Obama's Tax Proposals Cap Economic Growth

WASHINGTON -- I recently predicted that President Obama's cap-and-trade energy taxes would be the first casualty of his ambitious legislative agenda.

A bipartisan group of Senate Democrats and Republicans drove the first nail into its coffin by adding an amendment to the pending budget resolution. The amendment will deny carbon-emissions-tax supporters the use of a fast-track budget reconciliation rule to limit debate and pass their tax scheme by a simple majority, skirting the tougher 60-vote hurdle to end debate and quickly move to consideration of the measure.

Senate Democratic leaders do not have the 60 votes to bring cap-and-trade to an up-or-down vote. And even if they had 60 members of their party in the Senate, they would lose many, if not most, Midwestern and Gulf State Democrats who fear that Al Gore's so-called climate-change tax scheme on all carbon emissions would be the death knell of their states' oil- and gas-powered economies.

Wednesday's vote on an amendment by Nebraska Republican Sen. Mike Johanns was a major setback for the White House and top Democratic leaders in Congress. Twenty-six Democrats joined 41 Republicans in the 67-31 vote to insert the amendment into the budget resolution.

The Democrat who first predicted the demise of Obama's energy tax is Bill Galston, President Clinton's chief White House domestic policy adviser and a longtime policy strategist (also a senior fellow at the Brookings Institution).

"It is gradually dawning on Washington that cap-and-trade legislation won't pass anytime soon -- certainly not this year, and probably not next year either," Galston wrote in a blog last month that was widely read on Capitol Hill and in the White House.

But cap-and-trade is still alive and breathing in the House, where liberal Democratic Reps. Henry Waxman of California and Edward Markey of Massachusetts unveiled their 648-page bill last week for rationing energy use in the United States.

Lawmakers in both parties were aghast when they read the bill's fine print. "The Democrats' ruse of an energy plan is nothing more than a regressive tax being offered when families, small businesses and farmers ... can least afford it," said GOP Rep. Roy Blunt of Missouri.

"Their proposal will cost any family that turns on a light switch, drives a car, plugs in an appliance, or purchases an American-made item an extra $3,100 a year," he said.

The Waxman-Markey bill would be especially damaging to Blunt's home state where, he said, "almost 90 percent of electricity is coal-generated."

A Massachusetts Institute of Technology analysis of a less-intrusive cap-and-trade plan estimated it would cost about $3,128 per household nationally.

"Waxman and Markey blithely set targets for reducing greenhouse-gas emissions without any serious analysis or even awareness of the colossal costs of energy rationing to American consumers, workers and industry," said Myron Ebell, director of energy and global-warming policy at the Competitive Enterprise Institute (CEI).

"Beyond these enormous economic costs, Waxman-Markey would put big government in charge of how much energy people can use. It would be the biggest government intervention in people's lives since the Second World War, which was the last time people had to have rationing coupons in order to buy a gallon of gas," Ebell wrote in a CEI analysis of the bill.

But the deep damage Obama's cap-and-trade plan would inflict on our economy goes beyond its draconian carbon taxes. Now we learn that the plan could likely start a trade war.

"The bill as drafted clears the way for carbon protectionism," said CEI senior fellow Iain Murray. "It envisages 'rebates' to companies that have to pay higher costs than their international competitors, which amounts to illegal state aid under World Trade Organization rules."

Last month, Energy Secretary Steven Chu told a House panel that the United States would likely have to raise trade tariffs on carbon-intensive imports as a "weapon" to protect American businesses to "level the playing field" with countries that do not impose similar greenhouse-gas restrictions that the Obama administration envisions here.

"If other countries don't impose a cost on carbon, then we will be at a disadvantage ... (and) we would look at considering perhaps duties that would offset that cost," Chu testified.

That provoked an immediate counter-threat from Li Gao, a top Chinese trade official, who told the Dow Jones news service that a carbon tariff would be a "disaster" that would lead to a trade war.

Obama already appears to have precipitated a trade war with Mexico, which announced it is raising tariffs on $2.4 billion of our exports to their country in retaliation to the administration's latest restrictions on Mexican trucking access to U.S. roads.

"Taken together, these provisions (in the cap-and-trade bill) represent the first shot in what is likely to prove a disastrous carbon trade war," CEI's Murray said.

Meanwhile, if the Johanns amendment survives in the budget resolution, which must be reconciled with the House version, cap-and-trade is all but dead in the Senate. Stay tuned.

The Anthropogenic Global Warming paradigm is beginning to unravel as a growing number of scientists, including noted climatologists, statisticians and computer scientists, dispute the underlying theory, analytic methodology and the accuracy of the IPCC computer models. If they are correct implementation of Cap & Trade policies will result in the most economically damaging hoax ever perpetrated on the world by a political and scientific community that have spent decades & billions of research dollars specifically directed at proving that CO2 is a noxious polluting gas. Political and scientific reputations and the integrity of the Nobel Peace Prize (which cannot be revoked according to the statutes of the Nobel Foundation, Section 10) hang in the balance. Anyone anticipating a timely resolution of a "debate that's over," according to Al Gore, will be disappointed. We, those who reject the AGW theory and the intentionally created atmosphere of fear, can only wait and hope that resolution comes before any damage is done to an already tenuous global economy.

