the sort of scrutiny that Giuliani and Romney and to a lesser extent Thompson endured.  (Mike Huckabee has also been given a pass until very recently.)

Now as voters in Michigan, Nevada and South Carolina consider their votes, they need to recall not just McCain's votes against the Bush tax cuts, the McCain-Kennedy immigration "reform" with its Z Visas, the Gang of 14 which has left a long line of vacancies on crucial circuit courts of appeals and of course the already partially nullified McCain-Feingold restraints on free speech, they must also keep in mind that the Arizona maverick is teamed up with Barack Obama among others to cripple the economy in the name of global warming.

20-30 million citizens of other countries are in our country illegally, 55% from Mexico, most of the rest from other Central and South American countries. Let's not ignore the leftward voting trends of these countries. It is notable that they picked May Day, an old communist day of celebration for their marches.

Most polls show at least half of the American citizens of Hispanic descent want the borders and laws enforced. Republicans will not win by alienating their current voters to get 40% of a new small block that will grow very large, very fast if amnesty is granted. That will grow the Democrats vote larger and faster as the influx increases exponentially as the result of another amnesty. It will spell the end of the Republican Party. The people who used to vote Republican will stop voting or form a new party. Conservatives will lose political influence and we will slide inexorably towards socialism (it has already started).

Most of what you hear about this issue is political propaganda that tries to convince you to give up your country without a fight, including on Fox News. The big money players are all on board the cheap labor express, they care not that American citizens do not want another amnesty. We know the last one resulted in 10 times the number of illegal aliens and a general disregard of our laws. The next one will be equally successful.

Jackson paper endorses McCain
McCain carries liabilities. He is a weak public speaker, but his substance outweighs his rhetorical shortcomings.

Fundamentally, he is a straight shooter who has stood by our involvement in Iraq and the need for immigration reform even if it has cost him votes.

On Thursday, McCain candidly acknowledged that some jobs have left Michigan and South Carolina, another upcoming primary state, for good. While Romney has shifted positions on substantive issues, there's no doubt where McCain stands.

This state's Republican voters should be thrilled. This primary won't be the defining vote in the GOP campaign, but it is being watched and treated seriously.

McCain or Romney would do the job well, but our vote is for McCain.

If you don't like McCain go with Fred or Rudy. Both are great. If the election came down to John and Fred and Fred became the nominee and won the presidency, I would not have any heartburn. I would be happy. Fred is great.

But Romney is a guaranteed win for the other side. And if you would vote Democrat or not vote just to spite John McCain, I question your conservative credentials.

After spending more money than his major opponents combined, Romney appears more and more clearly unelectable, and a Saturday column by Gail Collins in the New York Times gives a clear explanation why. “Unfortunately, there’s something about Romney’s perfect grooming, his malleability and his gee-whiz aura that seems to really irritate both the other candidates and the voters,” she writes. “What bothers voters about Romney, as it turns out, is not his Mormonism but his inherent Mitt-ness.”

She’s right, of course. As I’ve said repeatedly over the last several weeks, the problem for Romney isn’t his faith, it’s his phoniness. It’s even worse to see that in-authenticity combined with an all-too-visible mean and nasty streak in going after his rivals...

With key primaries coming up in Michigan and South Carolina, support for Romney would seem to indicate a powerful and problematic Republican death wish.

I would like to know if I could ask a question of all or any of your skilled writers in the hopes of getting a understandable answer back.

First so you know who and what I am . Lifetime republican , middle class 35 year old white male , married with two kids and Christian in my faith. Completely frustrated with my party and wish to create or support the creation of a third party meant for conservatives. My question is

" With the dismissal of our core values by our own party. Why or what would be the long term issues with forming a third party for conservatives and finally detach ourselves from the republican party format ? Truly a platform to elect those brave and wise enough to know the middle class is being waged war against as well as our values for less federal government, strong defense, less or no IRS involvement in our lives, truly pro life , strong border security , Fair trade deals, strengthen the family through our Christian beliefs. "

I honestly don't believe its just myself , my family and my church that is crying out for this change. Instead of the silly noise of a 3rd party lead by bloomberg or any other weak spine , democratic /republican Lite style of candidates why not have a more conservative party ?

I believe deep in my heart that if this email and question is posed to your brilliant writers and conservative thinkers I may get a understanding of what it is I'm wishing for.

