Government Shutdown Showdown Looms

Republicans are dusting off plans to stop Democrats from daring President Bush to shut down the government, in a battle reminiscent of President Clinton’s 1995 budget standoff with the Congress.

“The Democrats are clearly posturing for a government shutdown they believe they can win, so this is a train wreck,” Sen. Jim DeMint (R.-S.C.) said. “And we’re trying to defuse that before it goes forward.”

The 12 appropriations bills--which fund the government’s year-to-year operations in general areas like agriculture or financial services-- are estimated to cost $23 billion more than the president requested in his fiscal year 2008 budget. As a result, Bush has issued veto threats on 10 of those bills and sufficient Republican majorities in the House and Senate have pledged to sustain his veto.

The deadline to pass those bills is September 30, when the federal government’s fiscal year ends. Congress has only completely met all 12 appropriations deadlines three times in the last 25 years.

This time around, Democrats want a public fight with the White House. It is rumored that Senate Majority Leader Harry Reid (D-Nev.) will lump all the spending bills unrelated to national security into an omnibus bill and hand it off to Bush for an all or nothing veto.

DeMint, chairman of the Republican Steering Committee, and Rep. Jeb Hensarling (R.-Tex.), chairman of the Republican Study Committee, introduced legislation Wednesday prevent a shutdown.

Their bill, titled “Government Prevention Act,” would create an automatic continuing resolution to fund government at the previous year’s spending levels when Congress fails to pass their appropriations bills by the September 30 deadline.

In 1995, when the Republican Congress refused to pass the budget Democratic President Bill Clinton requested, or any substitute resolution, by deadline, all federal operations like parks and museums were temporarily closed and workers were sent home.

The resulting public backlash was blamed mostly on Republicans.

The default funding plan introduced by DeMint and Hensarling was endorsed by the Director of Office of Management and Budget Jim Nussle and is very similar to a “Government Shutdown Prevention” plan the President included in his budget requests.

DeMint tried to introduce this bill as an amendment to an ethics bill in January, but it was stymied by Democratic Whip Sen. Dick Durbin (Ill.) on a procedural move.

Hensarling has introduced the measure as a part of a larger budget package annually since 2003.

DeMint admitted the bill would be hard to pass. “Why would an appropriator want to vote for this bill when the best chance they have of getting things through is to create a crisis?” He continued: “But this is a culture that has to stop. This is a reason [the approval rating of] Congress is at 11 percent: because Americans can see the games we play.”

Hensarling said: “This will be a test.... This will separate those who would like to avoid a government shutdown from those who would like to bring it about.”

Who dared who?
Bush has dared Congress to try to defy him and now they have nothing to lose. There's plenty of blame to go around. My own Republican senators won't listen to their own supporters say about the DREAM Act. I'm a conservative Republican.

Of course the Republicans were
blamed for the last shutdown. All the lying commie Dems have to do is issue a charge and the media parrots it like the dutiful sycophants that they are. This time the positions are reversed and the media will STILL blame the Republicans. The only difference is that there are a lot more people watching the media and getting the word out now. Bloggers have taken over getting the truth out, at least conservative blogs have.

The government is bankrupt
Amanda, just bumping up the debt ceiling is not going to solve a thing. I will say the same thing now as I said back when we reached a debt ceiling back in Clinton's day. Do not raise it! The threat back then was that government offices would have to close. I SAY... GOOD! Most of our problems are brought about by too much government; not too little.

We simply MUST stop spending like we are. We are 9 TRILLION dollars in debt and are borrowing nearly 3 TRILLION dollars/day from countries like Japan and Red China. This money has to come from somewhere. 1. Taxes 2. Borrowing 3. Printing it out of thin air. We are doing all three right now and it's still not enough. The Federal Reserve (Helicopter Ben Bernanke) has increased the money supply greatly and loaned it back to the government for them to spend. Every time they increase the money supply, it makes the dollars we all hold worth less and less. That is exactly where inflation comes from. Just a few days ago, our dollar has crashed through the US Dollar index established floor of 80. Our dollar is in free fall right now.

This has to stop before it is too late. The spending MUST STOP.