You cannot stop their bills or even slow them down beyond calling for roll call votes for them. Make everything they pass totally theirs. I've been calling it

Obama said that he intends to shut down the coal industry. He presented it as just stopping new coal-fired power plants from being built. There is a lot more to coal than that. This move will shut down the coal, iron, and steel industries and every industry that uses coal, iron, and steel.
Coal is used to power steam engines, heat some homes, and to make iron ore into iron the metal.
Coal is used to heat pig iron to form it.
Coal is roasted to make it into coke.
Coke is used to convert iron the metal into steel the metal.
Coal is used to form steel ingots into shapes like I-beams.
Steel is made into parts like nuts and bolts, angles, rebars, pipes, solar panels, windmills, etc.
Reinforcing bars are needed for reinforced concrete.
Steel parts are made into machines such as lathes, harvesters, reactors, pumps, solar panels, and wind turbines.
Steel is needed for drilling and transporting oil, natural gas, coal, and nuclear fuel.

When all these industries go out of business, they will no longer pay the many taxes they now pay, nor pay the employees’ income taxes, nor pay the new taxes that put them out of business.

Costs of this idocy
If cap-and-trade raises the cost of gasoline from $2 to $4 -- which is, after all, the idea of the thing -- it will cost me $2000 per year in gasoline alone. (I drive over 25,000 miles a year, mainly business miles. And yes, I drive a small car, not a gas guzzler.) Now: increase cost of natural gas for heating, electricity... Add increased costs for food because the farmer is paying twice as much for fuel and because it costs twice as much to ship the food to market... Add increased costs for just about everything else because EVERYTHING uses energy (including internet access). Add increased costs for the cheap Chinese stuff we buy, because the dems want to have a tariff on stuff that comes from non-green countries...

The morons who think that this thing will increase living costs by a few hundred bucks per year are living in La-La land. I personally think that by the time they are done with this, $3100 per year is far too low. Cap-and-trade will DESTROY the standard of living of the average American, particularly an American who lives out in fly-over country where everything is 20 miles or more away.

To back up the claim, their staff pointed us to an M.I.T. report that says a similar a cap-and-trade proposal (the administration has not yet detailed their own version) would raise $366 billion per year. If you divide that by the 117 million households in the United States, you find it would cost each household $3,128, they said.

The report did include an estimate of the net cost to individuals, called the "welfare" cost. It would be $30.89 per person in 2015, or $79 per family if you use the same average household size the Republicans used of 2.56 people.

So who paid the $3,048 per family difference? Corporations? You begin to see why silencing opposition to faculty views through political correctness is so necessary on college campuses. Their views absolutely cannot stand debate.

Reilly deserves no more credibility by the Townhall jury than a paid expert looking for government funding to advance his career.

In this article, John Reilly says the actual cost to US families is somewhere between $340-440 per year. Keep in mind that Reilly is the lead author of the report GOP congressmen like Blunt (and pundits like Lambro) are citing when they give the figure of $3100 per year.

But if a direct quote from Reilly in a mainstream news article is still not trustworthy enough, you could read the letter he wrote to Rep. John Boehner. He provides roughly the same numbers.

One more thing, in my earlier comment I misspelled the word incompetent in the subject line and addressed Blunt as senator instead of representative. So I am admitting to my mistake and offering an apology.

I wonder if Donald Lambro will have the same decency. After all, deliberate misreporting of a critically important issue and allowing misinformation to spread unchecked has got to be a bigger error. Doesn’t it?

There is no way that energy producers/commercial consumers will fail to pass on costs to their customers. It will cost families $3,100.00 a year.

Cap and Trade Al Gore..
I have an idea lets Cap Al Gore's mouth and Trade him to ummmm.... Well I doubt we would get much for him and nobody is stupid enough to take him.

I am not opposed to alternative energy but it needs to make economic sense. This will take time. Arbitrarily jacking up the prices of other energy sources will have a chilling effect on the economy. Many companies would choose to not invest more in the USA. Companies that choose to stay will find their costs going up. Proposed tariffs to even the playing field would result in a trade war driving up all costs. Between Cap & Trade, Card Check and the other liberal agends items we are quickly on our way to a 2nd rate country.

They will only see increased utility and gasoline bills and will blame THE MEAN OLD OIL AND UTILITY COMPANIES! It is a perfect Democrat tax.

The other stealth tax on the poor and middle class will come in the form of inflation. By dumping treasury cash into the economy - the government is feeding massive future inflation. That future inflation is the dealyed TAX the poor and middle class will pay (along with the unpopular rich) and again the people losing the most buying power (the poor) will not have a clue the cause is the Democrat policy. They will see rising prices on all they buy as the fault of mean old capitalists stealing from them - not the policies of Democrats who printed too many dollars.