What was the original issue?
I think the original issue that started the blog was MCain being in favor of CO2 transfers for energy. This may come as no surprise by McCain is a big nuclear energy hawk which puts him at odds with many liberals. The McCain paln is to replace the punitive measures the dems want to put in plac with more pro-active meausures that would reward more non-polluting power sources.

About 30% of Repubs do not believe in global warming or CO2 emissions but 70% do and that creates a supermajority in Congress with the Democrats. In the end McCain and the other Republican leaders are fighting a rear guard action to keep the Democrats from establishing more punitive measures. (One such measure was to have the states have their own CAFE standards, which would have been a disaster). That was nipped in the bud by Bush, McCain and the senior senators which is why we have the revised CAFE standards).

What I am getting at is this is change Republican style. Like it or not the tide is growing for more environmental legislation. There is also growing fear that we have to control our oil consumption soon. You may not like the sausage being made, but this is how it is done.

If a president Romney, Giuliani or any other candidate gets into office, they will have to play the same approach. Noone is going to want a stonewaller in chief no matter how much the 30% of the Repub party wants it.

For those of you who want to let the Dems screw things up so Republicans can win at a later date, remember FDR/Truman served for 20 years. They spent their time entrenching the Democratic machine in every bit of government and society that they could. No serious change was made to reverse it at the federal level until Reagan became President in '81. That is 48 years of screwing things up. A perfect storm of economic issues, national security issues, Dem popular gains and political ignorance is setting up another possible Democratic socialist run. I don't think letting the Democrats screw it up is a very good idea if it can be at all avoided.

Yes Synthesizer, this is at the core of why Romney seems to be on a constant downward slide. The more the voters find out about his record, the more they cringe at the blatant pandering and flip-flopping. In an election where the highest premium is placed on the quality of "change" Romney seems more and more to be the antithesis of the persona the electorate seek in this election. Worries about the economy also place high among voters' concerns this year, and that does further damage to Romney's chances as a person who rightly or wrongly appears more like the CEO of Goldman Sachs than a populist empathetic to the concerns of the common man.

I really am starting to believe that Hugh is more concerned with stuffing the idea of "A Mormon in the White House" down people's throats than he is about selecting a candidate who has a realistic chance of winning in November. His all out desperate assault on McCain, Huckabee, or whoever seems to be the greatest threat of the moment to Romney is tantamount to an electoral death wish in November. Historical precedents, polls,and the terrible standing the Republican party has in a generic Presidential match-up should give him pause. For a Republican to beat these odds he's got to be someone people like and can relate to. He's got to come across as a slickness-free outsider. I'm sure Romney is a capable, smart, and decent man, and would probably make a good President. I also think the same thing about Newt Gingrich, but I'm realistic enough that I'm not going to support our party choosing as our standard bearer someone who can't possibly win, and Newt refrained from running because he is a realist and put party and country ahead of his own ego. In recent match-ups against Clinton & Obama, Mitt absolutely gets creamed.

I in NO WAY claim not to bash Willard. That would be spin and wouldn't be true. It's not necessary to lie or spin when you find Romney utterly reprehensible; Mitt's own words and position changes do it all by themselves.

i'm delighted to admit that I cannot stand Romney and I pray the day will come sooner, rather than later, when he is gone forever.

If it happens Tuesday with a third place finish to Huck and McCain (in either order) all the better.

I expect Mr Huckabee will have nice wins in SC and FL to follow up a strong Tuesday in MI.

Then it's Super Duper Tuesday and on to do battle with (most likely) the Clinton machine.

Hey look, I am not a huge Romney fan.... not at all. In fact, I kinda wonder what Hugh is doing these days by becoming a crazed Romney cheerleader every other post... eeerrrrr, every post!

That said, Romney starts to look pretty freaking good all of a sudden when Huck wins Iowa and McCain wins NH with the help of Democrats and undecided confused independent voters. The conservative base, you know, millions and millions of us, will not vote for McCain because he has stabbed us all in the back countless times over the years. Huck has not done that by the way... so I would vote for him even though that would suck.

Finally, if McCain were our guy against say Hillary, I would prefer Hillary even though she would do huge damage to the country with her socialism and ignorance towards the jihadists. At least with a Democrat in office we as Republicans can say " look at how these idiots run things ". We would then win the next election.