Let the government shut down
I also thought the process would be interesting to see how long it would go on, before anyone would notice, much less care. Back with Clinton, they threatened to first close down those things that the American people actually cared about, such as tourist attractions, etc. I say, go ahead. Then, you can cut out all the freebies for our illustrious 11% approval Congressmen. You can even shut down their salaries, for all I care. Here are some other recommendations:
1. Shut down the Dept. of Education. What does it do, anyway, besides give us stupid programs such as UNESCO's No Child Left Behind, or School-to-work, Outcome-based Education and other failed government programs.
2. Shut down the Dept. of Energy. Leave this to the market and free enterprise, where it belongs.
3. Bring our soldiers back from several of the locations they're in right now, such as Japan. It's been quite a few years since the war. Don't we think Japan can take care of themselves by now? Regardless of how much anyone wants us to police the world, WE CANNOT AFFORD IT!
4. Establish a moratorium on taxpayer-funded junkets for our dear 11% approval rating Congressmen.
5. Hey, I have an idea. Let's cut down on their need to be in session. Make it mandatory for them to read the bills and evaluate them for their Constitutionality, BEFORE they vote on them. To make sure they do it, any bill that they introduce or vote yes on, which is later found to be unconstitutional, will include a stiff fine for the involved Congressmen. Repeat offenders will have their pensions removed.
6. Stop all free handouts to illegal aliens, IMMEDIATELY. Since we are having a hard time getting the fence built, send all Congressmen to the border to help build it. Their time is much better spent in this endeavor, than in creating more and more laws.

Any other ideas?

Both Republicans and Democrats have been spending WAY too much money. It's not like the Republicans have been great stalwarts of our money, or anything. Both have done a horrible job.

Where are all the fiscal conservatives? I only know of a few in Congress, these days.

Confrontational tactics: Help or Hinder?
Why would a Party that hoped to elevate a President in 11/08 want to make the issue about the process of the Congress?

At 9 trillion and counting is the reason for our historic low dollar and near record breaking precious metals market. I bought $10,000 worth of gold, silver and platinum bullion in the mid 90's. Once our dollar is not worth the paper it's printed on, I"ll at least have something tangible to use as currency.

Iraqi government a failure!
The Democrats scream the failures of the infant democratic government of Iraq, BUT:

"Congress has only completely met all 12 appropriations deadlines three times in the last 25 years."

...AND our Congress has a longer list of FAILURES than on the appropriations front!

The ONLY "light in the Congressional darkness" came to pass under the leadership of the GOP in the latter years of the Clinton Administration.

Democrats today like to say that the GOP (lead by Bush) spent wildly during 2000 - 2006, but what tney won't admit is that they had the filibuster power in the US Senate (just as the GOP does now in the minority) to stop and control any and all government spending they desired to, BUT THEY DIDN'T DESIRE TO.....AND THEY DON'T NOW EITHER!

$23 BILLION more? Who cares, right? After all, it's for the "kids", the "elderly", the "poor"....blah, blah, blah....it's not about who the extra DEBT FINANCED FEDERAL SPENDING IS FOR...it's about balancing these "very needed" expenditures against spending REDUCTIONS elsewhere so the nation's debt doesn't continue on accummulating.

We in Michigan
face the same prospect as the federal government....a close down over failure to arrive at a budget. Poor Michigan , bleeding jobs almost daily, still has a democrat govenor and house who cannot think of anything except a tax increase. Our republican Court Chief Justice suggested months ago that Michigan is overjudged and could eliminate a number of judgeships at an appreciable savings. But no! The govenor and her cronies simply can't give up the political patronage opportunity to appoint supporters. How many other positions are there like this in state and federal government?

What Have We Got To Lose?
This is what President Bush gets for never standing up to the Dems in the first place. The Dems, however, are making a serious mistake. Clinton won the last time because of his political skills, which included a very disciplined political team that had been tried and tested in the almost constant warfare waged between the White House and Congress. The pack of hapless schmoes 'leading' the Democrats today have proven how ineffective and stupid they are. But if they want to defend their earmark laden pork rissole of a budget by attacking Bush, the better for us. Our Presidential candidates can stand on the sidelines and score points against those dummies that the new media will transmit very nicely. Condemning pork isnt a bad political position at all and defending it will make the Dems look at their eleven percent approval rating as a high-water mark of their popularity.

Throw out the whole lot
Fiscal irresponsiblity is rampant amongst them all. Ear marks are used by all of them and they won't police themselves. Bush has run up the biggest deficit in the history of the US. 9 trillion and we are adding 1.29 billion short fall each and every day since 2006. Each and every american including infants and children owes $29,000.00 to pay down the debt. On top of that he recently handed over another 30 billion to Israel (for defense) and Condi promised saudi Arabia billions in military aid. If there is an area on the planet that doesn't need more arms it is the middle east. Its going to blow apart and we are arming them to do it.
(Aren't you republicans for smaller government and cutting taxes? What happened there eh?) At least Johnson at the sense to raise taxes to pay for the Vietnam war and not leave us saddled with debt to pay for that.