Of all he proposals BO is making this is the one the Republicans should not oppose. Nor should they support it, just get out of the way and let the Dems fight over it. The donnybrook within the Democrat party over cap & trade would be a boi "distraction" to Obama "getting things done". If it passes, the country will soon see the folly & demand it be repealed. Either way the Reps would come out much better off. It is the rest of the Obama agenda that is dangerous to the country - health care, education and imigration reform which would all be much harder to undo.

This cost will be added to anything America produces and make it harder to sell here, near impossible to sell off shore. Any chance of profit tanks. Job Killer
The proposed carbon tax would increase operating costs for every manufacturer in the country by a significant amount. In response, many of these businesses will relocate offshore, outsourcing more jobs than all trade agreements combined many times over.
me3tv, as you stated, one of the aspects of this most attractive to Dems is that they have a built-in scapegoat in the utility companies and big oil. This lets them off the hook for the inevitable effects of the Law of Unintended Consequences.

Last year I paid $960 for electricity and gas,$1500 for petrol, and $2400 for food, which equals $4860, an extra $3100 would represent a 63% increase in my expenses, wow!

what constitution? Do not you know that Obama made it quite clear that the U.S. Constitution was way to deficient to bind him? That is what he said during the campaign. Even though less than two thirds of the people and two thirds of the states supported him is irrelevant in his mind. The U.S. Constitution is irrelevant to Obama and his supporters.

If the politicians say it will "only" cost us $3100 per year you can bet that it will be at least $4600 and probably more on the order of over $6000. The politicians never get any estimates correct.

The sun has nothing to do with global warming. To say so is to be a global warming denier. Everyone knows that SUVs and Republican Policies cause global warming. Man can be the only source of changes to the earth. Part Of The Plan
Taxing energy is part of the Democrat pay as you go policy. They already said they would use this money for budget balancing.

As seen with other bills they pass, the consequences do not matter to them. They will kill two birds with one stone. They will be able to control commerce, lifestyles and behavior by controlling how much energy is consumed and make money to pay for their glutinous spending.

I'm heartened to hear that Cap and Trade is being staved off, at least for now. I agree with Denise that the proper term for Obama the Infant Slayers agenda is Fascist. My hope is that enough Americans are scared awake to place enough Patriot candidates in 2010 to continue blocking this harmful agenda. Then to his replacement in 2012. Much work and prayer is needed to accomplish this, but it must be accomplished. With Denises' permission , I would take the word Globull to it's next logical morph: Gorebull Warming.

The other stealth tax on the poor and middle class will come in the form of inflation. By dumping treasury cash into the economy - the government is feeding massive future inflation. That future inflation is the dealyed TAX the poor and middle class will pay (along with the unpopular rich) and again the people losing the most buying power (the poor) will not have a clue the cause is the Democrat policy. They will see rising prices on all they buy as the fault of mean old capitalists stealing from them - not the policies of Democrats who printed too many dollars.

In a spiraling frenzy of "helping the middle class and poor" the Democrats will continue to OVERTLY tax the rich and COVERTLY tax the poor and middle class to keep the "masses" from taking to the streets.

My Tingless Leg Syndrome

It seems to me everyday that the Goobermint says one thing and does another is April Fool's Day!

I have for Politicians:

Who read the Constitution.

Who read a bill before passing or signing it.

Who actually PAY taxes.

Who keep campaign promises.

Who actually cuts both the budget and deficit.

Who don't interfere in private enterprise.


My leg is tingling in hope for ONE man or woman to do the right thing for a change!

There's A Special Place In Hell...

For EACH and EVERY loser that engaged in CHILD ABUSE in a gigantic proportion, i.e., through the passage of Mugabe's $3.6T (not counting interest) budget. And, I say God-speed to them! May the fires be hot and furious!

For the Federal judge that granted habeas corpus rights to non-citizen, detainees held at Bagram AFB. Hades to you and them, as well.

For the "We Are The World" bailout, Dante's Inferno was written especially for you. Further, when the "rich" are poor, who will pay for your Otopia?

For the antigun crowd, who claim that we provide 98% of weapons of Mexico, let you find justice at the hands of a drug lord that uses a KNIFE to decapitate you. Hopefully, this "nice" narconazi will leave a copies of the US Constitution and the Heller decision pinned to your corpse.

For the "Cap and Trade" Goreligionists, may you suffer the pain of death soon from an ObamaCare near you because the Earth is COOLING so you will be a long time waiting for GLOBULL WARMING.

Folks, let's scrape the "socialism" rap and call it for what is really happening ... fascism on the way to serfdom!

As a political junkie and lawyer of many years, the unconstitutionality and overreach of this Administration and the Hitlers in Congress make Nixon look like the most honest politician EVAH!

Chicago knows how to play this game
Don't be too quick to count carbon taxes out just yet. May not be this year but as the President has already said what he can't do in his first term he will certainly do in his second.