With McCain, he will act like Hillary anyway and at the same time destroy the GOP and the conservative movement.

But this is all a waste of time.... McCain is going to crash and burn through the gates of hell soon enough.

Oh.... he is a great American and we all respect his service. ( that is a forced must quote regarding McCain )

Your points for Romney are statements as to why you like him. They point to nothing that says independents or Dems will like him more than the Dem candidate. So far Romney hasn't been able to close the deal with even a majority of Republicans in a real vote. In Iowa, he couldn't even get a plurality of the Republican vote. You have offered no evidence that Romney is viable in the general. Romney's negatives are as high as Hillary's and it is an anti-Republican election cycle.

As far as McCain being a liberal, I don't think so. The term liberal, in American politics, was created as a euphemism by socialists for socialists. They thought Americans would find the term more palatable than socialist. Now it is morphing into anything that isn't right-wing conservatism. (The socialists must be salivating.) McCain has a classist streak to be sure, but he is not a socialist. Hillary is a radical socialist in practice and a communist at heart. Obama? Who knows, but I wouldn't want to take a chance. If you are a free-market capitalist, you should be more concerned about keeping a Dem out of the Oval Office than any beef you have with McCain. The Dems want to complete everything that the New Deal started.

Yes, Romney has changed his position on a lot of issues. There is no doubt about it. But, Romney at least today seems to understand the jihad problem, he was against gay marriage in his state, he is an economic genius, he is a great family man, he will build the wall, he will cut taxes. He also doe not have a history of screwing over the GOP for no reason like McCain.

In summary...I am not worried about Romney not being a good conservative if he gets elected. I think he would be solid on the judges also. My gut tells me that even though he has had to modify his views for whatever reason... even if it is pandering... Mitt would be a solid commander in chief.

McCain sucks.... out.

What is funny is how people just go along with the lie that CO2 emissions cause climate change. Their is ZERO proof of this. In fact, the evidence shows that CO2 gas shows up AFTER heating occurs, not before as Gore, Obama, McLame ( Hat Tip Mark Levin ) and other idiots try and tell us.

I will also say that everyone I know who is conservative all agree that we will not vote for McCain if he is our guy. We would rather have the Dems win. Yes, McCain is that bad.

Michigan is not a "take-all" state for delegates and even if Romney doesn't win (although I think he could) he will still take alot of the Delegates..... Besides, I think that it is more a referendum on McCain than Romney as the outcome will be skewed by about a 15% to 20% Democratic voter crossover...

I think that Romney will come in 2nd or 3rd in South Carolina (again, not a winner take all state) and I think that he will win Nevada which will keep him ahead in delegates going into Super Tuesday... In Super Tuesday he will do well in about 5 of the states and gcould get some delegates from the others....

In short, even after Michigan, i think that he will be in decent shape heading into the states that I believe McCain could struggle in...

So, basically, if a liberal republican-turned conservative (quite recently) who states that he is pro-life (after being avowedly pro-choice). I am not a purist at all.... I am a Conservative who is true to conservative values and upset that we have two liberals in our field of candidates that are leading the hunt for our nomination.... And you guys are supporting that process by bashing one of the three conservatives we have in the race...

johneb, you asked me for evidence to show that Romney is electable.... Here's what I offer: His positions are conservative across the board (granted he is a prolife convert and many of his positions have moved more to the right.... but which candidate hasn't except for McCain.... who, by the way could benefit by doing some of that); he is a proven Manager, and with the Economy in the state that it is in, with Immigration needing some direction and with the tention that is in the world today I put my support behind someone who knows how to be one; He is a good communicator and he simply knows how to get things done... If I had a family business that I was going to sell and I had our 5 candidates each trying to convince me to sell it to them... it would be a "no-brainer" who I would feel most comfortable in selling iot to and that is Romney as I know that he would manage it to its maximum effectiveness....

Now, having said all that, Presidential Campaigns are about Ideas and no one in my mind has better ideas and a better pedigree to make them happen than Romney... That doesn't mean others believe that, and as a Republican, I can support another candidate besides Romney (Thompson or Guiliani) BUT, Ican not and well not support a candidate who is Liberal (McCain or Huckabee) with the Republican Brand because the republican Brand stands for my beliefs...