Even more worrisome we borrow the money to finance this debt by selling securities like Treasury bills, notes, bonds and savings bonds. Biggest purchaser of these is China.

The US has truly lost its way!

Maybe Congress approval rating will lower to what it actually should be about 1%. Tax & Spend Demonrats, attempting to empower the illegals again via back door. I thought it was less! When are they finally going to figure out that "the American people", whom they keep claiming they represent, do not feel represented at all? That the "blame Bush and the Republicans" rhetoric sounds hollow when everytime something goes wrong (i.e.: a car bomber in Iraq, a bridge collapses, etc.) it is Bush and/or the GOP who is the cause but, oh no, not ours. Typical of the "blame others" crowd is discrimination against smokers by taxing cigarettes to pay for CHIPS: If the logic is smokers cause an exorbant drain on the healthcare system, then why not apply the same logic to obesity, one of the major contributors of heart disease in the US? We could tax people by the pound; instead of a flat tax, we could have a "Fat Tax"! Keep picking on smokers and there will be a rebellion!

Maybe I'm showing my age, but this is the third time this has happened, not second. GHWB tried the same thing with the Commiecrat-controlled Congress back in '90 or '91, and the result was the same. There was a threat of a government shutdown, and the LSM blamed it all on the e-vil Bush the Elder and the Repubs ("Women and Minorities Hit Hardest"), etc, ad nauseam, and Bush ended up giving in.

A few years later, same thing again, only it was BJ Clinton vs the Repub-controlled Congress, with the LSM firestorm unleashed on the Repubs this time, and they cratered under the pressure.

And now it's going to happen yet again, and it will be interesting to see if GWB and the Repubs fold this time as well. I'm not holding my breath...:(

So how about if we cut all of Ted Stevens' earmarks, and Byrd's and Inouye? Or how about the guy from southern California who wants to keep pouring billions into a plane that nobody wants? How about all the farm subsidies? How about all the tax loopholes for corporations that produce things offshore. And then there's my biggest one. How about cutting the funds for the war in Iraq?

You don't want to cut big government, you just want to cut those programs you're opposed to. Then when someone else comes in and essentially does the same you complain, as do many of the others here.

11% approval rate. That's because we're still in Iraq. 70% of the country wants us out. Funny how those numbers get real close.

Bush has been totally confrontational his entire Presidency. I'd love to see them shut down the government. They could start with the office of the VICE-PRESIDENT. He isn't part of the government, according to him anyhow.

Actually, I imagine that if the dollar continues its free fall, the flow of workers will start to shift in the other direction as the peso becomes more valuable than the greenback.

Either that, or in a couple of years, Canadians will start complaining about the illegals from the US and Mexico.

Yes to all of the above, plus the DoE, the IRS, the Federal Reserve, foreign aid, any costs associated with maintaining military bases and troops in friendly nations, and pretty much about 95% of the Federal government.

Keep enough of it to prevent fraud, maintain trade, and keep foreign governments from killing us.

stupidrepublicans, both parties' spendthrift policies, plus the inflationary policies of the Fed that have led to this moment. Bush just accelerated our eventual fall.

Sneaking around behind our backs
The government is up to something.

Once again it is changing our money, under the pretense that it is trying to prevent counterfeiting.

The funny thing is that with each change, the money looks a bit more like European money. Now they are adding color to the $5 bill. I thought they alread had, but maybe that was just the $20.

The excuse is that they are making it harder for counterfeiters to alter fives to look like hundreds. Of course this excuse is setting us up to accept it when they make the bills different sizes.

Once they have accustomed the public to accepting the new look of the money, they will start removing our Founding Fathers and start replacing them with Globalist heros.

I demand to know why the government is doing this in such a sneaky manner, in the same way they are planning a North American Union.

Mark my words, this is the direction that the Globalists are shoving us.

What we need ...
After searching for a suitable means of reducing the damage the federal and state governments do to us, I have come upon the following:

We need to recognize the Jan 2 as a holiday because people need an extra day to recover from the festivities of the holidays. Likewise 3 Jan. Since Utah was admitted to the Union on 4 Jan, it, too should be a holiday.

There are ample reasons to celebrate any day of the year, so I propose that every day except the 5th, 12th, 18th, and 29th of each month be declared a federal holiday, with bureaucrats on full pay (to keep most of them from whining). Of course, they have vacation time, so it might just very well be that they would never show up at their offices.

Naturally, I have considered that welfare offices and schools would be closed, too, which doubles the allure of my plan.

In addition to getting them out of our hair, it would increase the available reasons for retail sales events.

I will believe that bureaucrats should raise children when no mother feels remorse leaving her child at school and when no child feels abandoned when she does.

In the troop funding bill they added pork untill they knew beyond a shadow of a chance that Bush would veto it. Are you serious, or just taking a political position?

Pelosi and Reid think they're running the country? No they just think they're running a branch of government that is equal to the executive branch. You remember that when you studied the Constitution, right? Congress, the Supreme Court and the President are all EQUAL branches of government. No one branch is over the other two. There's a reason for that.

Obstructionist. You're kidding there right?

You only need to go back to when the Republicans were in charge and they wouldn't even let the Democrats attend committee meetings. They never listened to the minority at all.

You now have McConnell and his fellow Republicans who are obstructing passage of ANYTHING in the Senate. They are subjecting EVERYTHING to a filibuster vote. Unless there are more than 60 votes, everything gets bottled up.

You want to complain about the issues, and the fact that you don't like the Democratic agenda, that's great. But don't blame the Democrats for using techniques that the Republicans have used, and are using.

But then don't forget Ted Stevens, who currently leads the list. Don't believe me, look at Rep. Campbell's column on Townhall.

Then you can also tell me about Don Young (R-AK). Everyone is STILL trying to find out how he inserted an earmark into legislation AFTER it had passed both houses of Congress, but hadn't been signed by the President. And then you can tell me WHY a representative from Alaska is inserting earmarks into legislation for a $10 million interstate in FLORIDA.

Gee those Alaska boys certainly do know how to spend the taxpayer's money.

the real problem with being in either the majority or the mionority is having an agenda you could sell to the public. During the clinton years gingrich and lott both opposed the president but never offered any alternative. The dims have done likewise during bushes presidentcy. But the repubs lost power due to their mismanagement of congress and both pelosi and reid promised changes. Sadly to say nothing is occurring of importance in congress. But pelosi launched her own foreign relations program and both reid and pelosi act as though the president has lost all significance. Unfortunately the president has seemingly lost his direction and the entire govt seems to be floundering. If my analysis is incorrect point out my errors

i listed murtha as he is the current posterboy for earmarks. But I am opposed to all earmarks, all corporate welfare and any wasteful spending by congress, including the bloated budgets congress grants itself to maintain the offices. I have suggested many times that the electorate needs to monitor their reps and senators and vote out the bums and thieves that are looting the treasury. Voting in the incumbants is mearly maintaining the status quo. Congress won't mend it's ways but hopefully the electorate can force changes

Electorate Changing Things
We can only hope so, but I'm not real optimistic about that ever happening.

One of the biggest things is my mind is transparency all through government. Currently Senators (don't know if applies to the house) can put a bill on hold for no reason AND they can do it so no one knows their identity. What sort of nonsense is that?

If you're willing to stand up and be counted for or against something that's great. But to be able to stop things totally and no one even knows that you're the one doing it? That's ridiculous.

Right now this thing with filibuster in the Senate is another example. The rules are what they are, and the Republicans are using them to their advantage. I have no complaint there. At the same time, how the heck did we even get here? They want to debate an issue and vote it up or down great. You don't have the votes to override a veto great. But to not even discuss things because one group THREATENS to filibuster is stupid. They want to filibuster, MAKE them filibuster.

Beyond that, this entire attitude of us or them has to come to an end. I might not like your program, and you may not like mine, but in the end we've got to work for the country at what's good for it. This constant my way or the highway has got to stop and BOTH parties are to blame for that.

I don't want to get into a discussion about Iraq, but it illustrates the point. When 70% of the country says they want us out within 18 mos. to 24 mos. and we constantly get this yes or no to Bush's continued program, there's something extremely wrong with the system.

A shut down will be a good thing!
Keep the military and SS going and jettison the rest. I don't believe anyone except those complain about their funding such as the Endowment for the arts or the Education specialists will care. And the country is better off if those areas are shut down. No one will miss them. It will make it easier to take them out of the budget in the future.

How to get a new start in government
No shut down will do it because the rascals we have elected will always vote for retroactive pay for all!

We simply must encourage a new party that has a clear determination to pass a package that stops all retroactive spending and pledges to rebuild a budget when they have the votes to do it without being stopped by opponents.

It will take only one election in the House, but at least two in the Senate where not all incumbents run in the same election. Only 1/3 of them.


240 holidays/year would do it

Let them, and give it to them. It's far cheaper than letting them harass us when they go to work.

As I said before, we should make about 280 holidays a year. With weekends and vacation, they'd never be at the office, and we could get on with our lives without their interminable interference.

Government-run schools are not "broken", they are doing exactly what they were designed to do: weaken families and create dependence on government.