I live in deep S. Texas 12 months out of the year.

I am sorry that you have decided that the latest version of the ever-evolving Willard "Mitt" Romney is the only GOP candidate that you can support in Nov.

You see, we all have had to give up a little, so's to speak as the crop of candidates are all good in ways and not so good in others.

Maybe over in E. Texas a guy like your boy would be the "great white hope", but down here, he looks like another fella that listened to a focus group to come up with his "positions".

I gave him a look, I considered Fred, too. I actually saw Guiliani in San Antonio at one of those "Get Motivated" seminars (with Phil Towne and Steve Forbes).

I like Mike. I like McCain. I like Rudy. I like Romney's currently-stated positions (mostly) and he has a fine resume. He has a presidential demeanor, but he's a bit negative. He attacks good people and doesn't seem to care if that hurts us in the general election.

If you don't care who wins the general unless Mitt wins than I have no further need to even concern myself with you, but if you are NOT Mormon and you ARE conservative, what you have posted doesn't add up.

One great thing about this discussion. I finally heard an actual policy of Romney's that some one opposed. An SUV tax. I don't like that either.

Up til now, all I've heard is that Romney is fake, plastic, too perfect, Morman, sleazy, insincere, and too well groomed. Of course since I've met the Governor on a few occasions I find him to be none of the above (except Morman) So far the SUV tax has been the first real policy beef I've heard for Mitt - so did they pass that tax?

BTW...

National election polls about an election held in 10 months, where there are active campaigns in only 3 states are less than meaningless - and anyone who finds them informative is sadly misguided.

McCain is a Conservative train wreck...... and YES, Conservatives will not support him in a General Election no matter who runs against him... If that causes a Democrat to win, we will at least not be compromising our conservative principles.... and there are a ton of other folks who feel that way (including Dr. Dobson a Christian Leader that several folks admire)...

We Republicans need to start looking at the best candidate to win the general election. It is McCain. He is the only candidate that has proven independent and crossover Dem support. Without both, we will not win the general.

Secondly, McCain will be great on the War On Terror, DOD, corruption, DOJ, earmarks, budget, and maybe judges (at least not as bad as Hillary or Obama).

Lastly, as President, McCain will not be able to write legislation. He will be out of the senate. There will be no more McCain-xxxxxx bills to worry about.

The focus then should be turned to the legislators and the party platform. We need to make sure to hold at least 40 votes in the senate to true conservative positions. We need to primary out RINOs. We need to build up conservative candidates and take back congress. We need a platform that unites the Reagan coalition and updates the agenda for todays challenges. This includes addressing social welfare issues that need government assistance. We need conservative Republican solutions to the problems that continue to give the socialist Dems and wackjobs like The Huckster entree to positions of power.

P.S. Hugh, step away from the keyboard. I'm getting worried about you. People are coming to your site and listening to your show for the same reason people go to TMZ to see what's new with Britney.

In March of this year the Boston Globe analyzed Mitt Romney’s economic record in Massachusetts:

On all key labor market measures, the state not only lagged behind the country as a whole, but often ranked at or near the bottom of the state distribution. Formal payroll employment in the state in 2006 was still 16,000 or 0.5 percent below its average level in 2002, the year immediately prior to the start of the Romney administration. It takes capital away from the most efficient mechanism, private companies, who are already investing billions in transitioning away from carbon fuels and puts in the hands of the entrenched criminal class to do.... what exactly? Just look at the idiotic stimulus packages the Dems are putting together. How does bailing out overspending states stimulate the economy? Or extended unemployment benefits? If anything they should be sending out rebates to people making under a $100,000 a year.It wouldn't surprise me at all if 80% of deadbeat borrowers were Dems.Very irresponsible spenders in private sector and in government and always looking for a bailout.

Let all these states ran by liberals go down the tubes.It'll help get republicans elected.

Romney promoted SUV tax
McCain also said Romney, the former Massachusetts governor and Michigan native, was wrong to say that he supported a phased withdrawal of U.S. troops from Iraq.

He also said that Romney in 2002 suggested a tax on SUVs, which were the bread and butter of the U.S. auto industry.

"I don't know of any jobs he created and I don't think he helped the American auto industry when he proposed the tax on SUVs, something I would never do," McCain said.
